We will continue to pursue politicians who violate their sacred oaths by placing their own desires ahead of their constituents\u2019 needs.\u201d<\/span><\/p>\n<p class=\"yiv8639603461MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 18px;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 In June 2017, Baldwin Park began permitting the cultivation, manufacture, and distribution of marijuana within its city limits. <\/span><\/p>\n<p class=\"yiv8639603461MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 18px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-1381 alignleft\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/03\/irs2-300x244.jpg\" alt=\"\" width=\"300\" height=\"244\" srcset=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/03\/irs2-300x244.jpg 300w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/03\/irs2.jpg 443w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>Soon afterward, then-Baldwin Park City Councilman Ricardo Pacheco, 60, of Baldwin Park, began soliciting bribes from businesses seeking marijuana development agreements and related permits in the city, according to court documents. <\/span><\/p>\n<p class=\"yiv8639603461MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 18px;\">In exchange for the illicit payments, Pacheco agreed to use his position in city government to help the companies with obtaining marijuana permits, including voting in their favor.<\/span><\/p>\n<p class=\"yiv8639603461MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 18px;\">According to the indictment, Galvan first paid Pacheco a $10,000 bribe in August 2017 to secure Pacheco\u2019s support for a future consulting client\u2019s marijuana permit.\u00a0 <\/span><\/p>\n<p class=\"yiv8639603461MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 18px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-5851 alignright\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/09\/FBI-Image-300x199.jpg\" alt=\"\" width=\"300\" height=\"199\" srcset=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/09\/FBI-Image-300x199.jpg 300w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/09\/FBI-Image-90x60.jpg 90w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/09\/FBI-Image-180x120.jpg 180w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/09\/FBI-Image-95x64.jpg 95w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/09\/FBI-Image.jpg 500w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>Then, after securing W&amp;F as a client, Galvan facilitated $70,000 in bribes from Bai to Pacheco. <\/span><\/p>\n<p class=\"yiv8639603461MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 18px;\">Pacheco served on Baldwin Park\u2019s city council from 1997 until his resignation in June 2020, and he was the city\u2019s mayor pro tempore in 2018. <\/span><\/p>\n<p class=\"yiv8639603461MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 18px;\">Galvan allegedly paid the bribes in exchange for Pacheco\u2019s political support of and promise to deliver Baldwin Park\u2019s approval of marijuana permits for W&amp;F. Pacheco then delivered, voting in favor of W&amp;F\u2019s marijuana permit and later voting in favor of W&amp;F\u2019s bid to relocate its operations.<\/span><\/p>\n<p class=\"yiv8639603461MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 18px;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Throughout the scheme, Galvan and Bai allegedly took steps to cover up their illegal payments to Pacheco by concealing Bai and W&amp;F\u2019s connection to the payments for Pacheco. <\/span><\/p>\n<p class=\"yiv8639603461MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 18px;\">For example, Bai collected checks from third parties who owed him money and then \u2013 at Galvan\u2019s direction \u2013 gave Galvan the checks with blank payee lines. Galvan then gave the checks to Pacheco, who arranged for them to be cashed by either him or third parties.<\/span><\/p>\n<p class=\"yiv8639603461MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 18px;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 If convicted of all charges, Galvan and Bai face up to five years in federal prison for the conspiracy count, up to 10 years for the bribery count, and up to 20 years for each honest services wire fraud count.<\/span><\/p>\n<p class=\"yiv8639603461MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 18px;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Pacheco\u00a0<a href=\"https:\/\/www.justice.gov\/usao-cdca\/pr\/former-member-baldwin-park-city-council-pleads-guilty-bribery-and-admits-receiving\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">pleaded guilty<\/a> in June 2020 to one count of bribery for accepting tens of thousands of dollars in bribes \u2013 including $20,000 in cash \u2013 from a Baldwin Park Police officer working at the FBI\u2019s direction.<\/span><\/p>\n<p class=\"yiv8639603461MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 18px;\">In exchange for the council member\u2019s political support of the Baldwin Park Police Association\u2019s contract with the city. Pacheco\u2019s sentencing hearing is scheduled for June 17, 2024.<\/span><\/p>\n<p class=\"yiv8639603461MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 18px;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 In November 2022, prosecutors\u00a0<a href=\"https:\/\/www.justice.gov\/usao-cdca\/pr\/former-san-bernardino-county-planning-commissioner-agrees-plead-guilty-bribery-charge\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">secured a guilty plea<\/a>\u00a0to a bribery charge from Gabriel Chavez, 66, of Upland, a former San Bernardino County planning commissioner who admitted to funneling bribes through his company to Pacheco in exchange for the politician\u2019s votes and influence over the city\u2019s cannabis permitting process. Chavez\u2019s sentencing hearing is scheduled for December 11.<\/span><\/p>\n<p class=\"yiv8639603461MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 18px;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Both Chavez and Pacheco have signed plea agreements agreeing to cooperate in the government\u2019s ongoing investigation.<\/span><\/p>\n<p class=\"yiv8639603461MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 18px;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The FBI and IRS Criminal Investigation are investigating this matter.<b><\/b><\/span><\/p>\n<p class=\"yiv8639603461MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 18px;\">Assistant U.S. Attorneys Thomas F.
