The movement would be infiltrated by spies and informants. Its financiers would\u00a0face sanctions.\u00a0Places of congregation would be surveilled. Those who gave aid or comfort to terrorists would be prosecuted. Programs would be established to de-radicalize former adherents.<\/span><\/p>\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">No American would settle for \u201cthoughts and prayers\u201d as a counterterrorism strategy. No American would accept laying the blame for such an attack on video games, like the Texas lieutenant governor, Dan Patrick,\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/twitter.com\/Slasher\/status\/1158030737171525637\" target=\"_blank\" rel=\"noopener noreferrer\">did in an interview<\/a>\u00a0on Sunday when discussing the mass shooting in El Paso that took 20 lives and left 27 people wounded.<\/span><\/p>\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">In predictable corners, moderate Muslims would be excoriated for not speaking out more forcefully against the extremists in their midst. Foreign nations would be hit with sanctions for not doing enough to help the cause. Politicians\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2017\/09\/24\/us\/politics\/new-order-bars-almost-all-travel-from-seven-countries.html?module=inline\">might go so far<\/a>\u00a0as to call for a total ban on Muslims entering the United States \u201cuntil our country\u2019s representatives can figure out what the hell is going on<strong class=\"css-8qgvsz ebyp5n10\">.\u201d<\/strong><\/span><\/p>\n<\/div>\n<aside class=\"css-o6xoe7\">\n<div class=\"css-ke163a\" data-testid=\"article-companion-wrapper\">\n<div id=\"newsletter-module\" class=\"css-48vsi0\">\n<div class=\"css-1k9ek97\">\n<div class=\"css-1hdd06o\">\n<p class=\"css-utmy9y\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">Even a casual observer today can figure out what is going on. The world,\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/interactive\/2019\/04\/03\/world\/white-extremist-terrorism-christchurch.html?module=inline\">and the West in particular<\/a>, has a serious\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.newamerica.org\/in-depth\/terrorism-in-america\/what-threat-united-states-today\/\" target=\"_blank\" rel=\"noopener noreferrer\">white nationalist terrorist problem<\/a>\u00a0that has been ignored or excused for far too long. As President George W. Bush declared in the wake of the 9\/11 attacks, we must be a country \u201cawakened to danger and called to defend freedom. Our grief has turned to anger, and anger to resolution.\u201d<\/span><\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/aside>\n<\/div>\n<div class=\"css-1fanzo5 StoryBodyCompanionColumn\">\n<div class=\"css-53u6y8\">\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">There are serious questions about how the United States has approached Islamic extremism, but if even a degree of that vigilance and unity of effort was put toward white nationalism, we\u2019d be safer.<\/span><\/p>\n<div class=\"css-1o6jhnk\" data-testid=\"inline-message\" aria-live=\"polite\">\n<div><\/div>\n<\/div>\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">White nationalist terror attacks are local, but the ideology is global. On Saturday, a terrorist who,\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2019\/08\/03\/us\/patrick-crusius-el-paso-shooter-manifesto.html?action=click&amp;module=inline&amp;pgtype=Homepage\">according to a federal law enforcement official<\/a>, wrote that he feared a \u201c<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2019\/08\/03\/us\/patrick-crusius-el-paso-shooter-manifesto.html?module=inline\">Hispanic invasion of Texas<\/a>\u201d was replacing white Americans\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/abcnews.go.com\/US\/police-el-paso-issue-report-active-shooter\/story?id=64753896\" target=\"_blank\" rel=\"noopener noreferrer\">opened fire<\/a>\u00a0in a Walmart in El Paso. <\/span><\/p>\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">In a manifesto, the gunman wrote that he drew some inspiration from the white nationalist terrorist attack in Christchurch, New Zealand, that left 51 people dead. The F.B.I. is investigating the El Paso mass shooting as\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2019\/08\/04\/us\/el-paso-shooting-updates.html?action=click&amp;module=inline&amp;pgtype=Homepage\">a possible act of domestic terrorism<\/a>. The motive behind another mass shooting in Dayton, Ohio, is under investigation.<\/span><\/p>\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">In April, another terrorist who opened fire at a synagogue in Poway, Calif., echoed the words of the Christchurch suspect, too, and appeared to draw inspiration from a massacre at a synagogue in Pittsburgh last fall. The alleged Christchurch terrorist, for his part, wrote that he drew inspiration from white supremacist attacks in Norway, the United States, Italy, Sweden and the United Kingdom.<\/span><\/p>\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">An\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/interactive\/2019\/04\/03\/world\/white-extremist-terrorism-christchurch.html?module=inline\">investigation<\/a>\u00a0by The Times earlier this year found that \u201cat least a third of white extremist killers since 2011 were inspired by others who perpetrated similar attacks, professed a reverence for them or showed an interest in their tactics.\u201d<\/span><\/p>\n<\/div>\n<aside class=\"css-o6xoe7\">\n<div id=\"c-col-editors-picks\" class=\"css-j64t31\"><\/div>\n<\/aside>\n<\/div>\n<div class=\"css-1fanzo5 StoryBodyCompanionColumn\">\n<div class=\"css-53u6y8\">\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">White supremacy, in other words, is a violent, interconnected transnational ideology. Its adherents are gathering in anonymous, online forums to spread their ideas, plotting attacks and cheering on acts of terrorism.<\/span><\/p>\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">The result is an evolving brand of social media-fueled bloodshed. Online communities like 4chan and 8chan have become hotbeds of white nationalist activity. <\/span><\/p>\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">Anonymous users flood the site\u2019s \u201cpolitics\u201d board with racist, sexist and homophobic content designed to spread across the web. Users share\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.bellingcat.com\/news\/americas\/2019\/08\/04\/the-el-paso-shooting-and-the-gamification-of-terror\/\" target=\"_blank\" rel=\"noopener noreferrer\">old fascist fiction<\/a>, Nazi propaganda and pseudoscientific texts about race and I.Q. and replacement theory, geared to radicalize their peers.<\/span><\/p>\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">These communities aren\u2019t new. Stormfront, an early white supremacist bulletin board and website, was begun by Don Black in 1996. Communities like the neo-Nazi site, the Daily Stormer, have spread white nationalist ideas for years. <\/span><\/p>\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">Some of these communities\u2019 most unstable users have moved their hate into the real world \u2014 Dylann Roof, who killed nine black churchgoers in Charleston in 2015\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.ny1.com\/nyc\/all-boroughs\/news\/2017\/01\/6\/fbi-agent-testifies-dylann-roof-still-embraces-racist-symbols\" target=\"_blank\" rel=\"noopener noreferrer\">had a Stormfront account<\/a>\u00a0under the name, \u201cLil Aryan.\u201d<\/span><\/p>\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">Yet, in recent months, conversations in one anonymous 8chan\u00a0forum\u00a0in particular have evolved. They increasingly focus on carrying out acts of white nationalist terror. In the wake of the Christchurch shooting, copycat killers have taken to the board to seek approval for acts of violence. <\/span><\/p>\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">They post hastily written manifestoes in the hopes that these rantings will be shared online and by the media \u2014<span class=\"css-8l6xbc evw5hdy0\">\u00a0 <\/span>and inspire more shootings. Posts actively incentivize the darkest impulses of the\u00a0most dangerous\u00a0users. <\/span><\/p>\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">In May, an anonymous user posted a screed on \u201cTarget Selection,\u201d providing a blueprint on how to increase the body count during mass shootings. The community celebrates and compares the number of casualties from shooting to shooting \u2014 a\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.bellingcat.com\/news\/americas\/2019\/08\/04\/the-el-paso-shooting-and-the-gamification-of-terror\/\" target=\"_blank\" rel=\"noopener noreferrer\">gamification<\/a>of mass murder.<\/span><\/p>\n<\/div>\n<aside class=\"css-o6xoe7\"><\/aside>\n<\/div>\n<div class=\"css-79elbk\" data-testid=\"photoviewer-wrapper\">\n<div class=\"css-z3e15g\" data-testid=\"photoviewer-wrapper-hidden\"><\/div>\n<div class=\"css-wspbgh ehw59r12\" data-testid=\"photoviewer-children\">\n<div class=\"css-t972an ehw59r13\" data-testid=\"photoviewer-overlay\">\n<div class=\"css-po2cvv ehw59r14\">\n<div>\n<div class=\"css-8h527k\">\n<div data-testid=\"lazyimage-container\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\"><img decoding=\"async\" class=\"css-1j5kxti e1t57l6r0\" src=\"https:\/\/static01.nyt.com\/images\/2019\/08\/05\/opinion\/04nationalism1-print\/04nationalism1-print-articleLarge-v2.jpg?quality=75&amp;auto=webp&amp;disable=upscale\" sizes=\"((min-width: 600px) and (max-width: 1004px)) 84vw, (min-width: 1005px) 60vw, 100vw\" srcset=\"https:\/\/static01.nyt.com\/images\/2019\/08\/05\/opinion\/04nationalism1-print\/04nationalism1-print-articleLarge-v2.jpg?quality=90&amp;auto=webp 600w,https:\/\/static01.nyt.com\/images\/2019\/08\/05\/opinion\/04nationalism1-print\/04nationalism1-print-jumbo-v2.jpg?quality=90&amp;auto=webp 1024w,https:\/\/static01.nyt.com\/images\/2019\/08\/05\/opinion\/04nationalism1-print\/04nationalism1-print-superJumbo-v2.jpg?quality=90&amp;auto=webp 2048w\" alt=\"\" \/><\/span><\/div>\n<\/div>\n<\/div>\n<p>&nbsp;<\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"css-1a48zt4 ehw59r15\" data-testid=\"photoviewer-children\"><\/div>\n<\/div>\n<div class=\"css-1fanzo5 StoryBodyCompanionColumn\">\n<div class=\"css-53u6y8\">\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">Law enforcement currently offers few answers as to how to contain these communities. The anonymous nature of the forum makes it difficult to track down the validity of threats, and trolls frequently muddy the waters by attempting to dupe authorities with false threats and disinformation.<\/span><\/p>\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">But the real world violence associated with\u00a0the sitehas caused some agencies to pay closer attention to conspiratorial and hateful communities online \u2014\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/news.yahoo.com\/fbi-documents-conspiracy-theories-terrorism-160000507.html\" target=\"_blank\" rel=\"noopener noreferrer\">just\u00a0<\/a><a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/news.yahoo.com\/fbi-documents-conspiracy-theories-terrorism-160000507.html\" target=\"_blank\" rel=\"noopener noreferrer\">recently<\/a><a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/news.yahoo.com\/fbi-documents-conspiracy-theories-terrorism-160000507.html\" target=\"_blank\" rel=\"noopener noreferrer\">\u00a0an F.B.I. field office<\/a> for the first time identified fringe conspiracy theories as a domestic terrorist threat.<\/span><\/p>\n<\/div>\n<\/div>\n<div class=\"css-1fanzo5 StoryBodyCompanionColumn\">\n<div class=\"css-53u6y8\">\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">Technology companies, too,\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2019\/08\/04\/technology\/8chan-shooting-manifesto.html?action=click&amp;amp%3Bmodule=Spotlight&amp;amp%3Bpgtype=Homepage&amp;module=inline\">appear unwilling<\/a>\u00a0to treat white nationalist terror online the way they have dealt with the online spread of radical Islamic terror groups, such as the Islamic State. <\/span><\/p>\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">Companies like Facebook and Twitter took bold action to remove tens of millions of pieces of ISIS and Al Qaeda propaganda and accounts between 2014 and 2018. <\/span><\/p>\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">Similar standards have not been applied to white nationalists, perhaps because, as a 2018\u00a0report\u00a0from researcher J.M. Berger,\u00a0who specializes in online extremism,\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.buzzfeednews.com\/article\/ryanhatesthis\/will-silicon-valley-treat-white-nationalism-as-terrorism\" target=\"_blank\" rel=\"noopener noreferrer\">notes<\/a>, \u201cThe task of crafting a response to the alt-right is considerably more complex and fraught with land mines, largely as a result of the movement\u2019s inherently political nature and its proximity to political power.\u201d<\/span><\/p>\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">While its modern roots predate the Trump administration by many decades, white nationalism has attained a new mainstream legitimacy during Mr. Trump\u2019s time in office.<\/span><\/p>\n<p class=\"css-exrw3m evys1bk0\"><strong><em><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">Discussions of Americans being \u201creplaced\u201d by immigrants, for instance, are a\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2019\/03\/18\/technology\/replacement-theory.html?module=inline\">recurring feature<\/a>\u00a0on\u00a0some programs on Fox News. <\/span><\/em><\/strong><\/p>\n<p class=\"css-exrw3m evys1bk0\"><strong><em><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">Fox hosts\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2019\/03\/18\/technology\/replacement-theory.html?module=inline\">Tucker Carlson<\/a>\u00a0and\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.mediamatters.org\/laura-ingraham\/hate-lies-and-misinformation-laura-ingraham\" target=\"_blank\" rel=\"noopener noreferrer\">Laura Ingraham<\/a>, for example, return to these themes frequently. Democrats, Ms. Ingraham\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.mediamatters.org\/laura-ingraham\/laura-ingraham-vote-republican-or-you-will-be-replaced-immigrants\" target=\"_blank\" rel=\"noopener noreferrer\">told viewers last year<\/a>, \u201cwant to replace you, the American voters, with newly amnestied citizens and an ever-increasing number of chain migrants.\u201d<\/span><\/em><\/strong><\/p>\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">\u201cYou will not replace us,\u201d\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2017\/08\/11\/us\/white-nationalists-rally-charlottesville-virginia.html?module=inline\">white nationalists<\/a>\u00a0proudly chanted at Charlottesville in 2017. (Mr. Trump himself proclaimed that there were \u201c<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.youtube.com\/watch?v=JmaZR8E12bs\" target=\"_blank\" rel=\"noopener noreferrer\">fine people<\/a>\u201d on both sides of that deadly event.)<\/span><\/p>\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">In May, bemoaning an \u201cinvasion\u201d of immigrants, Mr. Trump\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/twitter.com\/RobertMaguire_\/status\/1158014418065776642\" target=\"_blank\" rel=\"noopener noreferrer\">asked<\/a>\u00a0how immigrants could be stopped during a rally in Florida. \u201cShoot them,\u201d someone in the crowd yelled. Mr. Trump gave a smirk and said, \u201cThat\u2019s only in the\u00a0Panhandle\u00a0you can get away with that stuff,\u201d as the crowd exploded in ghoulish laughter.<\/span><\/p>\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">Far more Americans have died at the hands of domestic terrorists than at the hands of Islamic extremists since 2001,\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/abcnews.go.com\/Politics\/lawmakers-grill-trump-administration-officials-white-supremacy-threat\/story?id=63478001\" target=\"_blank\" rel=\"noopener noreferrer\">according<\/a>\u00a0to the F.B.I. The agency\u2019s resources, however, are still overwhelmingly weighted toward thwarting international terrorism.<\/span><\/p>\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">The nation owed a debt to the victims of the 9\/11 attacks, to take action against the vile infrastructure that allowed the terrorists to achieve their goals that horrible Tuesday. We owe no less of a debt to the victims in El Paso and to the hundreds of other victims of white nationalist terrorism around the nation.<\/span><\/p>\n<\/div>\n<aside class=\"css-o6xoe7\"><\/aside>\n<\/div>\n<div id=\"story-ad-4-wrapper\" class=\"css-1r07izm\">\n<div id=\"story-ad-4-slug\" class=\"css-l9onyx\"><\/div>\n<\/div>\n<div class=\"css-1fanzo5 StoryBodyCompanionColumn\">\n<div class=\"css-53u6y8\">\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">Moderate members of the political right\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nationalreview.com\/magazine\/2018\/12\/03\/the-white-supremacy-surge\/\" target=\"_blank\" rel=\"noopener noreferrer\">must do more to condemn<\/a>\u00a0white nationalists, even if the president condemns them from one side of his mouth and extols ethnonationalism from the other.<\/span><\/p>\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">Advertisers have a duty not to sponsor television programs that flirt with white nationalism or advocate it outright.<\/span><\/p>\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">Banks have a duty not to help finance white nationalist organizations.<\/span><\/p>\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">Religious leaders should feel called to denounce white nationalism from the pulpit.<\/span><\/p>\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">Technology companies have a responsibility to de-platform white nationalist propaganda and communities as they did ISIS propaganda. And if the technology companies refuse to step up, law enforcement has a duty to vigilantly monitor and\u00a0end the anonymity, via search warrants,\u00a0of those who openly plot attacks in murky forums.<\/span><\/p>\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">Those people who encourage terrorism anonymously online should be named.<\/span><\/p>\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">Those who sympathize with the white nationalist ideology but who deplore the violence should work closely with law enforcement to see that fellow travelers who may be prone to violence do not have access to firearms like semiautomatic assault-style weapons that are massively destructive.<\/span><\/p>\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">Most importantly, American law enforcement needs to target white nationalists with the same zeal that they\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2018\/11\/24\/opinion\/sunday\/facebook-twitter-terrorism-extremism.html?module=inline\">have targeted radical Islamic terrorists<\/a>. Ensuring the security of the homeland demands it.<\/span><\/p>\n<p class=\"css-exrw3m evys1bk0\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">There can be no middle ground when it comes to white nationalism and the terrorism it inspires.
