{"id":55615,"date":"2024-02-27T19:27:16","date_gmt":"2024-02-28T03:27:16","guid":{"rendered":"https:\/\/cjnotebook.com\/?p=55615"},"modified":"2024-02-27T19:27:36","modified_gmt":"2024-02-28T03:27:36","slug":"four-guilty-of-bid-rigging-and-price-fixing-of-oklahoma-transportation-construction-contractors","status":"publish","type":"post","link":"https:\/\/cjnotebook.com\/?p=55615","title":{"rendered":"Four Guilty of Bid Rigging and Price Fixing of Oklahoma Transportation Construction Contractors"},"content":{"rendered":"<div class=\"node-body\">\n<div class=\"field-formatter--text-default field-text-format--wysiwyg text-formatted field_body\">\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-229 alignright\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2013\/12\/FBI-300x165.png\" alt=\"\" width=\"405\" height=\"223\" srcset=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2013\/12\/FBI-300x165.png 300w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2013\/12\/FBI.png 615w\" sizes=\"auto, (max-width: 405px) 100vw, 405px\" \/>Four erosion control company owners or managers plead guilty to rigging bids and fixing prices, officials stated.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">The guilty pleas are part of a conspiracy targeting over $100 million in publicly funded transportation construction contracts across Oklahoma.<\/span><\/p>\n<p style=\"text-align: center;\"><strong><span style=\"font-size: 20px;\">The four who plead guilty are the following individuals:\u00a0<\/span><\/strong><\/p>\n<ul>\n<li style=\"text-align: left;\"><span style=\"font-size: 20px;\">Stanley Mark Smith, a company owner, pleaded guilty Tuesday. <\/span><\/li>\n<li style=\"text-align: left;\"><span style=\"font-size: 20px;\">Roy Henry Henrich, a former owner and officer of another company, pleaded guilty on Dec. 4, 2023.<\/span><\/li>\n<li style=\"text-align: left;\"><span style=\"font-size: 20px;\"> Ryan Ashley Sullivan, an owner and executive of a third company, pleaded guilty on Nov. 6, 2023<\/span><\/li>\n<li style=\"text-align: left;\"><span style=\"font-size: 20px;\"> James Travis Feazel, a former operations manager of a fourth company, pleaded guilty on Sept. 26, 2023.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">The defendants each pleaded guilty to a violation of Section 1 of the Sherman Act.\u00a0 <\/span><span style=\"font-size: 20px;\">They each face up to 10 years in prison and fines totaling $1 million or more.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">According to court documents filed in federal court in Oklahoma City, Smith, Heinrich, Sullivan, and Feazel conspired, along with others, to rig bids, fix prices, and allocate contracts for erosion control products and services.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-16417 alignleft\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2015\/10\/Veterans-Fraud-300x172.png\" alt=\"\" width=\"300\" height=\"172\" srcset=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2015\/10\/Veterans-Fraud-300x172.png 300w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2015\/10\/Veterans-Fraud.png 480w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>Starting in 2017, Smith, Heinrich, Sullivan, Feazel, and their co-conspirators agreed to raise prices and divide up contracts across different areas of Oklahoma. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">As part of this criminal conspiracy, they often sent intentionally high-priced bids or outright refused to bid. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Smith \u2014 whose company targeted over $42 million worth of contracts as part of the conspiracy \u2014 and Feazel \u2014 whose company targeted over $50 million worth of contracts \u2014 continued conspiring into April 2023. Heinrich \u2014 whose company targeted over $7 million worth of contracts \u2014 was part of the conspiracy until at least July 2021, and Sullivan was part of the conspiracy until at least April 2019.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-1057 size-medium alignright\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/02\/Justice-Depart-300x300.jpg\" alt=\"\" width=\"300\" height=\"300\" srcset=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/02\/Justice-Depart-300x300.jpg 300w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/02\/Justice-Depart-150x150.jpg 150w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/02\/Justice-Depart.jpg 320w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">\u201cIn Oklahoma and across the United States, Americans depend on transportation infrastructure as they travel to work, study, shop and visit family. Protecting fair and open competition for the public contracts that fund this infrastructure has never been more vital,\u201d said Assistant Attorney General Jonathan Kanter of the Justice Department\u2019s Antitrust Division. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Adding, \u201cThese guilty pleas show that the Justice Department and its Procurement Collusion Strike Force partners are committed to investigating and prosecuting anyone who uses criminal schemes to target infrastructure contracts.\u201d<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">\u201cProtecting fair and open marketplace competition is essential to protect taxpayers and to ensure consumers can trust publicly funded contracts\u201d said U.S. Attorney Robert J.
