\u2014\u00a0Evidence indicates an extramarital affair that happened more than a decade ago may have\u00a0led to interim Oakland Police Chief\u00a0Ben Fairow\u2019s dismissal from the position by Mayor Libby Schaaf Wednesday.<\/p>\n<p>For the second time in less than a week, the Oakland Police Department has suddenly jettisoned its chief at the behest of the mayor.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-24418 alignleft\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2016\/06\/cbs-sfbayarea.png\" alt=\"cbs-sfbayarea\" width=\"299\" height=\"63\" \/>Schaaf on Wednesday abruptly announced the replacement of \u00a0after deciding his appointment to temporarily\u00a0lead the department was a mistake.<\/p>\n<p>In a press release issued early Wednesday afternoon, Schaaf said that Fairow had been hired as interim chief as \u201can individual who understood the dynamics in Oakland and who, based on his previous employment with OPD, could hit the ground running.\u201d<\/p>\n<p>\u201cHowever, I have just received <a id=\"itxthook0\" class=\"itxtnewhook itxthook\" href=\"http:\/\/sanfrancisco.cbslocal.com\/2016\/06\/15\/oakland-mayor-schaaf-removes-interim-opd-chief-fairow\/#\" rel=\"nofollow\"><span id=\"itxthook0p\" class=\"itxtrst itxtrstspan itxtnowrap\"><span id=\"itxthook0w\" class=\"itxtrst itxtrstspan itxtnowrap itxtnewhookspan\">information<\/span><img decoding=\"async\" id=\"itxthook0icon\" class=\"itxtrst itxtrstimg itxthookicon\" src=\"http:\/\/images.intellitxt.com\/ast\/adTypes\/icon1.png\" \/><\/span><\/a> that has caused me to lose confidence in Ben Fairow\u2019s ability to lead the Oakland Police Department at this particular moment in time,\u201d the press release stated.<\/p>\n<p>In the statement, Schaaf said, \u201cState law prohibits me from further elaborating on the specific factors that led to this decision.\u201d<\/p>\n<p>Fairow will be replaced by\u00a0Assistant Chief Paul Figueroa, according to the Mayor<\/p>\n<p><strong>ALSO READ:\u00a0<\/strong><\/p>\n<ul>\n<li><strong><a Scandal<\/a><\/strong><\/li>\n<\/ul>\n<p>Figueroa \u201cwill temporarily serve as Acting Police Chief effective immediately while we identify an Interim Chief and conduct a national search to fill the role of Chief permanently,\u201d according to the press release.<\/p>\n<p>The mayor continued by saying the decision to appoint Fairow was a mistake.<\/p>\n<p>\u201cI made the decision to appoint Ben Fairow, I also own the decision to remove him,\u201d Schaaf said. \u201cI firmly believe that when you make a mistake, you need to own it, and act quickly to correct it.\u201d<\/p>\n<p>At a Wednesday afternoon press briefing, the mayor said, \u201cI need to be confident that our chief is 100 percent effective in making cultural changes\u201d in the way that the department operates.<\/p>\n<p>Schaaf admitted that \u201cthe process was very rapid\u201d when she hired Fairow in the wake of Whent\u2019s departure and said, \u201cI own the mistake and I\u2019m not trying to hide.\u201d<\/p>\n<p>Schaaf said she had worked with Fairow during his 21 years with the Oakland Police Department, where he rose to the rank of captain before joining BART five years ago, and said he had \u201ca good reputation.\u201d<\/p>\n<p>The mayor said she wants to bring in someone from outside of Oakland to serve as interim chief while she conducts a search for a permanent chief but said she won\u2019t rush to bring in an interim chief.<\/p>\n<p>Schaaf said she wants Figueroa to return to being assistant chief because \u201cI like the current command structure\u201d in the department.<\/p>\n<p>Schaaf said she expressed her concerns to Fairow on Tuesday and said he was \u201cvery professional in his understanding of the situation\u201d when she told him that she was firing him.<\/p>\n<p>Fairow is set to return to his position as Deputy Chief with the BART Police Department.<\/p>\n<p>Schaaf was clear when she spoke that she could not and would not talk about the reasons behind Fairow\u2019s firing.<\/p>\n<p>\u201cI want to begin by reminding everyone that California law prohibits me from discussing personnel information regarding a police officer, and that law extends to police chiefs,\u201d said Schaaf.<\/p>\n<p>Struggling with the current sex scandal within the police department, Schaaf stated she had no choice but to make the move.<\/p>\n<p>\u201cWe are dealing with disgusting allegation that upset me greatly, and I believe that the leadership at this time is critical in order to rebuild confidence that the culture of this department does not tolerate unethical behavior, sexual misconduct or lying,\u201d said Schaaf. \u201cThese things are very important to me.\u201d<\/p>\n<p>While Fairow did not speak to the media, his current boss may have revealed to the reason behind his ouster.<\/p>\n<p>BART Police Chief Kenton Rainey released a statement welcoming Fairow back Wednesday evening.<\/p>\n<p>\u201cThe BART Police Department welcomes back Deputy Chief Ben Fairow to his role commanding the Support <a id=\"itxthook1\" class=\"itxtnewhook itxthook\" href=\"http:\/\/sanfrancisco.cbslocal.com\/2016\/06\/15\/oakland-mayor-schaaf-removes-interim-opd-chief-fairow\/#\" rel=\"nofollow\"><span id=\"itxthook1p\" class=\"itxtrst itxtrstspan itxtnowrap\"><span id=\"itxthook1w\" class=\"itxtrst itxtrstspan itxtnowrap itxtnewhookspan\">Services<\/span><img decoding=\"async\" id=\"itxthook1icon\" class=\"itxtrst itxtrstimg itxthookicon\" src=\"http:\/\/images.intellitxt.com\/ast\/adTypes\/icon1.png\" \/><\/span><\/a> Division,\u201d the statement read.<\/p>\n<p>It continued, \u201cWe are confident in Deputy Chief Fairow\u2019s ability to fulfill his important role, and we are confident in our due diligence in hiring Ben Fairow in 2011. We did a thorough background check on Ben at that time.<\/p>\n<p>Ben has shared information with me that, while he was married, he had a personal relationship with a consenting adult more than a decade ago, none of which precludes him from serving as a sworn law enforcement officer or as one of my Deputy Chiefs.\u201d<\/p>\n<p>Addition sources have corroborated that the extramarital affair was what spurred Fairow\u2019s dismissal by Schaaf after less than a week <a id=\"itxthook2\" class=\"itxtnewhook itxthook\" href=\"http:\/\/sanfrancisco.cbslocal.com\/2016\/06\/15\/oakland-mayor-schaaf-removes-interim-opd-chief-fairow\/#\" rel=\"nofollow\"><span id=\"itxthook2p\" class=\"itxtrst itxtrstspan itxtnowrap\"><span id=\"itxthook2w\" class=\"itxtrst itxtrstspan itxtnowrap itxtnewhookspan\">on the job<\/span><img decoding=\"async\" id=\"itxthook2icon\" class=\"itxtrst itxtrstimg itxthookicon\" src=\"http:\/\/images.intellitxt.com\/ast\/adTypes\/icon1.png\" \/><\/span><\/a>.<\/p>\n<p>The\u00a0sudden\u00a0change in department leadership is just the latest challenge facing the force in the wake of <a href=\"http:\/\/sanfrancisco.cbslocal.com\/2016\/05\/12\/underage-sex-scandal-rocks-oakland-police-department\/\">a sex scandal involving an underage prostitute<\/a>\u00a0who goes by the name Celeste Guap and numerous officers.<\/p>\n<p>Last week, Police Chief Sean Whent <a href=\"http:\/\/cbsloc.al\/1TYHbH3\">abruptly resigned from his position<\/a>. While Schaaf maintained that the chief had <a href=\"http:\/\/cbsloc.al\/1Yfg4wn\">stepped down for his own reasons<\/a>,\u00a0skeptics including local news reporters\u00a0and\u00a0city politicians speculated his departure was connected to the scandal.<\/p>\n<p>Earlier this week,\u00a0a\u00a0Contra Costa County sheriff\u2019s deputy became\u00a0the most recent law enforcement official <a href=\"http:\/\/cbsloc.al\/1rn3IoS\">to be\u00a0placed on leave in\u00a0connection to the\u00a0sex scandal<\/a>, joining the five\u00a0Oakland police officers already\u00a0on administrative leave.<\/p>\n<p>A number\u00a0of Richmond police officers are also\u00a0<a href=\"http:\/\/cbsloc.al\/24OZH9G\">being investigated by their department<\/a> in connection with Guap.<\/p>\n<p>City Councilman Larry Reid, who\u2019s been on the council since 1997 and previously served as <a id=\"itxthook3\" class=\"itxtnewhook itxthook\" href=\"http:\/\/sanfrancisco.cbslocal.com\/2016\/06\/15\/oakland-mayor-schaaf-removes-interim-opd-chief-fairow\/#\" rel=\"nofollow\"><span id=\"itxthook3p\" class=\"itxtrst itxtrstspan itxtnowrap\"><span id=\"itxthook3w\" class=\"itxtrst itxtrstspan itxtnowrap itxtnewhookspan\">chief of staff<\/span><img decoding=\"async\" id=\"itxthook3icon\" class=\"itxtrst itxtrstimg itxthookicon\" src=\"http:\/\/images.intellitxt.com\/ast\/adTypes\/icon1.png\" \/><\/span><\/a> under former Mayor Elihu Harris, said after Schaaf\u2019s news conference, \u201cI have never experienced anything like what the city of Oakland is going through now.\u201d<\/p>\n<p>Reid said he and other council members \u201care trying to figure out what\u2019s going on\u201d but state confidentiality laws have prevented Schaaf and her staff from briefing them about everything that\u2019s going on in the Police Department.<\/p>\n<p>\u201cIt\u2019s very frustrating,\u201d he said.<\/p>\n<p>Reid said he\u2019s heard the information about Fairow\u2019s past that led Schaaf to fire him but said he\u2019s not at liberty to disclose that information.<\/p>\n<p>\u201cIf it\u2019s true, it\u2019s troublesome to me,\u201d he said.<\/p>\n<p>Oakland civil rights attorney John Burris, whose misconduct lawsuit against the Police Department led to a 2003 federal court settlement that mandated reforms that the department still hasn\u2019t completely complied with, said he was \u201cstunned\u201d to learn about Fairow\u2019s departure.<\/p>\n<p>Referring to the turnover in the department\u2019s leadership, Burris said, \u201cThis is musical chairs.\u201d<\/p>\n<p>He added, \u201cThis is a terrible day in Oakland.\u201d<\/p>\n<p><iframe loading=\"lazy\"
