The defendants allegedly spent the money on real estate and vehicles, among other things.\u00a0<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-5061 alignright\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/07\/Department-of-Health-and-Human-Services-Inspector-General.jpg\" alt=\"\" width=\"298\" height=\"300\" srcset=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/07\/Department-of-Health-and-Human-Services-Inspector-General.jpg 298w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2014\/07\/Department-of-Health-and-Human-Services-Inspector-General-150x150.jpg 150w\" sizes=\"auto, (max-width: 298px) 100vw, 298px\" \/>According to an indictment unsealed Thursday, three of the defendants\u2014Petros Fichidzhyan, 43, of Granada Hills, California, Juan Carlos Esparza, 32, of Valley Village, California, and Karpis Srapyan, 34, of Van Nuys, California\u2014allegedly operated a series of sham hospice companies that were purportedly owned by foreign nationals but were in fact owned by the three defendants. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">The defendants allegedly used the foreign nationals\u2019 identifying information to open bank accounts, to sign property leases, and, by Fichidzhyan, to make phone calls to Medicare, and submitted false and fraudulent claims to Medicare for hospice services. <\/span><\/p>\n<p><a href=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2024\/06\/seal-shaded-usa-stockpack-pixabay.png\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-56507 size-medium alignleft\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2024\/06\/seal-shaded-usa-stockpack-pixabay-291x300.png\" alt=\"seal, shaded, usa\" width=\"291\" height=\"300\" srcset=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2024\/06\/seal-shaded-usa-stockpack-pixabay-291x300.png 291w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2024\/06\/seal-shaded-usa-stockpack-pixabay-994x1024.png 994w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2024\/06\/seal-shaded-usa-stockpack-pixabay-768x791.png 768w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2024\/06\/seal-shaded-usa-stockpack-pixabay-300x309.png 300w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2024\/06\/seal-shaded-usa-stockpack-pixabay-850x876.png 850w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2024\/06\/seal-shaded-usa-stockpack-pixabay.png 1242w\" sizes=\"auto, (max-width: 291px) 100vw, 291px\" \/><\/a><span style=\"font-size: 20px;\">In submitting the false claims, the defendants misappropriated doctors&#8217; identifying information, claiming to Medicare that the doctors had determined hospice services were necessary.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">In fact, the recipients of these hospice services were not terminally ill and had never requested or received care from the sham hospices, according to the indictment.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">In some instances, the defendants falsely claimed that the same beneficiary received services from multiple sham hospices.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Fichidzhyan, Esparza, and Srapyan, together with defendants Susanna Harutyunyan, 38, and Mihran Panosyan, 45, both of Winnetka, California, then allegedly laundered the proceeds fraudulently obtained from Medicare. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Fichidzhyan, Esparza, and Srapyan are charged with conspiracy to commit healthcare fraud and aggravated identity theft. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">They are also charged with healthcare fraud. All of the defendants are charged with conspiracy to launder money and money laundering. Fichidzhyan is further charged with making false statements. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Defendants are presumed innocent unless proven guilty.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">All five defendants face up to 40 years in prison if convicted. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Fichidzhyan, Esparza, and Srapyan face an additional mandatory minimum of two years in prison on the aggravated identity theft count.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">The charges announced Friday are the most recent in the Justice Department\u2019s ongoing effort to combat hospice fraud in the greater Los Angeles area.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">The FBI and the Department of Health and Human Services Office of Inspector General investigated the case.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Trial Attorneys Eric C. Schmale and Sarah E.
