{"id":5347,"date":"2014-08-06T17:58:04","date_gmt":"2014-08-07T00:58:04","guid":{"rendered":"https:\/\/cjnotebook.com\/?p=5347"},"modified":"2014-08-06T17:58:05","modified_gmt":"2014-08-07T00:58:05","slug":"adoption-agency-manager-pleads-guilty-ethiopian-adoption-fraud","status":"publish","type":"post","link":"https:\/\/cjnotebook.com\/?p=5347","title":{"rendered":"Adoption Agency Manager Pleads Guilty to Ethiopian Adoption Fraud"},"content":{"rendered":"<p><strong><a href=\"https:\/\/cjnotebook.com\/adoption-agency-manager-pleads-guilty-ethiopian-adoption-fraud\/u-s-department-of-state-diplomatic-security\/\" rel=\"attachment wp-att-5348\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-thumbnail wp-image-5348\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/08\/U.S.-Department-of-State-Diplomatic-Security-150x150.gif\" alt=\"U.S. Department of State Diplomatic Security\" width=\"150\" height=\"150\" \/><\/a>SOUTH CAROLINA<\/strong> &#8211; A former foreign program director of International Adoption Guides Inc., an adoption agency, pleaded guilty Wednesday to conspiring with others to defraud the United States by paying bribes to foreign officials and submitting fraudulent documents to the State Department for adoptions from Ethiopia.<\/p>\n<p><strong>Alisa Bivens<\/strong>, 42, admitted,as part of her plea, that she and her co-conspirators submitted fraudulent documents to the State Department to facilitate adoptions of Ethiopian children by U.S. parents from 2006 until 2009.<\/p>\n<p>In support of U.S. visa applications for the Ethiopian children, authorities said Bivens and others submitted false documentation, including contracts of adoption signed by orphanages that could not properly give the children up for adoption because, for example, the child in question was never cared for or never resided at the orphanage.<\/p>\n<p>This ongoing investigation is being conducted by the Bureau of Diplomatic Security<\/p>\n<p>In entering her guilty plea, Bivens also admitted the following:<\/p>\n<ul>\n<li>She and others paid bribes to two Ethiopian officials so that those officials would help with the fraudulent adoptions.<\/li>\n<li>The first of these two foreign officials, an audiologist and teacher at a government school, accepted money and other valuables in exchange for providing non-public medical information and social history information for potential adoptees to the conspirators.<\/li>\n<li>The second foreign official, the head of a regional ministry for women\u2019s and children\u2019s affairs, received money and all-expenses-paid travel in exchange for approving the adoption agency&#8217;s applications for inter-country adoptions and for ignoring the agency&#8217;s failure to maintain a properly licensed adoption facility.<\/li>\n<\/ul>\n<p>Sentencing for Bivens will be scheduled at a later date.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>SOUTH CAROLINA &#8211; A former foreign program director of International Adoption Guides Inc., an adoption agency, pleaded guilty Wednesday to conspiring with others to defraud the United States by paying bribes to&#8230;<\/p>\n","protected":false},"author":1,"featured_media":0,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[1],"tags":[739,740,738],"class_list":["post-5347","post","type-post","status-publish","format-standard","hentry","category-uncategorized","tag-adoption-agency","tag-department-of-state-diplomatic-security","tag-international-adoption-guides"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.7 -
