{"id":50162,"date":"2022-06-25T16:19:30","date_gmt":"2022-06-25T23:19:30","guid":{"rendered":"https:\/\/cjnotebook.com\/?p=50162"},"modified":"2022-06-25T16:19:30","modified_gmt":"2022-06-25T23:19:30","slug":"woman-and-death-row-son-submitted-121-stimulus-check-applications-for-145200","status":"publish","type":"post","link":"https:\/\/cjnotebook.com\/?p=50162","title":{"rendered":"Woman and Death Row Son Submitted 121 Stimulus Check Applications for $145,200"},"content":{"rendered":"<div class=\"field field--name-field-pr-subtitle field--type-text field--label-hidden\" style=\"text-align: center;\">\n<div class=\"field__items\">\n<div class=\"field__item even\"><strong><em><span style=\"font-size: 20px;\">Son, A Prisoner On San Quentin\u2019s Death Row, Provided Mother With 9,043 Individuals\u2019 Personal Identifiable Information And She Filed For $145,200 In Stimulus Checks<\/span><\/em><\/strong><\/div>\n<\/div>\n<\/div>\n<div class=\"field field--name-field-pr-body field--type-text-long field--label-hidden\">\n<div class=\"field__items\">\n<div class=\"field__item even\">\n<p style=\"text-align: center;\"><strong><span style=\"font-size: 20px;\">SAN FRANCISCO<\/span><\/strong><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\"> Sheila Denise Dunlap was sentenced Friday to 27 months in federal prison for engaging in a conspiracy to commit wire fraud and for aggravated identity theft, officials stated.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">U.S. District Judge Susan Illston sentenced <\/span><span style=\"font-size: 20px;\">Dunlap, 52, of Modesto, plead guilty on March 4, 2022, to engaging in a wire fraud conspiracy and in aggravated identity theft by filing scores of fraudulent applications for Economic Impact Payment (EIP) payments, commonly known as stimulus checks, officials stated.<\/span><\/p>\n<\/div>\n<\/div>\n<\/div>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/9_goME3xR-w\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p style=\"text-align: center;\"><strong>(News Report March 2022)<\/strong><\/p>\n<div class=\"field field--name-field-pr-body field--type-text-long field--label-hidden\">\n<div class=\"field__items\">\n<div class=\"field__item even\">\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">The EIP program was part of the federal CARES Act signed into law on March 27, 2020, to relieve the adverse economic impact of the COVID-19 pandemic upon individuals. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Under the EIP provision of the CARES Act, individuals who made less than $99,000 on their 2019 tax returns and those whose income was sufficiently low that a tax return filing was not required (non-filers) were eligible to receive EIP funds, officials stated.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-1057 size-medium alignleft\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/02\/Justice-Depart-300x300.jpg\" alt=\"\" width=\"300\" height=\"300\" srcset=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/02\/Justice-Depart-300x300.jpg 300w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/02\/Justice-Depart-150x150.jpg 150w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/02\/Justice-Depart.jpg 320w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">EIP payments amounted to as much as $1,200 per adult and $500 for a qualifying child.\u00a0<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">In her plea agreement, Dunlap admitted that she conspired from March 2020 through July 2020 with her son to obtain the personal identifiable information (PII) of others and to use that PII to apply for EIP funds, prosecutors stated.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">In 2016, Dunlap\u2019s son began serving a capital sentence on Death Row in San Quentin State Prison.\u00a0<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Dunlap described in her plea agreement how her son, identified only by his initials D.W., sent her the PII of his fellow prisoners along with the PII of other individuals whom they suspected might qualify as non-filers of 2018 or 2019 income tax returns and thus were eligible for EIP funds. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Dunlap admitted she used the PII to file multiple fraudulent claims for EIP funds through the Internal Revenue Service\u2019s online EIP Portal. In each of the applications, Dunlap listed her own Bank of America accounts to receive the EIP payments.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-22936 alignright\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2016\/04\/Courtroom-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2016\/04\/Courtroom-300x200.jpg 300w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2016\/04\/Courtroom-768x512.jpg 768w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2016\/04\/Courtroom-90x60.jpg 90w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2016\/04\/Courtroom-180x120.jpg 180w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2016\/04\/Courtroom-95x64.jpg 95w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2016\/04\/Courtroom.jpg 824w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>Dunlap specifically admitted that in or about April 2020, her son arranged the delivery to her of an email containing a spreadsheet with the PII of 9,043 individuals. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">She and her son agreed on a strategy to begin filing fraudulent EIP claims first by using the PII of the youngest adults listed on the spreadsheet, officials stated.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">According to Dunlap, both she and her son believed that the younger, college-aged individuals on the list likely lacked income sufficient to trigger their filing of a 2018 or 2019 tax return. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">These individuals were thus more likely to be non-filers and thereby eligible for EIP payments.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Using the PII of these real individuals \u2013 including their names and social security numbers and other personal details \u2013 Dunlap admitted that in May and June 2020 she electronically filed 121 fraudulent EIP claims. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Each EIP application, regardless of the applicant\u2019s name, listed Dunlap\u2019s bank account number for payment of the stimulus check. In total, Dunlap filed claims for $145,200 in EIP payments. \u00a0<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">In addition to the 27 month prison sentence, U.S. District Judge Susan Illston imposed a three year term of supervision following release from prison and ordered Dunlap pay full restitution. Dunlap remains out of custody and will surrender to begin her sentence on September 30.\u00a0<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">The case has been prosecuted by Assistant U.S. Attorneys Christa Hall and Annie Hsieh, with the assistance of Llessica Chan Fierro, Ralph Banchstubbs, and Maribel Gallegos. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">The prosecution is the result of an investigation by IRS-CI and TIGTA.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Anyone
