Garland. \u201cThe patterns and practices of conduct the Justice Department observed during our investigation are\u00a0deeply disturbing. They erode the community\u2019s trust in law enforcement. And they\u00a0made what happened to George Floyd possible.\u00a0<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif;\">Adding, Friday, &#8220;&#8230;we have completed our investigation, but this is only the first step. We will continue to work with the city and the MPD toward ensuring that MPD officers have the support and resources they need to do their jobs effectively and lawfully as we work together toward meaningful and durable reform.\u201d<\/span><\/p>\n<\/div>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/jq70zNzBi9M\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<div class=\"field__item even\">\n<p style=\"text-align: center;\"><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif;\">The Department also announced that the city and MPD have agreed to resolve the Department\u2019s findings through a court-enforceable consent decree with an independent monitor rather than through contested litigation.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif;\">Specifically, the Justice Department finds that the MPD:<\/span><\/p>\n<ul>\n<li style=\"text-align: center;\"><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif;\">Uses excessive force, including unjustified deadly force and unreasonable use of Tasers.<\/span><\/li>\n<li><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif;\">Unlawfully discriminates against Black people and Native American people in its enforcement activities, including the use of force following stops.<\/span><\/li>\n<li><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif;\">Violates the rights of people engaged in protected speech.<\/span><\/li>\n<li><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif;\">The city discriminates against people with behavioral health disabilities when responding to calls for assistance.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif;\">&#8220;I know this community is still hurting and that today\u2019s announcement may also open up old wounds,\u201d said Associate Attorney General Vanita Gupta. \u201cThe Justice Department is committed to working with Minneapolis on a path forward, to constitutional policing, and stronger police-community trust. Together we can build a Minneapolis that protects the rights, safety, and dignity of all.\u201d<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif;\">The Department opened this investigation on April 21, 2021. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif;\">The investigation was conducted by career attorneys and staff in the Civil Rights Division\u2019s Special Litigation Section and the Civil Division of the U.S. Attorney\u2019s Office for the District of Minnesota. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif;\">The team conducted numerous onsite tours of MPD facilities; interviewed MPD officers, supervisors, and command staff; spoke with city officials and employees; accompanied behavioral crisis responders and officers on ride-alongs; reviewed thousands of documents; and watched thousands of hours of body-worn camera footage. Department attorneys and staff also met with community members, advocates, service providers, and other stakeholders in the Minneapolis area.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif;\">The Department conducted this investigation which prohibits law enforcement officers from engaging in a pattern or practice of conduct that deprives people of rights.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif;\">The findings announced today are the result of the Department\u2019s civil pattern or practice investigation and are separate from the Department\u2019s criminal cases against former MPD officers for federal crimes related to the death of George Floyd.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif;\">George Floyd was a 46-year-old Black man who was killed by Minneapolis police officers on May 25, 2020<\/span><\/p>\n<\/div>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif;\">This is one of eight investigations into law enforcement agencies opened during this Administration by the Civil Rights Division of the Justice Department:<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif;\"><a href=\"https:\/\/www.justice.gov\/opa\/pr\/justice-department-announces-investigation-city-phoenix-and-phoenix-police-department\">Phoenix Police Department<\/a><\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif;\">\u00a0<a href=\"https:\/\/www.justice.gov\/opa\/pr\/justice-department-launches-investigation-mount-vernon-police-department\">Mount Vernon Police Department<\/a><\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif;\"><a href=\"https:\/\/www.justice.gov\/opa\/pr\/justice-department-announces-investigation-louisiana-state-police\">Louisiana State Police<\/a><\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif;\">\u00a0<a href=\"https:\/\/www.justice.gov\/opa\/pr\/justice-department-announces-investigation-new-york-city-police-department-s-special-victims\">New York City Police Department\u2019s Special Victims Division<\/a><\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif;\">\u00a0<a href=\"https:\/\/www.justice.gov\/opa\/pr\/justice-department-launches-investigation-worcester-police-department\">Worcester Police Department<\/a><\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif;\">\u00a0<a href=\"https:\/\/www.justice.gov\/opa\/pr\/justice-department-launches-investigation-oklahoma-s-mental-health-service-system-and\">Oklahoma City Police Department<\/a>. <\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif;\">The Department has issued\u00a0 reports in the past year regarding the <a href=\"https:\/\/www.justice.gov\/opa\/pr\/justice-department-finds-civil-rights-violations-louisville-metro-police-department-and\">Louisville Metro Police Department,<\/a>\u00a0as well as the\u00a0<a href=\"https:\/\/www.justice.gov\/opa\/pr\/justice-department-finds-civil-rights-violations-orange-county-california-district-attorney-s\">Orange County District Attorney\u2019s Office and Sheriff\u2019s Department<\/a>.<\/span><\/p>\n<div class=\"field__item even\">\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif;\">Additional information about the Civil Rights Division is available on its website at\u00a0<a href=\"https:\/\/www.justice.gov\/crt\" target=\"_blank\" rel=\"noopener\">www.justice.gov\/crt<\/a>.
