LOS ANGELES<\/strong><\/span><\/p>\n

\n

\"DEA<\/a>Federal agents arrested a dozen defendants who were allegedly involved in the large-scale manufacture and distribution of synthetic narcotics that are commonly called \u201cspice,\u201d according to authorities.<\/span><\/p>\n

The arrests on Wednesday and this morning were part of a larger, nationwide crackdown on synthetic drug distribution that the DEA labeled \u201cProject Synergy III,” federal officials said.<\/span><\/p>\n

\u00a0The law enforcement operation in Los Angeles targeted three organizations that allegedly manufactured and distributed thousands of kilograms of synthetic cannabinoids, which are designed to mimic the effects of THC, the psychoactive agent in marijuana.<\/span><\/p>\n

\"DEA<\/a>Over the past several years, officials said DEA has identified more than 400 new designer drugs in the United States \u2013 most of which are manufactured in rogue labs in China and sold on the Internet or in retail outlets such as smoke shops, gas station convenience stores and bodegas. <\/span><\/p>\n

These substances are generally sold in brightly colored packaging, marketed to young people, and billed as \u201csafe\u201d alternatives to marijuana or dangerous party drugs such as MDMA (ecstasy), according to officials.<\/span><\/p>\n

The synthetic drugs are commonly marked with the disclaimer \u201cnot for human consumption\u201d or \u201cDEA approved,\u201d which is an attempt to shield distributors from prosecution. <\/span><\/p>\n

Abuse of these psychoactive substances has resulted in increasing numbers of overdose incidents, emergency room visits and even deaths.<\/span><\/p>\n

\u201cMany of the precursor chemicals used to manufacture these substances are shipped from overseas and HSI is committed to working with its law enforcement partners to stop the flow into the U.S.,\u201d said Claude Arnold, special agent in charge for Homeland Security Investigations Los Angeles.<\/strong> \u201cBut beyond targeting the manufacturers and importers, it\u2019s also imperative we get the word out \u2013 especially to young people \u2013 about the dangers, and potentially deadly consequences, of using these substances.\u201d<\/span><\/p>\n

\"U.S.<\/a>In the three cases in Los Angeles announced today, a total of 16 defendants are charged with manufacturing and distributing synthetic cannabinoids. <\/span><\/p>\n

The chemicals are mixed with agents \u2013 often acetone \u2013 to create a mixture that is sprayed onto plant material \u2013 typically marshmallow leaf or damania leaf \u2013 to create synthetic marijuana, which is commonly referred to as \u201cspice\u201d or \u201cherbal incense,\u201d officials said.<\/span><\/p>\n

Such synthetic cannabinoids are smoked or orally ingested, and are referred to in three indictments as smokable synthetic cannabinoids (SSCs). The SSCs discussed in the indictment were sold under brand names that included \u201cSexy Monkey,\u201d \u201cCrazy Monkey,\u201d \u201cScooby Snax,\u201d \u201cBizarro\u201d and \u201cMad Hatter.\u201d<\/span><\/p>\n

\u201cThis effort highlights DEA\u2019s commitment to toppling the reign drug traffickers hold over too many of our children,\u201d said Anthony D. Williams, the DEA Special Agent in Charge of the Los Angeles Field Division.<\/strong> \u201cSynthetic drugs are extremely dangerous substances and pose a serious threat to the health and well-being of our youth. We will continue to target and dismantle any and all drug trafficking organizations victimizing our society.\u201d<\/span><\/p>\n

\"Homeland<\/a>U.S. Attorney Eileen M. Decke<\/strong>r said: \u201cThese are extremely dangerous drugs, despite being falsely marketed to youth as being a \u2018safe\u2019 alternative and having innocent names like \u2018spice\u2019 and \u2018K2.\u2019 The often unknown and constantly changing chemicals in these drugs can have unpredictable and devastating effects on users. The Department of Justice takes this threat to public health and safety seriously and will prosecute purveyors of synthetic drugs as the drug traffickers that they are.\u201d<\/span><\/p>\n

The first case, which was the result of an investigation by the DEA, focused on companies in the \u201cSkid Row\u201d district in downtown Los Angeles. <\/span><\/p>\n

The indictment in this case charges seven defendants:<\/strong><\/span><\/p>\n

\u2022 Faisal Iqbal, 34, of Glendale, who was arrested yesterday;<\/span>
\n\u2022 Sana Faisal, 32, of Glendale, Faisal Iqbal\u2019s wife and who was arrested yesterday;<\/span>
\n\u2022 Mohammad Iqbal, 65, of Glendale, Faisal Iqbal\u2019s father, who is a fugitive believed to be in Pakistan;<\/span>
\n\u2022 Fidencio Garcia Jr, 25, of North Hollywood, who was arrested yesterday;<\/span>
\n\u2022 Ahmad Abu Farie, 54, of Huntington Beach, who was arrested yesterday;<\/span>
\n\u2022 Mohammad Abu Farie, 25, of Huntington Beach, Ahmad Abu Farie\u2019s son, who surrendered to authorities this morning<\/span>
\n\u2022 Ehab Abu Farie, 24, of Chandler, Arizona, another son of Ahmad Abu Farie, who was arrested yesterday.<\/span><\/p>\n

The second case investigated by the DEA focused on two individuals who had ties to the other two organizations discussed in the other indictments. <\/span><\/p>\n

The two charged in this second indictment are:<\/span><\/strong><\/p>\n

\u2022 Samia Amaninawabi, 39, of Ontario, who has agreed to surrender to authorities tomorrow; and<\/span>
\n\u2022 Aziz Maali, 51, of Clifton, New Jersey (formerly of Monterey Park), who was arrested yesterday.<\/span><\/p>\n

Those charged in the third indictment are:<\/span><\/strong><\/p>\n

\u2022 Adnan Bahhur, 55, of Anaheim, who has not yet been taken into custody;<\/span>
\n\u2022 Islam Bahhur, 29, of Anaheim, Adnan Bahhur\u2019s son, who was arrested yesterday;<\/span>
\n\u2022 Hakeem Bahhur, 24, of Anaheim, another son of Adnan Bahhur, who has not yet been taken into custody;<\/span>
\n\u2022 Maesa Bahhur, 44, of Greenville, South Carolina, Adnan Bahhur\u2019s daughter, who surrendered to authorities in Los Angeles this morning;<\/span>
\n\u2022 Mohamad Hamade, 31, of Irvine, who was arrested yesterday;<\/span>
\n\u2022 Oun Alrzouq, 49, of Anaheim, who was arrested yesterday; and<\/span>
\n\u2022 Yasir Harb, 55, of Romoland, California, who was arrested yesterday.<\/span>
\n Those arrested in Southern California yesterday were arraigned Wednesday afternoon in United States District Court. <\/span><\/p>\n

All of those defendants pleaded not guilty and were ordered to stand trial later this year. <\/span><\/p>\n

Mohammad Abu Farie and Maesa Bahhur are expected to be arraigned today\u00a0in Los Angeles federal court.<\/span><\/p>\n
