Suhl,<\/strong> 50, of Warm Springs, Arkansas, was convicted by a federal jury of two counts of honest services fraud, one count of federal funds bribery and one count of interstate travel in aid of bribery.\u00a0\u00a0<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\">The evidence presented at trial showed that Suhl bribed former deputy director of Human Services, <strong>Steven B. Jones<\/strong>, using intermediaries Phillip W. Carter and a local pastor.\u00a0 <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\">Trial evidence indicated that beginning in approximately April 2007, Suhl, Jones and Carter periodically met at restaurants in Memphis, Tennessee, or in rural Arkansas in order for Suhl to request help for his companies from Jones who was in his capacity as deputy director of Human Services.<\/span><\/p>\n<figure id=\"attachment_25458\" aria-describedby=\"caption-attachment-25458\" style=\"width: 191px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-25458 size-medium\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2016\/07\/steven-b-jones-191x300.jpg\" alt=\"steven-b-jones\" width=\"191\" height=\"300\" srcset=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2016\/07\/steven-b-jones-191x300.jpg 191w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2016\/07\/steven-b-jones.jpg 251w\" sizes=\"auto, (max-width: 191px) 100vw, 191px\" \/><figcaption id=\"caption-attachment-25458\" class=\"wp-caption-text\">Steven B. Jones<\/figcaption><\/figure>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\"> Jones agreed to perform official acts that benefitted Suhl and Suhl\u2019s businesses and provided internal ADHS information to Suhl, according to evidence presented at trial. \u00a0<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\">The trial evidence also showed that, in exchange for Jones\u2019s agreement to perform official acts, Suhl paid Jones by funneling cash payments through the pastor\u2019s church and providing the bribe payments to Jones in cash so that the transactions would not be easily traceable.\u00a0\u00a0\u00a0\u00a0<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\">Jones plead guilty to federal-funds bribery and conspiracy for his involvement in the scheme and was sentenced to 30 months in prison.\u00a0 Carter pleaded guilty to conspiracy to commit federal funds bribery and honest services wire fraud and was sentenced to 24 months in prison.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\"><strong><a href=\"http:\/\/www.arktimes.com\/ArkansasBlog\/archives\/2015\/12\/03\/ted-suhl-mental-health-agency-operator-named-in-six-count-bribery-indictment\">The Arkansas Times reported<\/a> <\/strong>that the\u00a0Suhl investigation has been publicly known for more than a year. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 14pt;\">The newspaper report stated that in November 2014 that a federal judge had refused Suhl&#8217;s effort to keep receiving money from the state for inpatient and outpatient mental health treatment for young people at his Trinity Behavioral Health Care, formerly known as the Lord&#8217;s Ranch in Randolph County, and outpatient care provided at multiple locations by Maxus, according to the Times.<\/span><\/p>\n<p style=\"text-align:
