Selna sentenced Pham, 37, of Santa Ana. Pham was ordered to pay $408,496in restitution.<\/span><\/p>\n<p class=\"yiv5631494211MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Pham pleaded guilty on Jan. 23 to one count of wire fraud concerning benefits connected to a presidentially declared emergency.<\/span><\/p>\n<p class=\"yiv5631494211MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-5906 alignright\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/09\/U.S.-Department-of-Justice.jpg\" alt=\"\" width=\"200\" height=\"200\" srcset=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/09\/U.S.-Department-of-Justice.jpg 200w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/09\/U.S.-Department-of-Justice-150x150.jpg 150w\" sizes=\"auto, (max-width: 200px) 100vw, 200px\" \/>\u00a0 From July 2020 to April 2021, Pham acquired, without authorization or permission, the personal identifying information (PII) \u2013 including names, dates of birth, and Social Security numbers \u2013 of people living in California, Texas, and Michigan, people he had never met.<\/span><\/p>\n<p class=\"yiv5631494211MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Pham then created and submitted fraudulent online applications to the California Employment Development Department (EDD), which administers the state\u2019s unemployment insurance program. <\/span><\/p>\n<p class=\"yiv5631494211MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">Pham\u2019s fraudulent applications sought federally funded pandemic benefits intended for the jobless. They represented that the victims whose PII was unlawfully used received mail at Anaheim address that, in fact, Pham controlled.<\/span><\/p>\n<p class=\"yiv5631494211MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <img loading=\"lazy\" decoding=\"async\" class=\" wp-image-15368 alignleft\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2015\/09\/Courtroom.jpg\" alt=\"\" width=\"249\" height=\"225\" \/>Upon receipt of the applications, EDD transmitted the claimant information to Bank of America, which caused the issuance and mailing of debit cards to Anaheim addresses that Pham controlled.<\/span><\/p>\n<p class=\"yiv5631494211MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Pham then took the fraudulently obtained debit cards and used them to withdraw money at ATMs throughout Orange County.<\/span><\/p>\n<p class=\"yiv5631494211MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 While Pham tried to obtain approximately $1,255,350 through fraudulent applications containing the PII of 24 identity theft victims, he received about $408,496.<\/span><\/p>\n<p class=\"yiv5631494211MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">\u00a0 \u00a0 \u00a0 \u00a0 <\/span><span style=\"font-size: 20px;\">Assistant United States Attorney Lawrence E.
