LOS ANGELES
A Minnesota man was arraigned Tuesday on a two-count indictment charging him with allegedly sexually assaulting a subordinate at the U.S. Army Fort Irwin National Training Center in San Bernardino County.
Kelly Boylan, 54, of Minneapolis, is charged with one count of sexual abuse without consent and one count of abusive sexual contact.
Boylan pleaded not guilty to both charges. U.S. District Judge Wesley L. Hsu ordered Boylan released on a $25,000 bond.
He is presumed innocent unless proven guilty.
According to the indictment, a federal grand jury returned on April 16.
In July 2020, he allegedly engaged in a sexual act with the victim without her consent. Boylan allegedly did so by inserting his penis into the victim’s vagina.
Boylan allegedly also engaged in groping and fondling the victim.
If convicted of both charges, Boylan faces up to life in federal prison.
The FBI is investigating this matter. The U.S. Army Criminal Investigation Division provided assistance.
