{"id":22907,"date":"2016-04-27T12:21:40","date_gmt":"2016-04-27T19:21:40","guid":{"rendered":"https:\/\/cjnotebook.com\/?p=22907"},"modified":"2016-04-27T12:21:40","modified_gmt":"2016-04-27T19:21:40","slug":"22907-2","status":"publish","type":"post","link":"https:\/\/cjnotebook.com\/?p=22907","title":{"rendered":"Clothing Factory Manager Guilty of Offering $10,000 Bribe to Federal Inspector"},"content":{"rendered":"<div class=\"entry-content\">\n<p style=\"text-align: center;\"><strong><span style=\"font-size: 14pt;\">LOS ANGELES<\/span><\/strong><\/p>\n<hr \/>\n<p><span style=\"font-size: 14pt;\">A jury Tuesday found the \u00a0manager of <strong>Seven-Bros Enterprises<\/strong> in La Puente, \u00a0<strong>Howard Quoc Trinh<\/strong>, 42, of Arcadia, guilty of offering to pay $10,000 in bribes to a <strong>Department of Labor Wage and Hour Investigator <\/strong>to close an investigation<strong>,<\/strong> officials said.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-5851 alignleft\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/09\/FBI-Image-300x199.jpg\" alt=\"FBI Image\" width=\"300\" height=\"199\" srcset=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/09\/FBI-Image-300x199.jpg 300w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/09\/FBI-Image-90x60.jpg 90w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/09\/FBI-Image-180x120.jpg 180w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/09\/FBI-Image-95x64.jpg 95w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/09\/FBI-Image.jpg 500w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>The jury found Trinh\u00a0guilty of two counts of bribery after the evidence indicated that Trinh offered to pay $10,000 in bribe, and actually paid $3,000 to the inspector. \u00a0As part of the bribery scheme, Trinh promised to pay the balance when the investigation was closed, according to officials.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\">\u201cCompanies and their managers victimizing their own employees through wage violations cannot perpetuate their conduct through bribes,\u201d said U.S. Attorney Eileen M. Decker. \u201cThis jury verdict strikes a blow against both corruption and the exploitation of workers.\u201d<\/span><\/p>\n<p><span style=\"font-size: 14pt;\">Trinh \u00a0is facing up to 30 years in federal prison. A sentencing date has not yet been scheduled.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\"><strong>The criminal complaint alleges the following facts and circumstances:<\/strong><\/span><\/p>\n<\/div>\n<div class=\"entry-content\">\n<ul>\n<li><span style=\"font-size: 14pt;\">The investigator was investigating Seven-Bros for violating the Fair Labor Standards Act, which sets standards for minimum wage and overtime pay.<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">The Labor Department Wage and Hour investigator led a team that conducted an unannounced visit to Seven-Bros on March 10.<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">The investigation into wage violations covered a period from May 2012 through March 10, 2015, and found that Seven-Bros owed about $100,000 to compensate employees for FLSA violations over that period.<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">The investigator returned to Seven-Bros on March 18, at which time Trinh said he did not owe his employees any back wages and that he wanted to \u201ctake care\u201d of the investigator.<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">In response to Trinh\u2019s statements, the Labor Department\u2019s Office of Investigator General initiated an investigation and outfitted the investigator with recording equipment.<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">On the evening of March 18, during a recorded meeting, Trinh allegedly offered the investigator $10,000 to close out the investigation without finding any violations.<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">The next day, during another recorded meeting, Trinh gave the investigator an initial payment of $3,000 in a manila envelope.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-size: 14pt;\">The criminal complaint was filed on March 20.<\/span><\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>A jury Tuesday
