A West Covina man was sentenced Tuesday to three years in federal prison for laundering more than $900,000 in drug money over a two-year period via a \u201cBlack Market Peso Exchange\u201d for Mexico-based drug traffickers, officials stated.<\/span><\/p>\n

\u00a0\u00a0\u00a0 \"woman<\/a> U.S. District Judge Virginia A. Phillips sentenced Oscar Sanchez, 52.\u00a0 Sanchez pleaded guilty in November 2020 to single-count information charging him with concealment money laundering.<\/span><\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 A Black Market Peso Exchange scheme allows drug traffickers who have their proceeds in U.S. dollars to convert it to a different currency, such as Mexican pesos, via the sale of goods shipped across international borders, according to authorities.<\/span><\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 From 2017 to 2019, Sanchez, who worked in downtown Los Angeles, laundered drug money from the United States to Mexico. <\/span><\/p>\n

According to court documents, co-conspirators based in Mexico told drug traffickers to deliver drug proceeds to Sanchez.<\/span><\/p>\n

The drug traffickers contacted Sanchez and used coded language to arrange the delivery of money. Sanchez met with the traffickers at his place of business in Los Angeles and at other locations where he received the money. <\/span><\/p>\n

\"\"Using coded language, Sanchez reported to his co-conspirators the amount of money received.<\/span><\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The co-conspirators directed Sanchez to provide the money to third parties in the United States and pay invoices at Los Angeles-based businesses to conceal the source of the money. <\/span><\/p>\n

The U.S.-based third parties who received the money directed payments to be made to co-conspirators in Mexico, completing the money laundering cycle.<\/span><\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 For example, in August 2018, a California-based drug trafficker told Sanchez he was speaking on a Mexico-based co-conspirator\u2019s behalf and that he was instructed to deliver something, according to the prosecution\u2019s sentencing memorandum, according to authorities.<\/span><\/p>\n

Sanchez asked if he would be delivering \u201cmerchandise\u201d \u2013 coded language for money \u2013 and agreed to meet. Sanchez later met with the trafficker in Los Angeles, where he received the U.S. dollars in cash.<\/span><\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Shortly after the meeting, a Mexico-based co-conspirator called Sanchez and asked him if someone stopped by to take some \u201csamples\u201d from him.<\/span><\/p>\n

Sanchez said a total of 34 \u201cbras\u201d \u2013 coded language for $34,000 \u2013 was taken. Sanchez knew the money he received was drug proceeds.<\/span><\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 In total, Sanchez laundered at least $914,641 in drug proceeds.<\/span><\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u201cBy assisting members of Mexico-based narcotics trafficking organizations <\/span>move their proceeds to Mexico, [Sanchez] contributed to the cycle of narcotics distribution that causes substantial harm to communities in the United States,\u201d prosecutors wrote in a sentencing memorandum. \u201c[Sanchez\u2019s] use of coded language during dozens of intercepted calls demonstrate that he was deeply involved in the <\/span>conduct.\u201d<\/span><\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The FBI, the Drug Enforcement Administration, and IRS Criminal Investigation investigated this matter.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
