This is something our agency will not tolerate,\u201d said Santa Ana Police Chief David Valentin. \u201cToday\u2019s collaborative efforts, following a years-long extensive investigation with our local, state and federal partners, leverage our police department\u2019s strong enforcement strategy \u2013 coined \u2018Operation Community First\u2019 \u2013 that was launched in February 2021 to target illegal gambling, narcotics and gun trafficking.\u201d<\/span><\/p>\n<p class=\"yiv2439629573MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-14844 alignleft\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2015\/08\/FBI-Logo-300x225.jpg\" alt=\"\" width=\"300\" height=\"225\" srcset=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2015\/08\/FBI-Logo-300x225.jpg 300w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2015\/08\/FBI-Logo-45x35.jpg 45w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2015\/08\/FBI-Logo.jpg 640w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>\u201cToday\u2019s operation is the result of a joint effort among partners at the federal, state and local level in Santa Ana to dismantle an illegal gambling network that generated a variety of criminal activity causing great harm to the communities in which they operated,\u201d said Kristi Johnson, the Assistant Director in Charge of the FBI\u2019s Los Angeles Field Office. \u201cThe defendants flouted the law and used enforcers with rival gangs to get victims to comply through the use of intimidation and violence in order to further their illicit network and generate profits.\u201d<\/span><\/p>\n<p class=\"yiv2439629573MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Members of the Task Force this morning arrested five defendants \u2013 which follows two arrests Tuesday.<\/span><\/p>\n<p class=\"yiv2439629573MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The indictment alleging the operation of illegal casinos charges four defendants:<\/span><\/p>\n<ul>\n<li><span style=\"font-size: 20px;\">Niem Ngoc Ha, aka \u201cDung Body,\u201d 46, of Fountain Valley, who allegedly opened and operated four illegal casinos commonly called \u201cnets\u201d (if they are in a commercial district) or \u201cslaphouses\u201d (for those in residential areas), all of which were located in Santa Ana;<\/span><\/li>\n<li><span style=\"font-size: 20px;\">Mindy Bui, aka \u201cThuy,\u201d 36, of Westminster, who allegedly managed Ha\u2019s illegal casinos;<\/span><\/li>\n<li><span style=\"font-size: 20px;\">Honganh Thi Pham, aka \u201cHong,\u201d 40, of Garden Grove, who also allegedly managed the illegal casinos; and<\/span><\/li>\n<li><span style=\"font-size: 20px;\">Sammy Cardona, aka \u201cPeanut,\u201d 36, of Santa Ana, one of two defendants still being sought by authorities, who \u201cwould use violence to protect defendant Ha\u2019s illicit casinos,\u201d according to the indictment.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Cardona is currently a fugitive.<\/span><\/p>\n<p><span style=\"font-size: 20px;\">These four defendants are charged with conspiracy and operating an illegal gambling business that allegedly generated thousands of dollars in profits on a daily basis.<\/span><\/p>\n<p class=\"yiv2439629573MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><span style=\"font-size: 20px;\">Ha is additionally charged with bribery for allegedly paying approximately $128,000 to the now-convicted, former Santa Ana Police Officer Steven Lopez\u00a0in an effort to protect his illicit casinos from law enforcement intervention. <\/span><\/p>\n<p class=\"yiv2439629573MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">Lopez told Ha in September 2020 that Santa Ana police officers were planning to shut down one of his casinos in the coming days, according to the indictment. <\/span><\/p>\n<p class=\"yiv2439629573MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">Lopez, who\u00a0<a href=\"https:\/\/www.justice.gov\/usao-cdca\/pr\/santa-ana-police-officer-agrees-plead-guilty-bribery-charge\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">pleaded guilty<\/a>\u00a0in December 2020 to accepting the bribes, is scheduled to be sentenced on October 17.<\/span><\/p>\n<p class=\"yiv2439629573MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The second indictment charges two men in a scheme to extort small businesses that were also operating as nets. <\/span><\/p>\n<p class=\"yiv2439629573MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-49885 alignleft\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2022\/05\/9dsuwm1_n8k-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2022\/05\/9dsuwm1_n8k-300x200.jpg 300w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2022\/05\/9dsuwm1_n8k-1024x683.jpg 1024w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2022\/05\/9dsuwm1_n8k-768x512.jpg 768w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2022\/05\/9dsuwm1_n8k-1536x1024.jpg 1536w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2022\/05\/9dsuwm1_n8k.jpg 1600w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>Vincent Randal Pimentel, 30, of Santa Ana, and Steven Gallegos Saenz, 39, of Whittier, allegedly robbed those small businesses that refused to pay \u201ctaxes.\u201d <\/span><\/p>\n<p class=\"yiv2439629573MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">The indictment alleges that Saenz went to small businesses, claimed to be \u201cmafia,\u201d and made demands for extortionate payments, the indictment alleges. Pimentel is currently a fugitive<\/span><\/p>\n<p class=\"yiv2439629573MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The indictment specifically alleges that on April 19, 2019, Saenz went to a Santa Ana video rental shop \u2013 which was also operating as a net \u2013 to demand the payment of \u201ctaxes.\u201d <\/span><\/p>\n<p class=\"yiv2439629573MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">After the owner refused to pay, Saenz, Pimentel and others went to the store later that day to rob the business, according to the indictment. <\/span><\/p>\n<p class=\"yiv2439629573MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">During the incident, one of the robbers brandished what appeared to be a handgun, and the crew allegedly stole an $11,000 digital gambling machine, two $3,000 black digital gambling machines, two desktop computers, and approximately $3,500 in cash.<\/span><\/p>\n<p class=\"yiv2439629573MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The two-count indictment charges Pimentel and Saenz with conspiracy to interfere with commerce by robbery and extortion, and interference with commerce by robbery.<\/span><\/p>\n<p class=\"yiv2439629573MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The third indictment names three people who allegedly participated in a narcotics transaction involving a casino in Anaheim. This indictment charges:<\/span><\/p>\n<ul>\n<li><span style=\"font-size: 20px;\">Ricardo Alonzo Nunez, aka \u201cRascal,\u201d 44, of Anaheim, who agreed to sell methamphetamine.<\/span><\/li>\n<li><span style=\"font-size: 20px;\">Marcus Jason Loomis, aka \u201cNegro,\u201d 37, of Barstow, who allegedly transported nearly two pounds of methamphetamine from an illegal gambling business in Anaheim that was supposed to be delivered to Nunez\u2019s buyer.<\/span><\/li>\n<li><span style=\"font-size: 20px;\">Vanessa Maria Galloway, 37, of Barstow, who was present when the methamphetamine was seized, and who is charged in this indictment with possession with the intent to distribute heroin.<\/span><\/li>\n<\/ul>\n<p class=\"yiv2439629573MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">Nunez and Loomis are charged with conspiracy to distribute and possess with intent to distribute methamphetamine. Nunez and Loomis are individually charged with substantive methamphetamine distribution counts. <\/span><\/p>\n<p class=\"yiv2439629573MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">Galloway is charged individually with possession with intent to distribute heroin. Loomis and Galloway were taken into custody Tuesday.<\/span><i><\/i><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">The defendants are presumed innocent unless proven guilty.
