Staton sentenced Eduard Gasparyan, 38, also known as &#8220;Rudy Pineda&#8221; and &#8220;Papin Galstyan,&#8221; of Granada Hills, and ordered him to pay $2,232,767 in restitution.<\/span><\/p>\n<p class=\"yiv9601909488MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">Gasparyan pleaded guilty in February 2023 to one count of conspiracy to commit wire fraud.<\/span><\/p>\n<p class=\"yiv9601909488MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">From at least 2020 to September 2022, Gasparyan and his then-fianc\u00e9e, Angela Karchyan, 39, of Granada Hills, stole the identities of victims and used them to apply for unemployment insurance benefits from the California Employment Development Department (EDD), which administers the state\u2019s unemployment insurance program.<\/span><\/p>\n<p class=\"yiv9601909488MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">As the COVID-19 pandemic worsened in 2020, Congress implemented Pandemic Unemployment Assistance (PUA) provisions to expand access to unemployment benefits to self-employed workers, independent contractors, and others who would not otherwise be eligible for them.<\/span><\/p>\n<p class=\"yiv9601909488MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-55483 alignleft\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2024\/02\/download-92.jpg\" alt=\"\" width=\"306\" height=\"306\" srcset=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2024\/02\/download-92.jpg 225w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2024\/02\/download-92-150x150.jpg 150w\" sizes=\"auto, (max-width: 306px) 100vw, 306px\" \/>After the bogus unemployment insurance benefits applications were approved, Gasparyan and Karchyan used debit cards containing the fraudulently obtained benefits to withdraw cash at ATMs.<\/span><\/p>\n<p class=\"yiv9601909488MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">For example, on August 23, 2021, Gasparyan was filmed via surveillance camera at a bank ATM withdrawing $4,500 from nine debit cards within 7 minutes. Three of the debit cards were issued in Gasparyan\u2019s name, while the other six were in the names of other individuals, court documents state.<\/span><\/p>\n<p class=\"yiv9601909488MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">According to court documents, from February 2020 to August 2022, EDD paid out approximately $544,089 in fraudulently obtained jobless benefits on at least 32 claims using the same address in Van Nuys that Gasparyan used as a mailing address. During that same time, EDD paid about $307,012 in jobless benefits on at least 16 claims to a Granada Hills address linked to Gasparyan.<\/span><\/p>\n<p class=\"yiv9601909488MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">Gasparyan and Karchyan purchased vehicles using their names as well as the names of identity theft victims. Still, they gave the sellers worthless checks or bank account numbers to pay for the vehicles.<\/span><\/p>\n<p class=\"yiv9601909488MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">Gasparyan and his co-conspirators also used stolen identities to rent vehicles. Then, they caused the DMV to remove the true owners\u2014rental car companies\u2014from registering those vehicles using forged documents.<\/span><\/p>\n<p class=\"yiv9601909488MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-54314 alignright\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2023\/10\/wyxqqpyfnk8-200x300.jpg\" alt=\"white and black printer paper\" width=\"200\" height=\"300\" srcset=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2023\/10\/wyxqqpyfnk8-200x300.jpg 200w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2023\/10\/wyxqqpyfnk8-683x1024.jpg 683w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2023\/10\/wyxqqpyfnk8-768x1152.jpg 768w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2023\/10\/wyxqqpyfnk8-300x450.jpg 300w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2023\/10\/wyxqqpyfnk8.jpg 800w\" sizes=\"auto, (max-width: 200px) 100vw, 200px\" \/><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-55470\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2024\/02\/courtroom_1707424062.jpg\" alt=\"\" width=\"1\" height=\"1\" \/><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-55470\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2024\/02\/courtroom_1707424062.jpg\" alt=\"\" width=\"1\" height=\"1\" \/>\u201cThe primary victims of [Gasparyan\u2019s] conspiracy are the taxpayers, whose efforts to ameliorate the suffering of those who lost their jobs during the COVID pandemic [Gasparyan] took for himself, and the owners of the automobiles he stole,\u201d prosecutors argued in a sentencing memorandum. \u201cOf course, many individual victims of [Gasparyan\u2019s] identity theft also suffered the anxiety of destroyed credit ratings and the tremendous effort necessary to prove to lenders and landlords that they are not deadbeats, but rather victims of [Gasparyan\u2019s] scheme.\u201d<\/span><br \/>\n<span style=\"font-size: 20px;\">Karchyan pleaded guilty in February 2023 to one count of conspiracy to commit wire fraud.
