A federal judge sentenced a former Tate County, Mississippi Sheriff\u2019s deputy to two years in prison for unlawful tasing of a jail inmate who standing against the wall and not posing a threat to anyone, officials announced today.<\/span><\/p>\n

Former Lt. Randy T. Doss<\/strong> tased the victim, who has been identified as \u201cJ.W.,<\/strong>\u201d a pre-trial detainee, \u00a0from 11 feet. The victim fell backward and hit and fractured his skull head on the concrete floor, requiring him to undergo brain surgery, officials said.<\/span><\/p>\n

The tasing occurred on Jan. 27, 2012 after a jail-wide search was ordered after an inmate was reportedly assaulted with a razor, officials said.<\/span><\/p>\n

\u201cThe defendant abused his authority, violated the law and the public trust,\u201d said U.S. Attorney Felicia C. Adams of the Northern District of Mississippi<\/strong>.\u00a0 \u201cWhile the majority of law enforcement officers are hardworking professionals who risk their lives daily for our safety, the U. S. Attorney\u2019s Office is committed to aggressively prosecuting those officers who break the law and violate an individual\u2019s constitutional rights.\u201d<\/span><\/p>\n

\u201cIn making arrests, maintaining order and defending life, the law allows law enforcement officers to use whatever force is \u2018reasonably\u2019 necessary,\u201d said Special Agent in Charge Donald Alway of the FBI\u2019s Jackson Division.\u00a0<\/strong> \u201cViolations of federal law occur when it can be shown, as in this case, that the force used was willfully \u2018unreasonable\u2019 or \u2018excessive.\u2019\u201d<\/span><\/p>\n

Doss had more than 20 years of experience in law enforcement, and had been certified to train other officers on the proper use of force, including how to use a taser, according to officials.<\/span><\/p>\n

Doss was indicted on March 30, 2015, by a grand jury in Oxford, Mississippi.\u00a0 He was charged with a single count of violating the rights of J.W. not to be deprived of liberty without due process of law.\u00a0 Doss was charged with both using a dangerous weapon \u2013 a taser \u2013 and causing bodily injury to the victim.\u00a0 He pleaded guilty to the single count in October 2015.<\/span><\/p>\n
