{"id":29165,"date":"2017-02-02T20:15:45","date_gmt":"2017-02-03T04:15:45","guid":{"rendered":"https:\/\/cjnotebook.com\/?p=29165"},"modified":"2017-02-02T20:19:27","modified_gmt":"2017-02-03T04:19:27","slug":"california-cop-caught-threatening-create-charges-innocent-man","status":"publish","type":"post","link":"https:\/\/cjnotebook.com\/?p=29165","title":{"rendered":"California Cop Caught Threatening To \u2018Create\u2019 Charges Against Innocent Man"},"content":{"rendered":"<p><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/AfHn1_chluY\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>A California police officer has been caught on video threatening to make up charges to arrest a man at a sheriff\u2019s office service counter.<\/p>\n<p>Duncan Hicks, 34, of Victorville, said the incident occurred when he went to the San Bernardino County Sheriff\u2019s Department on Jan. 20, to file a police report involving a child custody issue.<\/p>\n<p>Hicks said the receptionist was rude and the deputy refused to take his information for a report.<\/p>\n<p>\u201cHe said, \u2018You have baba mama drama,\u2019 and told me to leave the department,\u201d Hicks told The Huffington Post.<\/p>\n<p>Hicks said he walked out, but reconsidered a few minutes later and returned. He said he decided to record the interaction on his cellphone.<\/p>\n<p>\u201cDuncan, you know what man, I\u2019m about getting tired of you and you\u2019re about to go to jail,\u201d the deputy can be heard saying after Hicks requests his badge number.<\/p>\n<p>\u201cFor what?\u201d Hicks asks. The officer responds: \u201cI\u2019ll create something, you understand? You\u2019ll go to jail, you understand that?\u201d<\/p>\n<p>Hicks replies: \u201cYou can\u2019t say that. How you gonna create something? That\u2019s against the law.\u201d<\/p>\n<p>The officer then appears to notice that Hicks is recording the exchange and says, \u201cThat\u2019s illegal without my knowledge. You want to go to jail for that, too?\u201d<\/p>\n<p>When Hicks said he was recording the officer for his own protection, the deputy told him, \u201cYou\u2019re not starting that in my lobby.\u201d<\/p>\n<p>Hicks backed away, but remained in the lobby, where he was eventually approached by two other deputies.<\/p>\n<p>\u201cI explained what happened and I was told I was not allowed to file another incident report that day,\u201d Hicks said.<\/p>\n<p>According to Southern California\u2019s KABC-TV, Hicks didn\u2019t do anything wrong by recording the video. The sheriff\u2019s department reportedly has no policy that prohibits recording its employees.<\/p>\n<p>San Bernardino County Sheriff John McMahon said his employees\u2019 treatment of Hicks \u201cis not consistent with my expectation of customer service,\u201d and the deputy\u2019s conduct is \u201cnot consistent with the interpretation of the law.\u201d<\/p>\n<p>\u201cWe are conducting an administrative investigation into this incident,\u201d the sheriff said in a statement.<\/p>\n<p>Hicks, who said he\u2019s a truck driver trainee and has never been in trouble with the law before, said a sheriff\u2019s department sergeant has since contacted him.<\/p>\n<p>\u201cHe apologized,\u201d Hicks said. \u201cBut then he told me the officer probably just had a bad day. While I appreciate the apology, that\u2019s just an excuse.
