A former top<\/span>–level Los Angeles Department of Water and <\/span><\/span><\/span>Power (LADWP) executive was sentenced Tuesday to four years in prison <\/span>for lying <\/span><\/span>to the FBI about a lucrative job offer, officials stated.<\/span><\/p>\n<\/div>\n

David F. Alexander<\/span>\u00a0secretly solicited and agreed to accept in<\/span><\/div>\n
exchange for providing \u201cguarantees\u201d of additional LADWP contract money to a lawyer<\/span><\/div>\n
who held a bribery–<\/span>fueled contract with the department. The lawyer also served as its special<\/span><\/div>\n
counsel, according to authorities.<\/span><\/div>\n

Alexander, who served<\/span><\/span> as LADWP\u2019s chief information security officer from May <\/span><\/span><\/span><\/div>\n
2017 until February 2019, and then served as the department\u2019s chief cyber-risk officer<\/span><\/div>\n
for the next six months, pleaded guilty on Feb. 8.<\/span><\/span><\/span><\/div>\n

He plead guilty to one count of making false <\/span><\/span><\/span><\/span><\/div>\n
statements to federal investigators investigating corruption at LADWP, officials stated.<\/span><\/span><\/div>\n
<\/div>\n
\u201cAt every turn, [Alexander]<\/span><\/span> made clear through his actions and his words that his<\/span><\/span><\/div>\n
interests lay in his own financial future\u2026at the cost of LADWP and its ratepayers,\u201d <\/span><\/span><\/span><\/span><\/span><\/div>\n
prosecutors argued in a sentencing memorandum.<\/span><\/div>\n

\"\"Beginning in 2017, Alexander developed a professional relationship with Paul O. <\/span><\/div>\n
Paradis, 58, is a New York lawyer who \u2013 <\/span>while secretly and simultaneously representing a <\/span><\/span><\/span><\/div>\n
ratepayer suing the department \u2013 represented LADWP in a lawsuit against <\/span><\/span><\/span><\/div>\n
Pricewater houseCoopers (PwC), the vendor blamed for a major billing debacle.<\/span><\/div>\n

In 2017, Paradis created a Los Angeles–<\/span>based company known as Aventador <\/span><\/span><\/div>\n
Utility Solutions LLC, which obtained a three–<\/span>year, $30 million no–<\/span>bid contract with <\/span><\/span><\/span><\/div>\n
LADWP to perform remediation work on the faulty billing system. <\/span><\/div>\n
Aventador \u2013 <\/span>later <\/span><\/span>renamed Ardent Cyber Solutions LLC \u2013 also performed certain cybersecurity<\/span>–related <\/span><\/span><\/span><\/div>\n
work for LADWP. <\/span><\/span><\/div>\n
From February 2019 to April 2019, Alexander abused his position as LADWP\u2019s <\/span><\/span><\/div>\n
chief cyber-risk officer and the vice–<\/span>chair of the Cyber Security Working Group for the <\/span><\/span><\/span><\/div>\n
Southern California Public Power Authority (SCPPA) \u2013 a collective of 11 municipal <\/span><\/span><\/span><\/div>\n
utilities, including LADWP. <\/span><\/span><\/div>\n
Alexander manipulated the bidding process to unlawfully <\/span><\/span><\/span><\/div>\n
steer a $17 million<\/span><\/div>\n

\"\"contract to Ardent by <\/span>influencing the composition of the scoring<\/span><\/p>\n

committee to include individuals whom he could persuade to rank Ardent favorably and <\/span>b<\/span>y <\/span>s<\/span>har<\/span>i<\/span>ng<\/span> his confidential scores for the SCPPA proposals with other members of the <\/span>c<\/span>ommi<\/span>t<\/span>t<\/span>e<\/span>e to persuade them to score Ardent favorably.<\/span><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

R<\/span>F<\/span>P<\/span> pr<\/span>oc<\/span>es<\/span>s<\/span> f<\/span>r<\/span>om<\/span> LA<\/span>DWP for the award of a three–<\/span>year, $82.5 million cybersecurity <\/span><\/span><\/div>\n
c<\/span>ons<\/span>ul<\/span>t<\/span>i<\/span>n<\/span>g <\/span>s<\/span>er<\/span>v<\/span>i<\/span>c<\/span>es<\/span> c<\/span>ontract. Alexander was one of the RFP drafters and he solicited <\/span><\/span><\/div>\n
P<\/span>ar<\/span>adi<\/span>s<\/span>\u2019<\/span>s<\/span> edi<\/span>t<\/span>s<\/span> f<\/span>or<\/span> t<\/span>h<\/span>e request to enhance Ardent\u2019s ability to gain the contract over the <\/span><\/span><\/span><\/div>\n

Alexander did so, <\/span>intending <\/span>to be influenced and <\/span>r<\/span>ew<\/span>ar<\/span>ded <\/span>i<\/span>n <\/span>c<\/span>onn<\/span>ection with his ongoing assistance in securing the award of the <\/span><\/span>m<\/span>u<\/span>lt<\/span>im<\/span>illio<\/span>n<\/span>–<\/span>dol<\/span>l<\/span>a<\/span>r LADWP cybersecurity contract to Ardent and use of his position to <\/span><\/span><\/span><\/span><\/span><\/div>\n
gu<\/span>arant<\/span>ee <\/span>m<\/span>or<\/span>e<\/span> than $10 million in future task orders for Ardent under the anticipated <\/span>L<\/span>ADW<\/span>P<\/span> c<\/span>ont<\/span>r<\/span>a<\/span>ct.<\/span><\/div>\n

A<\/span>l<\/span>ex<\/span>and<\/span>er also asked for a secret Ardent email address and agreed to accept a <\/span><\/div>\n
l<\/span>apt<\/span>op <\/span>c<\/span>om<\/span>pu<\/span>ter to communicate with Paradis and to secretly perform work for Ardent <\/span><\/span><\/div>\n
w<\/span>hile he was employed<\/span>\u00a0at LADWP.<\/span><\/div>\n
<\/div>\n
\"\"O<\/span>n J<\/span>ul<\/span>y 22, 2019, the FBI executed search warrants at LADWP as part of\u00a0<\/span><\/span><\/div>\n
the ongoi<\/span>ng <\/span>i<\/span>nv<\/span>e<\/span>stigation into the department and the Los Angeles City Attorney’s Office.<\/span><\/div>\n
<\/div>\n
T<\/span>w<\/span>o <\/span>day<\/span>s<\/span> l<\/span>a<\/span>ter during a voluntary interview, Alexander lied to the FBI about his<\/span><\/div>\n
c<\/span>onv<\/span>er<\/span>s<\/span>at<\/span>i<\/span>o<\/span>ns and corrupt agreements with Paradis. On July 26, 2019, Alexander met <\/span><\/span><\/span><\/div>\n
agai<\/span>n <\/span>w<\/span>i<\/span>t<\/span>h<\/span> the FBI and again lied, falsely stating that he had declined any employment<\/span><\/div>\n
oppor<\/span>t<\/span>uni<\/span>ty with Ardent and that he had never provided any guarantees to Ardent or to<\/span><\/div>\n
P<\/span>aradi<\/span>s<\/span>.<\/span><\/span><\/div>\n
P<\/span>ar<\/span>adi<\/span>s<\/span> pl<\/span>eaded <\/span>gu<\/span>ilty on January 28 to one count of bribery. He is scheduled to <\/span><\/div>\n
b<\/span>e s<\/span>ent<\/span>enc<\/span>ed <\/span>on <\/span>J<\/span>ul<\/span>y<\/span> 19.<\/span><\/span><\/div>\n
