LOS ANGELES — A Bell police officer has been charged with illegally accessing a California Department of Motor Vehicles database to obtain information about his ex-girlfriend’s former boyfriend and placing a GPS tracking device on his ex-girlfriend’s vehicle, prosecutors announced Monday,
James Ixcoy, 30, is charged with one felony count of unauthorized access and use of computer data and one misdemeanor count of unlawful use of an electronic tracking device.
He is presumed innocent unless proven guilty.
“Mr. Ixcoy, a sworn law enforcement officer, is accused of going to great lengths to secretly and surreptitiously find information about two people who were totally unaware he was abusing his authority as a police officer,” Los Angeles County District Attorney Nathan J. Hochman said in a statement.
Hochman said law enforcement databases and tracking devices are intended for legitimate investigations, not personal use.
“When an officer forsakes his duty to serve the public and instead illicitly accesses these databases and places GPS tracking devices on cars to serve his own private interests, as has been alleged against Officer Ixcoy, he is looking at spending time in a cell for such misguided actions,” Hochman said.
According to prosecutors, Ixcoy allegedly conducted an unauthorized DMV registration search on July 17, 2025, involving a vehicle owned by a man who had also dated Ixcoy’s former girlfriend.
Prosecutors further allege that on Aug. 18, 2025, Ixcoy placed a GPS tracking device on his former girlfriend’s vehicle. The tracking device was later discovered.
Ixcoy was arrested Monday. He is scheduled to be arraigned Oct. 2 in Department 30 of the Foltz Criminal Justice Center.
If convicted on all charges, he faces up to three years and six months in county jail.
