{"id":15396,"date":"2015-09-09T18:41:15","date_gmt":"2015-09-10T01:41:15","guid":{"rendered":"https:\/\/cjnotebook.com\/?p=15396"},"modified":"2015-09-09T18:46:14","modified_gmt":"2015-09-10T01:46:14","slug":"feds-chinese-paid-up-to-50000-to-arrange-sham-green-card-marriages","status":"publish","type":"post","link":"https:\/\/cjnotebook.com\/?p=15396","title":{"rendered":"Feds: Chinese Paid Up to $50,000 to Arrange Sham &#8220;Green Card&#8221; Marriages"},"content":{"rendered":"<p><strong>LOS ANGELES<\/strong><\/p>\n<hr \/>\n<p><a href=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2015\/03\/ICE.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\" size-medium wp-image-9919 alignleft\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2015\/03\/ICE-297x300.jpg\" alt=\"ICE\" width=\"297\" height=\"300\" srcset=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2015\/03\/ICE-297x300.jpg 297w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2015\/03\/ICE.jpg 325w\" sizes=\"auto, (max-width: 297px) 100vw, 297px\" \/><\/a>A Santa Fe Springs man who posed as an attorney and his daughter were arrested today for allegedly orchestrating an elaborate immigration fraud scheme in which Chinese nationals paid tens of thousands of dollars to be \u201cmarried\u201d to U.S. citizens, officials announced.<\/p>\n<p>A federal criminal complaint filed yesterday alleges that Chinese nationals paid up to $50,000 to enter into sham marriages in the hopes of obtaining lawful permanent resident cards \u2013 often referred to as \u201cGreen Cards\u201d \u2013 that would allow them to legally reside in the United States.<\/p>\n<p><strong>The two defendants arrested this morning are:<\/strong><\/p>\n<ul>\n<li><strong>Jason Shiao<\/strong>, also known as \u201cJason Zheng\u201d and \u201cZheng Yi Xiao,\u201d 65, who allegedly posed as an immigration lawyer<\/li>\n<li>\u00a0Shiao\u2019s daughter, <strong>Lynn Leung<\/strong>, also known as \u201cLinda,\u201d 43, of Pasadena.<\/li>\n<\/ul>\n<p>A third defendant charged in the case, <strong>Shannon Mendoza,<\/strong> 48, of Pacoima, remains at large and is still being sought.<\/p>\n<p>The charge of conspiracy to commit visa fraud carries a sentence of up to five years in prison.<\/p>\n<p>In addition to prison time, if convicted, Shiao and Leung \u2013 who are dual citizens of China and Australia, and themselves lawful permanent residents of the United States \u2013 face possible deportation, officials said.<\/p>\n<p>The affidavit in support of the complaint outlines a scheme in which the purported attorney and his daughter lined up U.S. citizen \u201cspouses\u201d for their clients, coached the couples on how to make the marriages appear genuine when questioned by immigration authorities, prepared and filed immigration petitions, and created fraudulent paper trails for the \u201ccouples\u201d \u2014 including phony apartment leases, wedding photos, bank statements and income tax returns.<\/p>\n<p>The two arrested this morning were taken into custody by special agents with U.S. Immigration and Customs Enforcement\u2019s or ICE and Homeland Security Investigations or HSI, according to officials.<\/p>\n<p>Shiao and Leung are expected to make their initial appearances this afternoon in United States District Court in downtown Los Angeles, officials said.<\/p>\n<p>\u201cMarriage fraud presents a serious threat to the integrity of our immigration system by undermining programs designed to allow foreign nationals to come to the United States in a fair and orderly fashion,\u201d said <strong>U.S. Attorney Eileen M. Decker.<\/strong><\/p>\n<p>While Shiao and Leung served as brokers by allegedly arranging the sham marriages and filing immigration applications, Mendoza acted as a recruiter by finding U.S. citizens who were willing to enter into sham marriages in exchange for payments of up to $10,000, officials allege.<\/p>\n<p>According to the affidavit, however, most of the nearly two dozen \u201cspouses\u201d interviewed by investigators never received the amount they were promised.<\/p>\n<p>Mendoza allegedly sought out prospective U.S. \u201cspouses\u201d who were in dire financial straits and then arranged for them to meet Shiao and Leung, officials said.<\/p>\n<p>The affidavit describes how the defendants went to considerable lengths to make the unions appear real.<\/p>\n<p>For example, officials said Shiao and Leung allegedly paid for one \u201ccouple\u201d to visit the Wynn Hotel in Las Vegas for a purported \u201choneymoon,\u201d and they allegedly held an actual marriage ceremony at the Dynasty Wedding Studio in Temple City.<\/p>\n<p>\u201cHollywood may portray marriage fraud as a romantic farce, but it\u2019s a serious crime with serious implications,\u201d said <strong>Claude Arnold, special agent in charge for HSI Los Angeles.<\/strong> \u201cSchemes like this not only undermine the integrity of our nation\u2019s legal immigration system, they pose a security vulnerability and potentially rob deserving immigrants of benefits they rightfully deserve.\u201d<\/p>\n<p>As part of Wednesday\u2019s enforcement action, HSI special agents executed a search warrant at Jason Shiao\u2019s Pasadena business, Zhengyi and Associates, formerly known as Jason (USA) International Law Corporation.<\/p>\n<p>During the search, authorities seized computers, electronic storage devices and documents thought to be related to the alleged marriage fraud scheme.<\/p>\n<p>The investigation in this case began in September 2012 based on information provided by an anonymous caller who contacted HSI\u2019s toll-free tip line.<\/p>\n<p>To date, investigators have identified more than 70 fraudulent immigration applications associated with the defendants, with some dating as far back as October 2006 and others filed as recently as two months ago.<\/p>\n<p>Authorities believe the defendants\u2019 clients learned about the service through word of mouth or from advertisements in Chinese newspapers.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>LOS ANGELES A Santa Fe Springs man who posed as an attorney and his daughter were arrested today for allegedly orchestrating an elaborate immigration fraud scheme in which Chinese nationals paid tens&#8230;<\/p>\n","protected":false},"author":1,"featured_media":15407,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[16,3],"tags":[1601,1235,837,1602],"class_list":["post-15396","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-home-main-slider","category-u-s-department-of-justice","tag-green-card","tag-ice","tag-immigration","tag-sham-marriages"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v28.6 - https:\/\/yoast.com\/product\/yoast-seo-wordpress\/ -->\n<title>Chinese Paid Up to $50,000 to Arrange &quot;Green Card&quot;
