The community is grieving, and I join them in that grief.&#8221;<\/span><\/p>\n<div class=\"embedded article\" style=\"text-align: center;\">\n<ul class=\"\">\n<li>\n<h3><span style=\"font-size: 14pt;\"><a href=\"http:\/\/www.nbcbayarea.com\/news\/local\/Ex-San-Francisco-Officer-Charged-With-Obstructing-Rape-Probe-377341091.html\">Ex-San Francisco Officer Charged With Obstructing Rape Probe<\/a><\/span><\/h3>\n<\/li>\n<\/ul>\n<\/div>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"7\"><span style=\"font-size: 14pt;\">The resignation comes after <a href=\"http:\/\/www.nbcbayarea.com\/news\/local\/Officer-Involved-Shooting-in-San-Franciscos-Bayview-District-380141991.html\" target=\"_blank\">police earlier in the day fatally shot a woman in the Bayview District<\/a>. Earlier in the day, Suhr said the woman was driving a stolen car and refused officers&#8217; commands to stop the car. Officers approached her on foot and she drove away. She was then shot by police.<\/span><\/p>\n<div class=\"embedded cm photo C\" style=\"text-align: center;\" data-cid=\"380202171\">\n<div class=\"galleryMask\"><span style=\"font-size: 14pt;\"><img decoding=\"async\" src=\"http:\/\/media.nbcbayarea.com\/images\/620*349\/GettyImages-495437503-SFPoliceChief.jpg\" width=\"620\" \/><\/span><\/div>\n<div class=\"embeddedMediaCaption nested\">\n<p><span style=\"font-size: 14pt;\">FILE &#8212; San Francisco police chief Greg Suhr, left, at a news conference in San Francisco, California.<\/span><br \/>\n<span style=\"font-size: 14pt;\"> Photo credit: Getty Images<\/span><\/p>\n<\/div>\n<\/div>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"9\"><span style=\"font-size: 14pt;\">The shooting comes at a politically difficult time for Suhr and Lee.<\/span><\/p>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"10\"><span style=\"font-size: 14pt;\">The San Francisco Police Department is under intense scrutiny following the fatal shooting of Mario Woods in December and the fatal shooting of Luis Gongora in April, <a href=\"http:\/\/www.nbcbayarea.com\/news\/local\/Indian-Ppl-Are-Disgusting-Burn-Down-Walgreens-and-Kill-the-Bums-SF-Releases-Police-Officers-Racist-Texts-377165291.html\" target=\"_blank\">as well as two recent scandals<\/a> involving racist text messages exchanged among officers.<\/span><\/p>\n<div class=\"embedded article\" style=\"text-align: center;\">\n<ul class=\"\">\n<li>\n<h3><span style=\"font-size: 14pt;\"><a href=\"http:\/\/www.nbcbayarea.com\/news\/local\/Frisco-5-End-Hunger-Strike-Protests-to-Continue-Monday--378589966.html\">&#8216;Frisco 5&#8217; End Hunger Strike, Protests to Continue Monday<\/a><\/span><\/h3>\n<\/li>\n<\/ul>\n<\/div>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"11\"><span style=\"font-size: 14pt;\">Activists for months have been calling for Suhr to be fired. A group of five protesters\u00a0\u2014 dubbed &#8220;<a href=\"http:\/\/www.nbcbayarea.com\/news\/local\/Frisco-5-End-Hunger-Strike-Protests-to-Continue-Monday--378589966.html\" target=\"_blank\">the Frisco 5&#8243;<\/a> \u2014 went on a hunger strike outside of Mission Police Station on April 21, vowing not to eat until Suhr had tendered his resignation.<\/span><\/p>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"12\"><span style=\"font-size: 14pt;\">On May 3, about 400 supporters marched with the strikers, who were pushed in wheelchairs, to the steps of city hall where they interrupted a San Francisco Board of Supervisors meeting and demanded his resignation. At the time, the board\u2019s president London Breed said she would not \u201ccomment publicly\u201d on whether she wanted Suhr to resign.<\/span><\/p>\n<div class=\"embedded article\" style=\"text-align: center;\">\n<ul class=\"\">\n<li>\n<h3><span style=\"font-size: 14pt;\"><a href=\"http:\/\/www.nbcbayarea.com\/news\/local\/Frisco5-Protesters-Resume-Fight-at-San-Francisco-City-Hall-378653911.html\">#Frisco5 Protesters Resume Fight at San Francisco City Hall<\/a><\/span><\/h3>\n<\/li>\n<\/ul>\n<\/div>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"13\"><span style=\"font-size: 14pt;\">On May 8, the hunger strikers were sent to the hospital and ended the strike for health reasons, leading to a violent protest involving their supporters and sheriff\u2019s deputies at City Hall. At the time, Lee had still expressed support for Suhr.<\/span><\/p>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"14\"><span style=\"font-size: 14pt;\">City supervisors Jane Kim, David Campos, Eric Mar and John Avalos joined those calls for Suhr&#8217;s removal last week following the release of a critical report on the department by a blue-ribbon panel commissioned by District Attorney George Gascon.<\/span><\/p>\n<div class=\"embedded article\" style=\"text-align: center;\">\n<ul class=\"\">\n<li>\n<h3><span style=\"font-size: 14pt;\"><a href=\"http:\/\/www.nbcbayarea.com\/news\/local\/33-Arrested-at-City-Hall-Following-Violent-Protest-378520585.html\">33 Arrested Following Chaotic Protest Supporting &#8216;Frisco 5&#8217;<\/a><\/span><\/h3>\n<\/li>\n<\/ul>\n<\/div>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"15\"><span style=\"font-size: 14pt;\">Edwin Lindo, one of the hunger strikers, told NBC Bay Area that Suhr\u2019s resignation is a positive step for the city.<\/span><\/p>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"16\"><span style=\"font-size: 14pt;\">\u201cThis shows the power of the people and the community,\u201d he said. \u201cWhen we come together with love justice, the power for justice is inevitable. This battle is a victory, but the fight for justice continues, making sure the next chief is one accountable to the community and that the necessary reforms are implemented. \u201c<\/span><\/p>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"17\"><span style=\"font-size: 14pt;\">The Frisco 5 released a statement following Lee&#8217;s announcement, demanding that the officers involved in these shootings be fired and charged with murder.<\/span><\/p>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"18\"><span style=\"font-size: 14pt;\">&#8220;We demand a meeting between the community and the interim police chief to discuss real reform created by the community,&#8221; they said, calling for Lee to resign.<\/span><\/p>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"19\"><span style=\"font-size: 14pt;\">They said that Lee &#8220;allowed rampant police misconduct, terrorized the homeless and forced out the middle and lower income residents of our community to serve the interest of big business over the people of San Francisco.&#8221;<\/span><\/p>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"21\"><strong><span style=\"font-size: 14pt;\">Mayor Lee&#8217;s full statement on Suhr&#8217;s resignation:<\/span><\/strong><\/p>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"21\"><span style=\"font-size: 14pt;\"> <i>&#8220;The past several months have shaken and divided our City, and tensions between law enforcement and communities of color that have simmered for too many years have come into full view.<\/i><\/span><\/p>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"22\"><span style=\"font-size: 14pt;\"><i>Though the facts are still emerging, we know that, this morning, a young woman of color was killed in an officer-involved shooting in the Bayview.<\/i><\/span><\/p>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"23\"><span style=\"font-size: 14pt;\"><i>The community is grieving, and I join them in that grief.<\/i><\/span><\/p>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"24\"><span style=\"font-size: 14pt;\"><i>These officer-involved shootings, justified or not, have forced our City to open its eyes to questions of when and how police use lethal force.<\/i><\/span><\/p>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"25\"><span style=\"font-size: 14pt;\"><i>For the last many months, every day, I have asked myself, is the path to reform best advanced by our current Department leadership?<\/i><\/span><\/p>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"26\"><span style=\"font-size: 14pt;\"><i>Because my goal has always been, and remains, real reform and the restoration of trust.<\/i><\/span><\/p>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"27\"><span style=\"font-size: 14pt;\"><i>I have previously expressed confidence in Chief Suhr because I know he agrees with and understands the need for reform. He has demonstrated his commitment to instilling these reforms into the whole department, from the command staff to the cadets.<\/i><\/span><\/p>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"28\"><span style=\"font-size: 14pt;\"><i>But following this morning\u2019s officer-involved shooting and my meeting with Chief Suhr this afternoon, today I have arrived at a different conclusion to the question of how best to move forward.<\/i><\/span><\/p>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"29\"><span style=\"font-size: 14pt;\"><i>For me, this has never been about personalities and politics, it\u2019s been about performance.<\/i><\/span><\/p>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"30\"><span style=\"font-size: 14pt;\"><i>Because, in my three decades of public service, I\u2019ve learned how important it is to measure progress along the way. Greg Suhr, a dedicated public servant who\u2019s given more than three decades of his life to the Bayview and to this City.<\/i><\/span><\/p>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"31\"><span style=\"font-size: 14pt;\"><i>The progress we\u2019ve made has been meaningful, but it hasn\u2019t been fast enough. Not for me, not for Greg.<\/i><\/span><\/p>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"32\"><span style=\"font-size: 14pt;\"><i>That\u2019s why I have asked Chief Suhr for his resignation. And in the best interest of the City he loves so much, he tendered his resignation earlier today. Despite the political rhetoric of the past few weeks, I have nothing but profound admiration for Greg. He\u2019s a true public servant, and he will always have my respect.<\/i><\/span><\/p>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"33\"><span style=\"font-size: 14pt;\"><i>I\u2019ve known him for years, and he\u2019s a man of great character. He takes his job seriously, he\u2019s loyal, he\u2019s smart, and he understands that a Police officer is more than a public safety enforcer. A police officer is peace of mind, a social worker. He\u2019s a model San Franciscan and a great man.<\/i><\/span><\/p>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"34\"><span style=\"font-size: 14pt;\"><i>To take Greg\u2019s place, I am naming Toney Chaplin as Acting Chief of Police.<\/i><\/span><\/p>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"35\"><span style=\"font-size: 14pt;\"><i>Toney has served in the Police Department for 26 years. He\u2019s established a record of commitment to the City\u2019s diverse communities, serving at Mission and Taraval Stations, in the Gang Task Force, and running the Homicide division. Toney has most recently helped establish our new Professional Standards and Principled Policing bureau, the arm of the department that focuses on accountability and transparency.<\/i><\/span><\/p>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"36\"><span style=\"font-size: 14pt;\"><i>The men and women of the San Francisco Police Department put themselves in harms\u2019 way daily, literally. We owe it to them to restore the community\u2019s trust in their department. As we embark on a new chapter for the Police, we aim to restore this trust.<\/i><\/span><\/p>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"37\"><span style=\"font-size: 14pt;\"><i>Some of the reforms underway might have prevented or clarified today\u2019s incident.<\/i><\/span><\/p>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"38\"><span style=\"font-size: 14pt;\"><i>We need to turn these plans into actions.<\/i><\/span><\/p>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"39\"><span style=\"font-size: 14pt;\"><i>I will hold the Acting Chief and the Department to a high standard of urgency to implement the reforms we\u2019ve already announced in the past several months.<\/i><\/span><\/p>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"40\"><span style=\"font-size: 14pt;\"><i>And we will keep pressing forward with new accountability measures, and stronger oversight over police use-of-force.<\/i><\/span><\/p>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"41\"><span style=\"font-size: 14pt;\"><i>My fellow San Franciscans, we must push forward, harder than ever before, to reform the Police Department and restore trust with every community and keep our City safe.<\/i><\/span><\/p>\n<p class=\"paragraph\" style=\"text-align: center;\" data-pnum=\"42\"><span style=\"font-size: 14pt;\"><i>In this solemn moment, we must put aside politics and begin to heal the
