Dickau, 35, from Tustin, California, admitted to directing recruiters to offer bribes to drug addicts and then receiving referral fees from the rehabilitation centers. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">He pleaded guilty via videoconference before U.S. District Judge Peter G. Devlin, Akikur Mohammad, Lauren Philhower, and Anastasia Passas.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Dickau, Welsh, and Devlin operated a marketing company in California that orchestrated the scheme across multiple states, including New Jersey, Maryland, and California. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-229 alignright\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2013\/12\/FBI-300x165.png\" alt=\"\" width=\"389\" height=\"214\" srcset=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2013\/12\/FBI-300x165.png 300w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2013\/12\/FBI.png 615w\" sizes=\"auto, (max-width: 389px) 100vw, 389px\" \/>They paid recruiters to bribe individuals addicted to heroin and other drugs, encouraging them to enter drug rehabilitation centers.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\"> Once these individuals agreed to enroll in rehabilitation programs in exchange for bribes, the conspirators facilitated cross-country travel to these centers in California and other states.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\"> The marketing company had nationwide contracts with drug treatment facilities, typically receiving a referral fee between $5,000 and $10,000 per patient. Recruiters, such as Costas, received about half of that fee.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\"> This scheme resulted in millions of dollars in losses for health insurers.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Additionally, Judge Sheridan sentenced Dickau to three years of supervised release. <\/span><\/p>\n<p
