Riots in Charlottesville between Alt-Right demonstrators and counterprotesters (photo Edu Bayer)<\/figcaption><\/figure>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">The handbook discusses MKY\u2019s principles and encourages members to engage in acts of mass violence in furtherance of those principles. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">In the handbook, Chkhikvishvili states that he has \u201cmurdered for the white race\u201d and encourages and instructs others to commit acts of mass violence and \u201cethnic cleansing.\u201d <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">For example, and among other things, the handbook encourages its readers to commit school shootings and to use children to perpetrate suicide bombings and other mass killings targeting racial minorities. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-56047 alignleft\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2024\/04\/hate-stockpack-adobe-stock-300x200.jpg\" alt=\"hate\" width=\"300\" height=\"200\" srcset=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2024\/04\/hate-stockpack-adobe-stock-300x200.jpg 300w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2024\/04\/hate-stockpack-adobe-stock-768x512.jpg 768w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2024\/04\/hate-stockpack-adobe-stock-850x567.jpg 850w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2024\/04\/hate-stockpack-adobe-stock.jpg 1000w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>The document describes methods and strategies for committing mass \u201cterror attacks,\u201d including, for example, using vehicles to target \u201clarge outdoor festivals, conventions, celebrations and parades\u201d and \u201cpedestrian congested streets.\u201d It specifically encourages committing attacks within the United States.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">After April 2022, Chkhikvishvili traveled to Brooklyn and stayed with his grandmother. He returned to the United States in June 2022, listing his grandmother&#8217;s Brooklyn address as his residence.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">From at least July 2022, Chkhikvishvili used encrypted messaging platforms to repeatedly encourage others to commit violent hate crimes and acts of violence for MKY. Chkhikvishvili replied, &#8220;Yes, we ask for videos of brutal beatings, arson\/explosions, or murders on camera.&#8221; He added that &#8220;poisoning and arson are the best options for murder&#8221; and suggested considering a larger &#8220;mass murder&#8221; in the United States. He advised that the victims should be &#8220;low race targets.&#8221;<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">In November 2023, Chkhikvishvili solicited the undercover agent (UC) to commit violent crimes, such as bombings and arsons, targeting racial minorities, Jewish individuals, and others. He provided detailed plans, bomb-making instructions, and guidance on making Molotov cocktails to facilitate these crimes.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Also in November 2023, Chkhikvishvili planned a mass casualty attack in New York City for New Year\u2019s Eve. The plan involved someone dressed as Santa Claus handing out candy laced with poison to racial minorities and children at Jewish schools in Brooklyn. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Chkhikvishvili drafted step-by-step instructions and shared detailed manuals on creating and mixing lethal poisons and gases with the UC.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">He also instructed the undercover agent (UC) on making ricin-based poisons in both powder and liquid forms, including extracting ricin from castor beans. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Some of the materials he shared were linked to radical Islamist jihadist groups and designated foreign terrorist organizations like ISIS. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Chkhikvishvili intended for the planned attack to be &#8220;bigger than Breivik,&#8221; referencing Anders Behring Breivik, the Norwegian neo-Nazi who killed 77 people in a 2011 bombing and mass shooting. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">He also claimed to have committed other hate crimes while living in Brooklyn in 2022, boasting that he was &#8220;glad I have murdered&#8221; and that he would &#8220;murder more&#8221; but wanted &#8220;others to murder first.&#8221;<\/span><\/p>\n<div class=\"flex flex-grow flex-col max-w-full\" style=\"text-align: center;\">\n<div class=\"min-h-[20px] text-message flex flex-col items-start whitespace-pre-wrap break-words [.text-message+&amp;]:mt-5 juice:w-full juice:items-end overflow-x-auto gap-2\" dir=\"auto\" data-message-author-role=\"assistant\" data-message-id=\"674d03e9-1942-416c-8615-8d0a8d7d0382\">\n<div class=\"flex w-full flex-col gap-1 juice:empty:hidden juice:first:pt-[3px]\">\n<div class=\"markdown prose w-full break-words dark:prose-invert dark\">\n<p><span style=\"font-size: 20px;\">If convicted, Chkhikvishvili faces up to 20 years in prison for soliciting violent felonies (including hate crimes and transporting explosives with intent to kill or injure), up to five years for conspiring to solicit violent felonies, up to 20 years for distributing information on making and using explosive devices, and up to five years for transmitting threatening communications<\/span><\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">The FBI is investigating the case.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Assistant U.S. Attorneys Ellen H. Sise and Andrew D. Reich for the Eastern District of New York and Trial Attorney Jennifer Levy of the National Security Division\u2019s Counterterrorism Section are prosecuting the case.
