289px) 100vw, 289px\" \/>Two Los Angeles-area men who unlawfully sold or purchased police badges from a southeastern San Diego County tribe\u2014one who lied to the FBI about the scheme and the other who was arrested while high on drugs while carrying a stash of firearms and claiming to be a police officer\u2014have agreed to plead guilty, the Justice Department announced Thursday.<\/span><\/p>\n<p class=\"yiv1799756144MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 19px;\">The two defendants named in court papers filed Tuesday are:<\/span><\/p>\n<ul type=\"disc\">\n<li class=\"yiv1799756144MsoListParagraphCxSpFirst\"><span style=\"font-size: 19px;\">Colin Gilbert, 80, of Marina del Rey, has agreed to plead guilty to one count of making false statements, which carries a statutory maximum sentence of five years in federal prison and<\/span><\/li>\n<li class=\"yiv1799756144MsoListParagraphCxSpLast\"><span style=\"font-size: 19px;\">Akiva Grunewald, 45, of West Los Angeles, has agreed to plead guilty to one count of bribery, a crime with a penalty of up to 10 years in federal prison.<\/span><\/li>\n<\/ul>\n<p class=\"yiv1799756144MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 19px;\">Gilbert and Grunewald are expected to enter guilty pleas in the coming weeks.<\/span><\/p>\n<p class=\"yiv1799756144MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 19px;\">According to court documents, beginning in 2016, Gilbert and others recruited wealthy people to join the Manzanita Tribal Police Department. <\/span><\/p>\n<p class=\"yiv1799756144MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 19px;\">Gilbert lived approximately 177 miles\u2014three hours by car\u2014from the Manzanita Reservation, was not a member, and had no affiliation with the Manzanita Tribe. <\/span><\/p>\n<p class=\"yiv1799756144MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 19px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-14118 alignright\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2015\/07\/Police-Protect-and-Serve-217x300.jpg\" alt=\"\" width=\"217\" height=\"300\" srcset=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2015\/07\/Police-Protect-and-Serve-217x300.jpg 217w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2015\/07\/Police-Protect-and-Serve.jpg 310w\" sizes=\"auto, (max-width: 217px) 100vw, 217px\" \/>The wealthy individuals were asked to make a large payment, ranging from $5,000 to $100,000 and sometimes styled as a \u201cdonation,\u201d in exchange for membership in the Manzanita PD, which they wanted because of the benefits they believed having law enforcement credentials would bring them.<\/span><\/p>\n<p class=\"yiv1799756144MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 19px;\">In August 2019, Gilbert arranged for an individual whom Gilbert understood had no prior law enforcement experience or training to become a member of the Manzanita Tribal Police Department after making a $5,000 payment, court documents indicate.<\/span><\/p>\n<p class=\"yiv1799756144MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 19px;\">The buyer told Gilbert that his primary motivation for obtaining the badge was so he could carry a concealed firearm without a permit.<\/span><\/p>\n<p class=\"yiv1799756144MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 19px;\">During a November 2019 interview with the FBI, Gilbert lied, partly by telling agents, &#8220;Everybody that I had brought on had proper credentials, had the proper training, and had everything done correctly,\u201d according to his plea agreement. <\/span><\/p>\n<figure id=\"attachment_51091\" aria-describedby=\"caption-attachment-51091\" style=\"width: 200px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-51091\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2022\/10\/giorgio-trovato-wyxqqpyfnk8-unsplash-200x300.jpeg\" alt=\"white and black printer paper\" width=\"200\" height=\"300\" style=\"text-align: center;\"><span style=\"font-size: 19px;\">Gilbert then falsely told the FBI that everyone, including the newest recruit, had taken a specific law enforcement training class before receiving credentials, even though Gilbert knew this individual had not. <\/span><\/p>\n<p class=\"yiv1799756144MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 19px;\">After his interview with the FBI, Gilbert called the new recruit and asked him to return the credentials and, if ever asked, deny having received them, according to the evidence.<\/span><\/p>\n<p class=\"yiv1799756144MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 19px;\">For his part, in July 2018, Grunewald corruptly gave the Manzanita Tribal Police Department chief $20,000, intending to obtain a tribal police badge. Grunewald had never served as, or trained to become, a law enforcement officer and had never served in the military or as a private security officer. <\/span><\/p>\n<p class=\"yiv1799756144MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 19px;\">Instead, Grunewald\u2019s motivation was to conceal and carry firearms in California without getting a permit.<\/span><\/p>\n<p class=\"yiv1799756144MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 19px;\">After receiving the badge, Culver City Police pulled over Grunewald in August 2018 after noticing that he had run across a busy street and entered a black Range Rover with tinted windows, no front license plate, and a rear license plate that belonged to a different car. <\/span><\/p>\n<p class=\"yiv1799756144MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 19px;\">At the time, Grunewald was an addict and an illegal user of oxycodone and other narcotics.<\/span><\/p>\n<p class=\"yiv1799756144MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 19px;\">During the traffic stop, Grunewald displayed his Manzanita PD badge out of his window and identified himself as a police officer. Grunewald \u201cwas shaking visibly, sweating, and appearing extremely nervous,\u201d his plea agreement states.<\/span><\/p>\n<p class=\"yiv1799756144MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 19px;\">The police officer asked Grunewald to exit the vehicle after Grunewald said he was carrying a firearm on his right hip. <\/span><\/p>\n<p class=\"yiv1799756144MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 19px;\">During a search of the vehicle and Grunewald himself, law enforcement recovered two loaded firearms, approximately 43 oxycodone pills, a police gun belt with handcuffs, a collapsible baton, a tactical vest, pepper spray, and numerous other badges and credentials associated with other law enforcement agencies.<\/span><\/p>\n<p class=\"yiv1799756144MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 19px;\">After his August 2018 Culver City arrest resulted in the seizure of his badges, Grunewald asked the Manzanita Tribal Police chief for another badge. <\/span><\/p>\n<p class=\"yiv1799756144MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 19px;\">Grunewald then used these new credentials to purchase several firearms, including a semi-automatic rifle. <\/span><\/p>\n<p class=\"yiv1799756144MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 19px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-52171 alignleft\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2023\/02\/GavelcourtroomFeb92023-300x214.jpeg\" alt=\"\" width=\"300\" height=\"214\" srcset=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2023\/02\/GavelcourtroomFeb92023-300x214.jpeg 300w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2023\/02\/GavelcourtroomFeb92023-1024x731.jpeg 1024w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2023\/02\/GavelcourtroomFeb92023-768x548.jpeg 768w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2023\/02\/GavelcourtroomFeb92023-1536x1097.jpeg 1536w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2023\/02\/GavelcourtroomFeb92023.jpeg 1920w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>During these gun buys, Grunewald lied on federal forms that he was not an unlawful user of, or addicted to, marijuana or any depressant, stimulant, narcotic drug, or any other controlled substance when, in fact, he was.<\/span><\/p>\n<p class=\"yiv1799756144MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 19px;\">In May 2019, Los Angeles Police arrested Grunewald, who possessed firearms and ammunition and was under the influence of oxycodone at the time, following multiple 911 phone calls reporting indecent exposure at a gas station with an undressed man\u2014Grunewald\u2014in distress, hitting himself.<\/span><\/p>\n<p class=\"yiv1799756144MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 19px;\">Grunewald, who was sweating profusely, again identified himself as a police officer and told law enforcement he had taken Percocet and Ambien. <\/span><\/p>\n<p class=\"yiv1799756144MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 19px;\">Police found two Manzanita PD badges and other law enforcement IDs on Grunewald\u2019s person. Police searched Grunewald\u2019s black Range Rover and found four firearms, including the semi-automatic rifle, along with more than 200 rounds of ammunition.<\/span><\/p>\n<p class=\"yiv1799756144MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 19px;\">In October 2021, a guilty plea was secured from Anthony Reyes Vazquez, 51, of Oxnard, who admitted to stealing more than $300,000 while serving as the head of the Manzanita Tribal Police from 2012 to 2018. <\/span><\/p>\n<p class=\"yiv1799756144MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 19px;\">Vazquez <a href=\"https:\/\/www.justice.gov\/usao-cdca\/pr\/ventura-county-man-who-headed-tribal-police-agency-pleads-guilty-pocketing-300000\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">pleaded guilty<\/a>\u00a0in U.S. District Court in San Diego to one count of theft concerning programs receiving federal funds. <\/span><\/p>\n<p class=\"yiv1799756144MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 19px;\">Vazquez sold fake badges to buyers who made substantial payments to become members of the Manzanita Tribal Police Department and have privileges available to law enforcement officers, such as carrying concealed weapons.<\/span><\/p>\n<p class=\"yiv1799756144MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 19px;\">Vazquez is scheduled for sentencing on April 29.<\/span><\/p>\n<p class=\"yiv1799756144MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 19px;\">The FBI in Los Angeles and San Diego investigated this matter with substantial assistance from the Culver City Police Department and the Los Angeles Police Department.<\/span><\/p>\n<p class=\"yiv1799756144MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 19px;\">Assistant U.S. Attorney Frances S.
