Already, the texts have resulted in the Los Angeles County district attorney\u2019s office dropping 35 felony cases, and the Torrance city attorney another 50.<\/span><\/p>\n<p><span style=\"font-size: 20px;\">The growing scandal underscores the rot that persists at the heart of some police departments, especially smaller ones that have until now escaped the kind of scrutiny directed toward larger agencies like the Los Angeles Police Department that officially target racism and unconstitutional policing, with varying degrees of success.<\/span><\/p>\n<div class=\"enhancement\" data-align-center=\"\" data-click=\"enhancement\">\n<div class=\"promo-wrapper\">\n<div class=\"promo-media\"><span style=\"font-size: 20px;\"><a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2021-12-08\/torrance-police-traded-racist-homophobic-texts-it-could-jeopardize-hundreds-of-cases\" aria-label=\"Torrance police traded racist, homophobic texts. Dist. Atty. George Gasc\u00f3n has reopened an investigation (dismissed by his predecessor) into the\u00a0<a class=\"link\" href=\"https:\/\/homicide.latimes.com\/post\/christopher-deandre-mitchell\/\" target=\"_blank\" rel=\"noopener\">2018 killing of Christopher DeAndre Mitchell<\/a>\u00a0by two of the officers involved in the texting scandal, Anthony Chavez and Matthew Concannon.<\/span><\/p>\n<p><span style=\"font-size: 20px;\">A text message by Christopher Tomsic, one of the officers involved in the spray-painting incident, may be especially telling.<\/span><\/p>\n<p><span style=\"font-size: 20px;\">\u201cShopping at 7\/11 while Black, he didn\u2019t know the rules lol,\u201d he wrote \u2014 displaying an attitude toward Black people that might be at home in the Georgia community where\u00a0<a class=\"link\" href=\"https:\/\/www.latimes.com\/opinion\/story\/2021-02-23\/ahmaud-arbery-killing\">Ahmaud Arbery was gunned down last year<\/a>\u00a0by neighbors who deemed him to be out of place; or in the Torrance of decades past, when as a mostly\u00a0<a class=\"link\" href=\"http:\/\/blogs.dailybreeze.com\/history\/2020\/10\/24\/several-south-bay-cities-have-discriminatory-sundown-town-legacies-in-their-past\/\" target=\"_blank\" rel=\"noopener\">white \u201csundown town\u201d<\/a>\u00a0non-whites were not tolerated by local police officers.<\/span><\/p>\n<p><span style=\"font-size: 20px;\">Tomsic was referring to a person who filed a racial profiling case against him. Another part of his text could be seen as an admission: \u201cSo we totally racially profiled his ass, haha.\u201d<\/span><\/p>\n<div class=\"enhancement\" data-align-center=\"\" But racism in the LAPD persists, as exemplified by a\u00a0<a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2021-02-15\/los-angeles-d-a-and-george-floyds-family-add-voices-to-lapd-mock-valentine-photo-outrage\">distasteful \u201cvalentine\u201d<\/a>\u00a0that mocked the killing of George Floyd by a Minneapolis police officer in 2020.<\/span><\/p>\n<p><span style=\"font-size: 20px;\">Gasc\u00f3n deserves credit for delving deeply into the Torrance situation, as does\u00a0<a class=\"link\" href=\"https:\/\/www.dailybreeze.com\/2021\/04\/21\/torrance-hires-new-police-chief-jeremiah-hart-from-within\/\" target=\"_blank\" rel=\"noopener\">Police Chief Jeremiah \u201cJay\u201d Hart<\/a>, who brought the texts to Gasc\u00f3n\u2019s attention in July.<\/span><\/p>\n<p><span style=\"font-size: 20px;\">Racist attitudes expressed in messages meant to be private may hint at problems that could include excessive force.<\/span><\/p>\n<p><span style=\"font-size: 20px;\">\u201cGenerally, people do not engage in this behavior without having a connection to other things,\u201d Gasc\u00f3n said at a Wednesday news conference, when asked about the investigation.<\/span><\/p>\n<p><span style=\"font-size: 20px;\">In the wake of the Times story, California\u00a0<a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2021-12-08\/california-attorney-general-to-investigate-torrance-police-after-racist-text-scandal\">Atty. Gen. Rob Bonta announced that his office<\/a>\u00a0has also begun a review of the Torrance Police Department.<\/span><\/p>\n<p><span style=\"font-size: 20px;\">It\u2019s likely not the only city whose police warrant scrutiny.
