Chen,\u201d 33, of Monrovia, pleaded not guilty Monday to charges in a 21-count grand jury indictment that alleges conspiracy, visa fraud and aggravated identity theft.<\/span><\/p>\n<p class=\"yiv3239517911MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Chen\u2019s co-defendant \u2013 Yixin Li, aka \u201cEason Li\u201d and \u201cCalvin Wong,\u201d 28, of San Gabriel \u2013 surrendered last week and pleaded not guilty Monday.<\/span><\/p>\n<p class=\"yiv3239517911MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\"> The indictment alleges that Chen and Li owned \u201ceducational consulting\u201d companies in Alhambra and Arcadia that charged foreign students thousands of dollars for \u201cguaranteed\u201d admission to a college that would lead to the issuance of an F-1 student visa. <\/span><\/p>\n<p class=\"yiv3239517911MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">To secure admission to a school, the companies prepared application packages that used bogus or altered transcripts, and they hired people to impersonate the prospective student to take standardized tests, such as the Test of English as a Foreign Language (TOEFL).<\/span><\/p>\n<p class=\"yiv3239517911MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The indictment lists a number of foreign nationals for whom Chen and Li allegedly obtained, altered or fabricated transcripts, which helped the students obtain admission to schools across the United States, including New York University, Columbia University, Boston College, and several University of California campuses.<\/span><\/p>\n<p class=\"yiv3239517911MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">Once a foreign student was admitted to a college, the school issued a \u201cForm I-20, Certificate of Eligibility for Nonimmigrant (F-1) Student Status \u2013 For Academic and Language Students,\u201d which provided the basis for a visa application or extension of permission to remain in the U.S., officials stated.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">The defendants are presumed innocent unless proven guilty.<i><\/i><\/span><\/p>\n<p class=\"yiv3239517911MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Chen and Li are charged with conspiracy, which carries a statutory maximum sentence of five years in federal prison.
