Final defendant admits role in 2020 kidnapping, three murders, and body disposal across state lines; all defendants now convicted or have pleaded guilty.
MARTINSBURG, W.Va. — A Maryland man has pleaded guilty to kidnapping, murder and witness tampering in a 2020 multi-state crime spree that left three people dead and led to a yearslong investigation spanning Maryland and West Virginia, federal prosecutors stated this week.
Monroe Merrell, 29, of Westminster, Maryland, admitted Thursday that he conspired with others to kidnap and murder a victim identified in court records as J.R. at an apartment in Westminster in March 2020.

According to prosecutors, J.R. was severely beaten and stabbed before Merrell and his co-conspirators transported him across state lines into West Virginia.
During the drive, Merrell stabbed J.R. multiple times, killing him. The group then attempted to dispose of the body in a wooded area near Rippon in Jefferson County by dousing it with gasoline and setting it on fire.
The following morning, a passing motorist spotted the burning body and called 911, launching a multi-state investigation involving federal, state and local law enforcement agencies.
Federal prosecutors said that in April 2020, Merrell became concerned that two witnesses — identified as D.T., 18, of Taneytown, Maryland, and H.G., 33, of Westminster, Maryland — would cooperate with investigators.
Merrell and others lured the pair to the Falling Waters area of Berkeley County, West Virginia, where they were drugged, partially incapacitated, killed, burned and their remains dumped into the Potomac River, prosecutors said.
With Thursday’s guilty plea, Merrell became the last defendant charged in the case to accept responsibility for the kidnappings and killings.
His plea also acknowledges responsibility for targeting a fourth victim, identified as E.D., in a murder-for-hire plot intended to prevent disclosure of the crimes.
Merrell faces a potential life sentence on each of the three counts after a federal judge denied the government’s renewed effort to seek the death penalty in October 2025.
Three co-defendants — David Sanford Jr., John Black III and Jeffrey Smith Jr., all of Maryland — previously pleaded guilty for their roles in the crimes. Two additional defendants, April Braner, 43, of Falling Waters, West Virginia, and Norman Bradford, 55, of Martinsburg, West Virginia, also pleaded guilty.
Sentencing for all defendants is scheduled for Jan. 25, 2027.
