A federal judge has authorized the seizure of more than $2 million from a Pasadena wound care clinic accused of billing Medicare for procedures that were never performed, the Justice Department announced Tuesday.
U.S. Magistrate Judge Alicia G. Rosenberg approved the seizure of up to $2,039,792 from an account linked to Expert Wound Care PC.
According to a federal affidavit, from September 2025 to April 2026, the clinic billed Medicare more than $46.6 million for wound care services provided to 78 beneficiaries. Medicare paid approximately $34,031,382.
Investigators allege the clinic’s billing far exceeded national norms, averaging $37,449 per claim, compared with $16,837 nationally. Monthly billing spiked from $4,975 in July 2025 to about $33 million in December 2025.
In one case, a single beneficiary accounted for $6,232,645 in payments. Authorities allege the patient did not receive the billed procedures, including 52 skin graft applications and 27 claims in one month.
The clinic billed $2,611,105 for that patient and received $2,039,792, despite no evidence of treatment, according to investigators.
