Halcovage Jr., officials stated.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 24px;\">Federal prosecutors resolved the civil rights lawsuit filed against the county.\u00a0<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 24px;\">The consent decree alleges that Halcovage Jr. sexually harassed four female employees and that those employees suffered retaliation when they opposed Halcovage\u2019s sexual harassment, according to officials.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 24px;\">The complaint also alleged multiple incidents of sexual advances, coercion of sexual intercourse and inappropriate sex-based comments occurring over many years.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 24px;\">\u201cAll people deserve to go to work each day without fear of sexual harassment and retaliation when they oppose that harassment,\u201d said Assistant Attorney General Kristen Clarke of the Justice Department\u2019s Civil Rights Division. \u201cThis resolution sends a clear message that the Justice Department will not tolerate sexual harassment and retaliation, especially when it is perpetrated by an elected official who abuses the powers of their office.\u201d<\/span><\/p>\n<\/div>\n<\/div>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/U1B5VBGaV88\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p style=\"text-align: center;\"><strong>(News Report \u2014 One Year Ago)\u00a0<\/strong><\/p>\n<div class=\"field__items\">\n<div class=\"field__item even\">\n<p style=\"text-align: center;\"><span style=\"font-size: 24px;\">Under the terms of the consent decree, if approved by the court, the county will, do the following, among other things:<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 24px;\">Retain a consultant from a list of consultants approved by the Justice Department. The consultant will conduct a workplace climate survey, propose improvements to the County\u2019s equal employment opportunity policies. <\/span><span style=\"font-size: 24px;\">Develop a new sexual harassment training program.<\/span><\/p>\n<\/div>\n<\/div>\n<div class=\"field__items\">\n<div class=\"field__item even\">\n<p style=\"text-align: center;\"><span style=\"font-size: 24px;\">The consent decree also includes restrictions on Commissioner Halcovage. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 24px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-1073 alignright\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/02\/criminal_justice_jurisprudence-2.jpg\" alt=\"\" width=\"299\" height=\"188\" srcset=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/02\/criminal_justice_jurisprudence-2.jpg 299w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/02\/criminal_justice_jurisprudence-2-120x76.jpg 120w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/02\/criminal_justice_jurisprudence-2-265x168.jpg 265w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/02\/criminal_justice_jurisprudence-2-284x180.jpg 284w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/02\/criminal_justice_jurisprudence-2-274x173.jpg 274w\" sizes=\"auto, (max-width: 299px) 100vw, 299px\" \/>He has refused to resign from his position and can only be removed, under state law, through impeachment in the Pennsylvania House of Representatives and conviction in the Pennsylvania Senate, according to officials.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 24px;\">The four women harassed by Halcovage, who have additional claims under state and federal law against Schuylkill County and several individual defendants, will continue to pursue their claims, officials stated.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 24px;\">This lawsuit is part of the Civil Rights Division\u2019s Sexual Harassment in the Workplace Initiative, officials stated.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 24px;\">The initiative aims to eradicate sexual harassment in state and local government workplaces. It focuses on litigation, outreach and development of effective remedial measures to address and prevent future sex discrimination and harassment.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 24px;\">Trial Attorneys Allan Townsend and Amber Trzinski Fox of the Civil Rights Division\u2019s Employment Litigation Section and Assistant U.S. Attorney Michael Butler for the Middle District of Pennsylvania prosecuted this case.\u00a0<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 24px;\">Offi Title VII is a top priority of the Civil Rights Division\u2019s Employment Litigation Section.
