\"u.s.DISTRICT<\/a>LOS ANGELES<\/strong> \u2013 A Los Angeles-area doctor surrendered this morning to federal authorities after being indicted on drug trafficking charges for allegedly illegally distributing drugs, including powerful and addictive painkillers.<\/p>\n

Dr. Andrew Sun,<\/strong> 78, of La Mirada, surrendered at the U.S.\u00a0<\/span>Courthouse, where he is expected to be arraigned this afternoon.<\/span><\/p>\n

Sun, who operated medical clinics in San Gabriel and East Los Angeles, is named in an indictment that was handed down by a federal grand jury on March 18.<\/p>\n

Sun issued nearly 5,000 prescriptions for controlled substances in a one-year period that ended in July 2010, according to an affidavit in support of a search warrant executed at Sun\u2019s residence and two medical offices on July 11, 2012.<\/span><\/p>\n

He is facing 248 years in federal prison if convicted of the charges.<\/p>\n

An investigation by IRS – Criminal Investigation showed that Sun and his wife controlled 44 bank accounts, and that Sun deposited more than $1.1 million in cash into his accounts between 2008 and July 2012.<\/p>\n

The indictment charges Sun with laundering cash on four specific occasions when he deposited thousands of dollars in cash on dates that undercover agents met with him and received prescriptions.<\/p>\n

The indictment \u00a0also charges Sun with 24 counts of illegally prescribing controlled substances including hydrocodone, alprazolam, carisoprodol, diazepam, and promethazine with codeine.<\/span><\/p>\n

During the investigation, Sun prescribed drugs, including hydrocodone, to undercover agents on 13 separate occasions, each time in exchange for $150 cash, according to law enforcement officials.<\/span><\/p>\n

An affidavit supporting the charges quotes Sun telling one undercover agent: \u201cSo if you want to insist on getting such a strong medicine, I\u2019ll give it to you. I\u2019m just a doctor, I\u2019m not God, okay, so I cannot say no to something that you want to do\u2026 I only advise you not to, but, if you want to do it I can\u2019t do, I can\u2019t say no.\u201d<\/p>\n

The affidavit details another instance in which Sun encouraged an undercover agent to provide a fraudulent justification for the \u201cmaximum\u201d allowable number of extra-strength Vicodin pills.<\/p>\n

Based on review of the undercover recordings and other materials from the investigation, Dr. Rick Chavez, an expert in pain treatment, concluded that Sun\u2019s interactions with each of the undercover agents \u201cwas insufficient, inappropriate, and inadequate,\u201d according to the affidavit.<\/p>\n

Chavez concluded: \u201cthere is not only strong, but irrefutable evidence for inappropriate prescribing of controlled medications\u201d by Sun.<\/p>\n

Sun is presumed innocent until and if, \u00a0he is convicted of the crimes.<\/p>\n

The investigation into Sun was conducted by the Drug Enforcement Administration, IRS – Criminal Investigation, the California Medical Board, the California Department of Health Care Services and the Monterey Park Police Department.<\/span><\/p>\n
