Justice concept in courtroom.ANCHORAGE, Alaska — A 73-year-old Anchorage woman pleaded guilty to submitting approximately $2.7 million in fraudulent mental health care claims to the Veterans Health Administration, federal prosecutors announced Monday.

Marianne Rolland, owner and operator of White Raven Healing Services LLC, admitted submitting 2,833 false claims between 2020 and February 2026, according to the U.S. Attorney’s Office for the District of Alaska.

The Veterans Health Administration paid $1.8 million in fraudulent claims.

According to court documents, Rolland falsely represented herself to the Department of Veterans Affairs as a licensed clinical social worker to obtain authorization to provide mental health services to veterans.

Rolland also admitted employing an unlicensed individual to provide mental health counseling and billing the VA as though she had personally performed those services.

Federal prosecutors said Rolland engaged in several fraudulent billing practices, including submitting claims using prefilled diagnosis codes without first diagnosing patients.

She also admitted billing for services while traveling outside Alaska and the United States, falsely reporting remote counseling sessions as in-person visits and improperly billing for prolonged services.

Under the plea agreement, Rolland agreed to repay $1.8 million in restitution, including $1.1 million by her sentencing date.

Rolland faces a maximum sentence of 10 years in federal prison.

Her sentencing is scheduled for Jan. 20, 2027, at 10:30 a.m.

The Department of Veterans Affairs Office of Inspector General investigated the case.

“Exploiting veterans seeking mental health care and submitting millions of dollars in fraudulent claims is a serious breach of trust,” VA Inspector General Cheryl L. Mason said in a statement.

Mason said the investigation underscores the agency’s commitment to protecting veterans, preserving patient safety and safeguarding taxpayer funds.
