{"id":25281,"date":"2016-07-14T14:14:06","date_gmt":"2016-07-14T21:14:06","guid":{"rendered":"https:\/\/cjnotebook.com\/?p=25281"},"modified":"2016-07-14T14:15:16","modified_gmt":"2016-07-14T21:15:16","slug":"footage-california-police-killing-unarmed-teen-prompts-claim-trigger-happy-officers","status":"publish","type":"post","link":"https:\/\/cjnotebook.com\/?p=25281","title":{"rendered":"Footage of Fresno, California police killing unarmed teen prompts claim of &#8216;trigger-happy&#8217; officers"},"content":{"rendered":"<p style=\"text-align: left;\"><iframe loading=\"lazy\" src=\"https:\/\/embed.theguardian.com\/embed\/video\/global\/video\/2016\/jul\/13\/body-camera-footage-dylan-noble-police-shooting-video\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<div id=\"&quot;google_image_div&quot;\">\n<div id=\"abgc\" class=\"abgc\" dir=\"ltr\" style=\"text-align: left;\">\n<p>Police in <a class=\"u-underline\" href=\"https:\/\/www.theguardian.com\/us-news\/california\" data-link-name=\"auto-linked-tag\" data-component=\"auto-linked-tag\">California<\/a> have released graphic body-camera footage of officers repeatedly shooting an unarmed teenager, including multiple shots that were fired as the adolescent was gravely wounded, lying on his back and barely moving.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-25286 alignleft\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2016\/07\/news_guardian-300x61.jpg\" alt=\"news_guardian\" width=\"300\" height=\"61\" srcset=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2016\/07\/news_guardian-300x61.jpg 300w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2016\/07\/news_guardian.jpg 552w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>The release on Wednesday of video of the killing of Dylan Noble, a 19-year-old\u00a0<a class=\"u-underline\" href=\"https:\/\/www.theguardian.com\/us-news\/2016\/jun\/30\/white-lives-matter-protest-dylan-noble-shooting-fresno\" data-link-name=\"in body link\">shot at a gas station<\/a> in Fresno on 25 June, occurred just hours after the police department told the Guardian it would not release the footage.<\/p>\n<p>Officers privately showed the video to Noble\u2019s family last Friday but had initially refused to release the video to the public until the investigation was complete.<\/p>\n<p>\u201cThey just wanted to shoot him,\u201d said Darren Noble, Dylan\u2019s father, after watching the footage. \u201cThey\u2019re just trigger-happy.\u201d<\/p>\n<p>After watching the footage, Noble\u2019s family launched legal action against the city alleging that the shooting was \u201can inexcusable use of excessive force\u201d.<\/p>\n<p>According to the Fresno police department\u2019s account of the shooting, officers pulled Noble over while investigating reports of a man carrying a rifle at around 3.20pm.<\/p>\n<p>Police claim that the officers believed Noble had a gun, though they later learned he had no weapons on him or in his pickup truck.<\/p>\n<p>Blurry <a class=\"u-underline\" href=\"https:\/\/www.theguardian.com\/us-news\/2016\/jul\/07\/dylan-noble-fresno-white-lives-matter-police-shooting-video\" data-link-name=\"in body link\">video from a witness<\/a> that <a class=\"u-underline\" href=\"https:\/\/www.theguardian.com\/us-news\/video\/2016\/jul\/07\/dylan-noble-fresno-fatal-police-shooting-witness-video\" data-link-name=\"in body link\">emerged<\/a> last week captured the final bullets that killed Noble, but the body-camera footage provides a much fuller picture of the shooting.<\/p>\n<p>The body-camera footage released Wednesday shows that officers approached Noble with their guns pointed at him and repeatedly shouted: \u201cLet me see your hands\u201d and \u201cBoth hands.\u201d<\/p>\n<p>When Noble eventually exited and walked away from his truck, he appeared to have his left arm outstretched and, for a few seconds, his right arm behind his back. He then briefly walked toward the police.<\/p>\n<p>Officers continued shouting at him to show his hands, with one screaming: \u201cGet your fucking ass on the ground.\u201d<\/p>\n<p>One officer then fired two shots at Noble, who collapsed onto the ground and rolled onto his back. Approximately 12 seconds later, while Noble was laying on the ground, the same officer fired a third shot.<\/p>\n<p>An officer then shouted: \u201cIf you reach one more time, you will get shot again. Stop.\u201d<\/p>\n<p>Roughly 15 seconds after the third shot, with Noble barely moving, another officer shot a fourth.<\/p>\n<p>\u201cDo not reach again, please,\u201d an officer said.<\/p>\n<p>Narrating the footage, police chief <a class=\"u-underline\" href=\"https:\/\/www.theguardian.com\/us-news\/2016\/jun\/30\/white-lives-matter-protest-dylan-noble-shooting-fresno\" data-link-name=\"in body link\">Jerry Dyer<\/a> repeatedly pointed out moments when, he said, it appeared that Noble had something in his hand. He said the investigation would seek to determine whether each bullet was justified and if there were alternative actions the police could have taken.<\/p>\n<figure class=\"element element-image img--landscape \" data-component=\"image\" data-media-id=\"3d1d3126af142caf43ca459b82e9e7d5a4051dbf\">\n<div class=\"u-responsive-ratio\"><picture><img decoding=\"async\" class=\"gu-image alignright\" src=\"https:\/\/i.guim.co.uk\/img\/media\/3d1d3126af142caf43ca459b82e9e7d5a4051dbf\/0_78_589_589\/master\/589.jpg?w=300&amp;q=55&amp;auto=format&amp;usm=12&amp;fit=max&amp;s=2f3545067650a64e0bda22ad39a4bd8c\" alt=\"Dylan Noble.\" \/><\/picture><\/div><figcaption class=\"caption caption--img caption caption--img\">Dylan Noble. Photograph: Courtesy of family<\/figcaption><\/figure>\n<p>\u201cWere the last two rounds fired by the officers necessary? Based on a reasonable fear, did the officers have to use deadly force? I do not have the answer to that today,\u201d he said, adding: \u201cThat video was extremely disturbing to watch.\u201d<\/p>\n<\/div>\n<div class=\"abgc\" dir=\"ltr\" style=\"text-align: right;\">\n<div id=\"&quot;google_image_div&quot;\">\n<div id=\"&quot;google_image_div&quot;\">\n<div id=\"abgc\" class=\"abgc\" dir=\"ltr\" style=\"text-align: left;\">\n<p>Dyer also referenced the unrest throughout the country, saying: \u201cIn many respects, we are a spark away from a forest fire in our communities in America.\u201d<\/p>\n<p>Questions over Noble\u2019s death come at a time when communities across the country are grappling with anxieties about police brutality following multiple high-profile deaths by officers.<\/p>\n<p>In Baton Rouge, Louisiana, police tackled and fatally shot <a class=\"u-underline\" href=\"https:\/\/www.theguardian.com\/us-news\/2016\/jul\/07\/alton-sterling-death-ive-been-sick-ever-since-they-murdered-him\" data-link-name=\"in body link\">Alton Sterling<\/a> last week outside of a convenience store while he was selling CDs.<\/p>\n<p>One day later, during a <a class=\"u-underline\" href=\"https:\/\/www.theguardian.com\/us-news\/2016\/jul\/07\/facebook-live-video-appears-to-show-black-man-shot-police-minnesota-philando-castile\" data-link-name=\"in body link\">traffic stop in Minnesota<\/a>, an officer killed Philando Castile, who told the officer that he had a gun and a <a class=\"u-underline\" href=\"https:\/\/www.theguardian.com\/us-news\/2016\/jul\/10\/philando-castile-shooting-officer-reacted-to-gun-not-race-lawyer-says\" data-link-name=\"in body link\">permit to carry it<\/a>, according to his girlfriend, who was sat in the passenger seat.<\/p>\n<p>The Baton Rouge shooting and the aftermath of the Minnesota shooting were caught on camera in disturbing footage that quickly went viral.<\/p>\n<p>The violence continued when a sniper <a class=\"u-underline\" href=\"https:\/\/www.theguardian.com\/us-news\/2016\/jul\/13\/dallas-police-funerals-protest-shooting-brent-thompson\" data-link-name=\"in body link\">killed five officers in Dallas<\/a> last Thursday during a peaceful protest against police violence. According to police, the gunman, Micah Johnson, was a political extremist motivated by grievances over police shootings promoted by the the Black Lives Matters movement.<\/p>\n<p>Dyer said he would not release the name of the officers out of fear for their safety. \u201cI don\u2019t want anything to happen in our city like it happened in Dallas.\u201d<\/p>\n<p>The death of Noble, who is white, received national attention when <a class=\"u-underline\" href=\"https:\/\/www.theguardian.com\/us-news\/2016\/jun\/30\/white-lives-matter-protest-dylan-noble-shooting-fresno\" data-link-name=\"in body link\">some protesters in the Central Valley city held up a \u201cWhite Lives Matter\u201d sign at a vigil<\/a>.<\/p>\n<aside class=\"element element-rich-link element--thumbnail element-rich-link--upgraded\" data-component=\"rich-link\" data-link-name=\"rich-link-1 | 1\">\n<div class=\"rich-link tone-news--item \">\n<div class=\"rich-link__container\">\n<div class=\"rich-link__image-container u-responsive-ratio\">The appropriation of the political caused controversy online, however friends of Noble said their protests had <a class=\"u-underline\" href=\"https:\/\/www.theguardian.com\/us-news\/2016\/jun\/30\/white-lives-matter-protest-dylan-noble-shooting-fresno\" data-link-name=\"in body link\">been misunderstood and they were only seeking justice for their friend<\/a>.<\/div>\n<\/div>\n<\/div>\n<\/aside>\n<p>The Noble family\u2019s claim for unspecified damages, filed on Monday on behalf of his mother Veronica Nelson, argues that officers \u201cnever had an objectively reasonable basis to shoot\u201d the 19-year-old.<\/p>\n<p>The department has also failed to remedy \u201csystemic violations\u201d and \u201ccivil rights abuses\u201d within the police agency, the claim continues, and has shown \u201cdeliberate indifference to the use of excessive and often deadly force in encounters with civilians when it is a grossly disproportionate response\u201d.<\/p>\n<p>Days after the shooting, Dyer said he felt it would be \u201cpremature\u201d to release the video before the investigation was concluded.<\/p>\n<p>The release of the footage appeared to be a last-minute decision.<\/p>\n<p>On Wednesday afternoon, a police spokesman told the Guardian the department\u2019s position hadn\u2019t changed and the video would not be released.<\/p>\n<p>About half an hour later, the spokesman said the chief had changed his mind and decided to let the media watch the footage.<\/p>\n<p>At the news conference, Dyer said he did not want to release the footage the day after the shootings in Dallas. \u201cAlthough tensions remain high at this point, not only here in Fresno but across this nation, I believe the timing is right to release this video.\u201d<\/p>\n<p>Noble\u2019s father said that while the public would likely be angered by the footage, he hoped there would not be any violent protest. \u201cI don\u2019t want no riot. I don\u2019t want anybody else hurt.\u201d<\/p>\n<p>He added: \u201cNothing they do can bring my kid back &#8230; but I want those cops to pay. I won\u2019t be satisfied until they go up on murder charges.
