{"id":12013,"date":"2015-05-15T17:08:51","date_gmt":"2015-05-16T00:08:51","guid":{"rendered":"https:\/\/cjnotebook.com\/?p=12013"},"modified":"2015-05-15T17:28:18","modified_gmt":"2015-05-16T00:28:18","slug":"company-duped-va-to-get-business-contracts-earmarked-for-disabled-servicemen","status":"publish","type":"post","link":"https:\/\/cjnotebook.com\/?p=12013","title":{"rendered":"Company Duped VA to Get Business Contracts Earmarked for Disabled Servicemen"},"content":{"rendered":"<p><strong>LOS ANGELES<\/strong><\/p>\n<hr \/>\n<p>&nbsp;<\/p>\n<p>A Santa Maria company paid $1 million because it falsely claimed it was a Service-Disabled Veteran-Owned Small Business to get landscaping and cemetery restoration contracts with the U.S. Department of V<a href=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/02\/Gavel1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft  wp-image-896\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/02\/Gavel1.jpg\" alt=\"Gavel\" width=\"95\" height=\"95\" \/><\/a>eterans Affairs, according to federal officials.<\/p>\n<p>The government\u2019s settlement with<strong> Veterans of the Land, Inc. \u00a0<\/strong>on May 6\u00a0\u00a0resolves an investigation into allegations that the company violated the False Claims Act by falsely representing that it was \u00a0a Service-Disabled Veteran-Owned Small Business, when it was actually controlled by a non-veteran, according to authorities.<\/p>\n<p>The $1 million payment, which was made on May 11, represents virtually all of Land Inc.&#8217;s \u00a0assets, according to authorities.<\/p>\n<p>Veterans of the Land, which is located in Santa Barbara County, has no further contracts with the VA and, as part of the settlement, has agreed to dissolve as a corporation, officials said.<\/p>\n<p>From 2008 to 2013, officials stated that Land Inc. obtained contracts with the VA under the service-disabled veteran program to provide \u00a0landscaping and cemetery restoration services at various U.S. National Cemeteries, including Riverside National Cemetery.<\/p>\n<p>There is no allegation that the services provided by the company were improperly performed.<\/p>\n<p>The VA started investigating Land Inc. after a routine audit of service-disabled veteran contractors raised concerns about the company, officials stated.<\/p>\n<p>To qualify as an service-disabled contract, the veteran must actually control the company, according to officials.<\/p>\n<p>Land Inc.\u2019s co-owner, <strong>Robert Laure<\/strong>l, allegedly recruited a relative, <strong>Enrique Escamilla<\/strong>, who is a service-disabled veteran, to partner in the company.<\/p>\n<p>But Escamilla lived in Hawaii, allegedly spent much of his time there, and Laurel allegedly made all important corporate decisions, including leasing equipment from another company that he owned.<\/p>\n<blockquote><p>\u201cThis settlement vindicates and protects the interests of legitimate Service-Disabled Veteran-Owned Small Businesses by ensuring the integrity of the VA\u2019s contracting program that supports these businesses,\u201d said <strong>Acting U.S. Attorney Stephanie Yonekura.<\/strong> \u201cVeterans who contract with the government must be assured that there is a fair playing field.\u201d<\/p><\/blockquote>\n<p><strong>Douglas J. Carver, Special Agent in Charge of the U.S. Department of Veterans Affairs, Office of Inspector General or OIG, Western Field Office,<\/strong> stated: \u201cThis settlement demonstrates the OIG\u2019s continued commitment to aggressively pursue individuals and companies that misrepresent themselves as Service-Disabled Veteran-Owned Small Businesses and deny legitimate disabled veterans of the opportunity to compete for VA contracts.
