Sheriff&#8217;s Department to five years in prison for obstruction of justice in connection with trying to hinder an FBI investigation into misconduct and corruption in the jail, according to officials.<\/span><\/p>\n<figure id=\"attachment_24795\" aria-describedby=\"caption-attachment-24795\" style=\"width: 254px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-caption-text\">U.S. District Judge Percy Anderson<\/figcaption><\/figure>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\"><strong>U.S.\u00a0District Judge Percy Anderson<\/strong> sentenced the 57-year-old <strong>Paul Tanaka<\/strong>, of Gardena, and ordered to pay a $7,500 fine. \u00a0Tanaka will begin serving his sentence on Aug. 1, according to authorities.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\">So far, an FBI investigation into the jails has resulted in 21 convictions\u00a0<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\">In sentencing Tanaka, Judge Anderson recounted Tanaka\u2019s career at the LASD, his role in the scheme to obstruct justice, and \u201cthe incalculable harm you have caused this community.\u201d<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\">While he was the assistant sheriff in charge of the jails, Tanaka \u201cperpetrated an environment of excessive deputy conduct,\u201d according to Judge Anderson, who said Tanaka\u2019s actions led directly to an increased number of use-of-force incidents against inmates at the jails. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\">The obstruction of justice scheme was designed \u201cto derail the federal grand jury investigation\u201d and constituted \u201ca gross abuse of the public trust,\u201d the judge said.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\">Tanaka \u00a0left the Sheriff&#8217;s Department in 2013 when he was the undersheriff.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\">During his time as an executive, defendant threatened to discipline\u00a0supervisors who frequently referred deputies to Internal Affairs, transferred captains who tried to reduce deputy abuse and break up cliques, instructed deputies to work in the \u2018gray area\u2019 of law enforcement, and expressed his desire to gut Internal Affairs,\u201d prosecutors wrote in a sentencing memorandum filed with the court. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\">Tanaka\u2019s \u201cactions caused deputies to believe that they could act with impunity, which, unfortunately, they did much too frequently,\u201d prosecutors stated.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\"> In addition to the five-year prison term, which Tanaka was ordered to begin serving on August 1, Judge Anderson ordered the defendant to pay a $7,500 fine, according to authorities.<\/span><br \/>\n<iframe loading=\"lazy\" obstructing justice, officials said.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\">After a 10-day trial, a federal jury deliberated for only a few hours before convicting Tanaka of being the head of a broad conspiracy to obstruct the federal investigation, a scheme that started when the Sheriff&#8217;s Department learned that an inmate at the Men\u2019s Central Jail was an FBI informant, according to officials.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\">Tanaka directed a conspiracy that has resulted in the conviction of other former LASD officials who received sentences of up to 41 months in prison.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\">\u201cPaul Tanaka supervised a scheme to obstruct the FBI\u2019s investigation into corruption and civil rights violations at the jails,\u201d said U.S. Attorney Eileen M. Decker. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\">Adding, \u201cMr. Tanaka was the ringleader and the driving force behind a plot that concealed an FBI informant, tampered with witnesses and led to the threatened arrest of an FBI agent for doing nothing more than her job. In addition to being a top law enforcement officer who was personally involved in the obstruction of justice, Mr. Tanaka was responsible for a culture that unfortunately led to the widespread abuse of inmates at the jails that he personally oversaw.\u201d<\/span><\/p>\n<p><iframe loading=\"lazy\" src=\"http:\/\/abc7.com\/video\/embed\/?pid=1403100\" width=\"476\" height=\"267\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p><span style=\"font-size: 14pt;\">Tanaka was the undersheriff \u2013 the second-in-command in the Sheriff&#8217;s Department \u2013 until 2013, and he ran an unsuccessful campaign for sheriff in 2014. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\">As he rose through ranks during a 31-year career with the Sheriff&#8217;s Department, Tanaka became well aware of problems with deputies at the jails, allegations of rampant abuse of inmates and insufficient internal investigations into deputy misconduct.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\">\u201cMr. Tanaka swore to serve the county of Los Angeles, but disappointed the people through his corrupt actions, as well as many in the department under his command and influence,\u201d said Deirdre Fike, Assistant Director in Charge of the FBI\u2019s Los Angeles Field Office. \u201cAs this investigation comes to a close, the department&#8217;s law-abiding deputies who serve honorably can put this behind them under new leadership at the L.A. Sheriff&#8217;s Department.&#8221;<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-8027 investigation started in August 2011 when deputies recovered a mobile phone from an inmate in jail, linked the phone to the FBI, and determined that the inmate was an informant in the FBI\u2019s corruption and civil rights investigation. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\">The phone was given to the inmate as part of an undercover investigation by a corrupt deputy, who subsequently pleaded guilty to a federal bribery charge and was recently sentenced to federal prison.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\">In response to the federal investigation, members of the Tanaka-led conspiracy took steps to hide the cooperator from the FBI and the U.S. Marshals Service, which was attempting to bring the inmate to testify before a federal grand jury.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\">The evidence presented during Tanaka\u2019s trial showed that the deputies altered records to make it appear that the cooperator had been released from jail, when in fact he had been re-booked into custody under a fake name and moved to an LASD patrol station. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\">Members of the conspiracy prohibited FBI access to the informant, and then told the cooperator that he had been abandoned by the FBI.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\">Over the course of several weeks, members of the conspiracy sought an order from a Los Angeles Superior Court judge to compel the FBI to turn over information about its investigation to the Los Angeles Sheriff&#8217;s Department.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\">After the judge refused to issue the order because he had no jurisdiction over the federal law enforcement agency \u2013 and even though it was clear that the FBI was acting legally \u2013 two LASD sergeants confronted the lead FBI agent at her residence in an attempt to intimidate her.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\">The sergeants threatened the agent with arrest and later reiterated this threat to her supervisor, stating that the agent\u2019s arrest was imminent.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\">Tanaka oversaw co-conspirators who told fellow deputies not to cooperate in the federal investigation. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\">Members of the conspiracy engaged in witness tampering by ordering fellow deputies not to speak to the federal government and telling them that the FBI would lie, threaten, manipulate and blackmail them to obtain information about the Sheriff\u2019s Department.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\">Tanaka was indicted last year along with William Thomas Carey, a former Sheriff&#8217;s Department Captain who headed the Internal Criminal Investigations Bureau. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\">Carey pleaded guilty last year and is pending sentencing. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-14844 alignleft\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2015\/08\/FBI-Logo-300x225.jpg\" alt=\"FBI Logo\" width=\"300\" height=\"225\" Leroy Baca \u2013 have been convicted in relation to the scheme to obstruct justice. Baca, who pleaded guilty in February pursuant to a plea agreement, is scheduled to be sentenced by Judge Anderson on July 11.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\"><strong>FBI Investigation Results in 21 Convictions<\/strong><\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\">As a result of the FBI investigation into the LASD, 21 current or former members of the Los Angeles Sheriff\u2019s Department have been convicted of federal charges.
