Tiffany Crutcher, his twin sister, said there is &#8220;a lot of speculation&#8221; about what happened but maintained that &#8220;one fact I do know is that my brother was unarmed.&#8221;<br \/>\nSOURCE: TULSA WORLD<\/p>\n<div class=\"content\">\n<div class=\"service-members managed-service\">\n<p>Tulsa police released video clips and audio files from Friday\u2019s fatal shooting of Terence Crutcher to local community leaders on Sunday prior to their scheduled release to the public after a news conference Monday afternoon.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>A pastor who saw the videos said he was appalled after seeing them but said the public should respond with reason and not violence. The local president of the NAACP also said he expects the public\u2019s reaction to be \u201clevel-headed.\u201d<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>Crutcher\u2019s family also saw the files.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>\u201cWe wanted them to see it before it was released so they wouldn\u2019t be blindsided by it,\u201d Tulsa Police Sgt. Shane Tuell said. \u201cWe wanted to be able to have that intimate time with them, with their attorney, to see if they had any questions or concerns.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>\u201cWith something of this magnitude, we\u2019re trying an approach that we believe is necessary to further that transparency,\u201d Tuell said.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>Among the group that saw the early release of the videos and audio was state Rep. Regina Goodwin, state Sen. Kevin Matthews, and a mixture of ministers and community activists.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>The files are set to be released to the public after a news conference at 1:30 p.m. Monday.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>Meanwhile, Tulsa police on Sunday released the names of the two officers involved in the shooting.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>Officer Betty Shelby is the officer who discharged her duty weapon during the incident, police said. She was hired Dec. 1, 2011. Shelby has been placed on routine administrative leave with pay.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>Officer Tyler Turnbough is the officer who deployed his Taser during the incident. He was hired Jan. 5, 2009.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<iframe loading=\"lazy\" src=\"http:\/\/launch.newsinc.com\/?type=VideoPlayer\/Single&amp;widgetId=1&amp;trackingGroup=69016&amp;siteSection=tulsastudio_hom_non_fro&amp;videoId=31405644&amp;playlistId=15318\" width=\"590\" height=\"332\" frameborder=\"no\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><br \/>\n&nbsp;<\/p>\n<p>Messages to a police spokeswoman regarding additional information about Shelby and Turnbough were not returned on Sunday.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>Rodney Goss, a pastor at the Morning Star Baptist Church in north Tulsa, said he expects public outrage after seeing the videos.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>\u201cHis hands were in the air from all views,\u201d Goss said.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>Goss and others were shown three videos: dash camera footage from two of the responding officers\u2019 vehicles and footage from the police department\u2019s helicopter camera.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>From Goss\u2019 perspective, he said, Crutcher failed to exhibit behavior that would potentially warrant being shot by a police officer.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>The footage show\u2019s Crutcher\u2019s SUV parked in the middle of the road because it had broken down, Goss said. Crutcher is seen walking toward officers, seemingly seeking help. The videos later show Crutcher walking toward his vehicle, after which he was Tasered by one police officer and subsequently shot by another officer\u2019s gun.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>However, Goss said, Crutcher did not reach into his vehicle \u2014 he moves toward it without any apparent sudden movement.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>\u201cIt was not apparent at any angle from any point that he lunged, came toward, aggressively attacked, or made any sudden movements that would have been considered a threat or life-threatening toward the officer,\u201d Goss said.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>Crutcher did not appear to have a weapon, Goss said.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>Crutcher was Tasered and shot almost simultaneously, Goss said.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>\u201cIt wasn\u2019t a matter of minutes, it was a matter of moments, where as quick as the officer released the Taser from his hand, Terence was falling to the ground having already been shot,\u201d he said.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>However, the most disturbing part of the footage, Goss said, is not Crutcher being shot, but rather the moments directly after.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>\u201cAfter having been shot, a couple minutes it appears, but it seemed like a lifetime, went by before anyone actually checked with him as far as pulse \u2014 as far as whatever the case may be,\u201d Goss said.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>Goss said it was unclear if Crutcher fully heard or understood the officers\u2019 commands to stop as he was walking toward his vehicle.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>Police also released audio from the shooting. Goss said one of the men in the police helicopter can be heard clearly stating that Crutcher\u2019s hands were up.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>Goss said a man in the police helicopter can also be heard saying that Crutcher looked like \u201cone bad dude.\u201d<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>\u201cThere was a perception problem before there was ever a shooting,\u201d Goss said.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>Goss said he was shocked after seeing the videos.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>\u201cIf he was simply seeking help, then why was there such an aggressive approach to him as if he had done something wrong?\u201d he said. \u201cWe don\u2019t have all the nuances and all the details, but to this point, there appears to be no negative connotations that would have warranted any aggression on the behalf of the police officers.\u201d<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>Goss said he doesn\u2019t know if any Tulsa Police Department policies or protocols were violated, because he does not know what that constitutes.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>However, he said, there are still many questions to be answered.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>Pleas Thompson, NAACP president, was also shown the videos, but did not go into detail about how he perceived the situation.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>However, he expects the public\u2019s reaction to be \u201clevel-headed\u201d upon the release of the videos and audio at Monday\u2019s news conference.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>\u201cI think the justice system will work here in Tulsa, because we\u2019ve seen it work before,\u201d Thompson said, referencing to the outcomes of the trial of former Tulsa County reserve deputy Robert Bates.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>Goss commended the department\u2019s efforts toward transparency. However, he feels, it may be too little, too late.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>\u201cIt\u2019s still after the fact,\u201d Goss said. \u201cIt\u2019s almost as if you feel like you\u2019re being called in so that you can help clean up a mess that was made.\u201d<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>The most important thing right now, Goss said, is to focus on enacting change to prevent these situations from happening in the future.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>\u201cIt\u2019s difficult to tell your people that it\u2019s OK because the police department has it under control, when the police department in the eyes of much of the community are the proprietors of such an event,\u201d Goss said.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>But the answer is not violence, Goss said.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>\u201cWe have to let justice take its course,\u201d he said. \u201cWe have some who want to see the best come out of a bad situation. We have others who are simply looking for a reason to act bad. And then we have some who are so angry that they want this to be just affirmation that every negative opinion that they have of our justice system is confirmed.<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>\u201cYou can\u2019t corral everyone when you have so many varying agendas and mindsets,\u201d Goss said. \u201cThe only thing you can attempt to do is be the voice of reason and put something in place that will help your people vent, and that is safe and in a practical way that will hopefully help them deal with a situation that is very painful for the African-American community.\u201d<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>\u201cI\u2019m pushing for not only a march or a meeting, I\u2019m pushing for a seat at the table,\u201d he said, \u201cwhere we can affect change in the policies and the culture of the police versus the community.\u201d<\/p>\n<\/div>\n<div class=\"service-members managed-service\">\n<p>Damario Soloman-Simmons, attorney for the family of Terence Crutcher, did not return a request for a comment about the videos.<\/p>\n<\/div>\n<\/div>\n<div class=\"page_navigation managed-service\"><\/div>\n<div class=\"clear\"><\/div>\n<div class=\"managed-service blox-story-tagline service-members\"><\/div>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Terence Crutcher was shot by the Tulsa Police on Sept. 16.
