center;\"><span style=\"font-size: 20px;\">Company to Pay $1.15 Million in Civil Penalties and Conduct $1.25 Million Community Project to Help Address Environmental Harm Caused by the Company\u2019s Violations, officials stated.<\/span><\/div>\n<\/div>\n<\/div>\n<div class=\"field field--name-field-pr-body field--type-text-long field--label-hidden\">\n<div class=\"field__items\">\n<div class=\"field__item even\">\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Matador Production Company agreed to pay $1.1 million in penalties and make sure it&#8217;s in compliance with state and federal clean air regulations at all 239 of its New Mexico oil and gas well pads, according to officials.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-22720 alignleft\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2016\/04\/U.S.-Environmental-Protection-Agency-300x169.jpg\" alt=\"\" width=\"300\" height=\"169\" srcset=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2016\/04\/U.S.-Environmental-Protection-Agency-300x169.jpg 300w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2016\/04\/U.S.-Environmental-Protection-Agency.jpg 592w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>This resolves unlawful operations alleged in a civil complaint filed today under the Clean Air Act and state regulations.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">The complaint, filed jointly by the U.S. Environmental Protection Agency (EPA), and the New Mexico Environment Department (NMED), alleges the following facts:<\/span><\/p>\n<ul>\n<li><span style=\"font-size: 20px;\">Matador failed to capture and control air emissions from storage vessels<\/span><\/li>\n<li><span style=\"font-size: 20px;\">Comply with inspection, monitoring and recordkeeping requirements<\/span><\/li>\n<li><span style=\"font-size: 20px;\">Obtain required state and federal permits at 25 of its oil and gas production operations in New Mexico. <\/span><\/li>\n<li><span style=\"font-size: 20px;\">NMED and EPA identified the alleged violations through flyover surveillance and field investigations conducted in 2019.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">The consent decree, filed together with the complaint, requires Matador to ensure that all 239 of its well pads in New Mexico are operated lawfully. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-39982 alignleft\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2020\/07\/contract-Andreas-Breitling-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2020\/07\/contract-Andreas-Breitling-300x200.jpg 300w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2020\/07\/contract-Andreas-Breitling-1024x682.jpg 1024w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2020\/07\/contract-Andreas-Breitling-768x512.jpg 768w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2020\/07\/contract-Andreas-Breitling.jpg 1280w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>Under the settlement, Matador will spend at least $2.5 million to implement extensive design, operation, maintenance, and monitoring improvements, including installing new tank pressure monitoring systems that will provide advance notification of potential emissions and allow for immediate action by the company.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">\u201cMatador\u2019s facilities unlawfully released air pollutants associated with several types of respiratory illnesses and that contribute to global warming,\u201d said Acting Assistant Administrator Larry Starfield of the EPA\u2019s Office of Enforcement and Compliance Assurance. \u201cThis settlement will not only improve air quality for neighboring communities but also assist with our national effort to slow climate change.\u00a0 It will also help ensure that Matador does not profit from its violations of environmental laws.\u201d<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Matador\u2019s compliance with the consent decree will result in a reduction of more than 16,000 tons of pollutants.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">This includes the following chemicals:<\/span><\/p>\n<ul>\n<li style=\"text-align: left;\"><span style=\"font-size: 20px;\">\u00a0Oxides of nitrogen (NO<sub>x<\/sub>)<\/span><\/li>\n<li style=\"text-align: left;\"><span style=\"font-size: 20px;\">Volatile organic compounds (VOCs)<\/span><\/li>\n<li style=\"text-align: left;\"><span style=\"font-size: 20px;\">Carbon monoxide (CO)<\/span><\/li>\n<\/ul>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">VOCs <\/span><span style=\"font-size: 20px;\">NO<sub>x<\/sub> are key components in forming ground-level ozone, a pollutant that irritates the lungs, exacerbates asthma, and can increase susceptibility to respiratory illnesses, such as pneumonia and bronchitis. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">In addition, as a co-benefit of these reductions, the consent decree will result in significant reductions of greenhouse gas emissions, including reducing methan<\/span><span style=\"font-size: 20px;\">e \u2013 a powerful greenhouse gas, by more than 31,000 tons, measured as carbon dioxide (CO<\/span><sub>2<\/sub><span style=\"font-size: 20px;\">) equivalent.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">This is similar to greenhouse gas reductions that would be achieved by taking 6,060 gasoline-powered vehicles off the road for one year. Greenhouse gases from human activities are a primary cause of climate change and global warming.\u00a0<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">As part of the settlement, Matador also will pay a civil penalty of $1.15 million to be split between the United States and the State of New Mexico. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">In addition, Matador will spend no less than $1.25 million on a supplemental environmental project involving diesel engine replacements. This will result in significant reductions of harmful air pollutants and help address the environmental harm caused by the company&#8217;s previous violations.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-52614 size-medium alignright\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2023\/03\/zbynek-burival-grmwvnvssdu-unsplash-scaled.jpeg\" alt=\"sunset\" width=\"300\" height=\"300\" \/><span style=\"font-size: 20px; text-align: center;\"> Matador will also spend another $500,000 to conduct aerial monitoring of its facilities for leaks of methane and other pollutants and to address any problems identified. <\/span><\/div>\n<div><\/div>\n<div class=\"field__item even\"><span style=\"font-size: 20px; text-align: center;\">Finally, Matador will spend approximately $800,000 to offset the harm caused by the alleged violations by reducing emissions from pneumatic devices and vapor recovery units used in its oil and gas operations.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">The Clean Air Act (CAA) requires the EPA to set National Ambient Air Quality Standards (NAAQS) for criteria pollutants that are considered harmful to public health and the environment. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Ozone, CO and nitrogen dioxide (NO<sub>2<\/sub>, a component of NO<sub>x<\/sub>) are criteria pollutants emitted by oil and gas production facilities, such as those operated by Matador where the alleged violations occurred. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">During the timeframes of Matador\u2019s alleged violations, air quality monitors in the relevant counties in New Mexico registered rising ozone concentrations exceeding 95% of the NAAQS for ozone. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">In counties where ozone levels reach 95% of the NAAQS, NMED is required by New Mexico state statute to take action to reduce ozone pollution.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Matador is an independent oil and gas producer engaged in the exploration, development, production and acquisition of oil and natural gas resources in the United States. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">The company is a large producer in the New Mexico portion of the Permian Basin, which is a shale oil and gas producing area located in southeast New Mexico and west Texas.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">This settlement is part of EPA\u2019s National Enforcement and Compliance Initiative, Creating Cleaner Air for Communities by Reducing Excess Emissions of Harmful Pollutants.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">The consent decree is available for public viewing at\u00a0<a href=\"https:\/\/www.justice.gov\/enrd\/consent-decrees\">www.justice.gov\/enrd\/consent-decrees<\/a><\/span><\/p>\n<\/div>\n<\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>NEW MEXICO Company to Pay $1.15 Million in Civil Penalties and Conduct $1.25 Million Community Project to Help Address Environmental Harm Caused by the Company\u2019s Violations, officials stated.
