Matthew Perry\u2019s journey began with unscrupulous doctors who abused their position of trust because they saw him as a payday, to street dealers who gave him ketamine in unmarked vials. Every day, the DEA works tirelessly with our federal, state, and local partners to protect the public and to hold accountable those that distribute deadly and dangerous drugs \u2013 whether they are local drug traffickers or doctors who violate their sworn oath to care for patients.\u201d<\/span><\/p>\n<p class=\"yiv0941204767MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">The three other defendants, charged separately, are:<\/span><\/p>\n<ul>\n<li><span style=\"font-size: 20px;\">Eric Fleming, 54, of Hawthorne, pleaded guilty on August 8 to one count of conspiracy to distribute ketamine and one count of distribution of ketamine resulting in death. Fleming admitted in court documents that he distributed the ketamine that killed Perry. He further admitted to obtaining the ketamine from his source, Sangha, and to distributing 50 vials of ketamine to Perry\u2019s live-in personal assistant, Kenneth Iwamasa \u2013 half of them four days before Perry\u2019s death.<\/span><\/li>\n<li><span style=\"font-size: 20px;\">Kenneth Iwamasa, 59, of Toluca Lake, conspired with Sangha, Fleming, and Plasencia to illegally obtain ketamine and distribute it to Perry. Iwamasa, who pleaded guilty on August 7 to one count of conspiracy to distribute ketamine causing death, admitted to repeatedly injecting Perry with ketamine without medical training, including performing multiple injections on Perry on October 28, 2023\u2014the day Perry died.<\/span><\/li>\n<li><span style=\"font-size: 20px;\">Dr. Mark Chavez, 54, of San Diego, is a physician who has agreed to plead guilty to one count of conspiracy to distribute ketamine, Chavez admitted in his plea agreement to selling ketamine to Plasencia, including ketamine that he had diverted from his former ketamine clinic. Chavez also obtained additional ketamine to transfer to Plasencia by making false representations to a wholesale ketamine distributor and by submitting a fraudulent prescription in the name of a former patient without that patient\u2019s knowledge or consent.<\/span><\/li>\n<\/ul>\n<p class=\"yiv0941204767MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">According to the superseding indictment unsealed Thursday in late September 2023, Plasencia learned that Perry, a successful actor whose history of drug addiction was well documented, was interested in obtaining ketamine. <\/span><\/p>\n<p class=\"yiv0941204767MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">Ketamine is a general anesthetic whose medical risks require a healthcare professional to monitor a patient who has just been given the drug.<\/span><\/p>\n<p class=\"yiv0941204767MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">After learning about Perry\u2019s interest in ketamine, Plasencia contacted Chavez, who previously operated a ketamine clinic \u2013 to obtain ketamine to sell to Perry. In text messages to Chavez, Plasencia discussed how much to charge Perry for the ketamine, stating, \u201cI wonder how much this moron will pay\u201d and \u201cLet&#8217;s [sic] find out.\u201d<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-15321 alignright\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2015\/09\/DEA-IMAGE-300x169.jpg\" alt=\"Doctor and 18 Others Indicted for Distributing Prescription Drugs\" width=\"300\" height=\"169\" srcset=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2015\/09\/DEA-IMAGE-300x169.jpg 300w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2015\/09\/DEA-IMAGE.jpg 540w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/p>\n<p class=\"yiv0941204767MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 During September and October of 2023, Plasencia distributed ketamine to Perry and Iwamasa outside the usual course of professional practice and without a legitimate medical purpose on at least seven occasions. He did so by teaching Iwamasa how to inject Perry with ketamine, selling ketamine to Iwamasa to inject into Perry, leaving vials of ketamine with Iwamasa for self-administration, personally injecting ketamine into Perry without the proper safety equipment\u2014including once inside a car parked in a Long Beach parking lot\u2014and failing to properly monitor Perry after Plasencia injected Perry with the drug. <\/span><\/p>\n<p class=\"yiv0941204767MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">Plasencia knew that Iwamasa had never received medical training and knew little, if anything, about administering or treating patients with controlled substances.<\/span><\/p>\n<p class=\"yiv0941204767MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-29089 alignleft\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2017\/01\/Los-Angeles-Police-Department-209x300.jpg\" alt=\"\" width=\"209\" height=\"300\" \/>The superseding indictment also alleges that Plasencia conspired with Chavez about inventory, price, and availability of ketamine to sell to Perry and Iwamasa. <\/span><\/p>\n<p class=\"yiv0941204767MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">Chavez, in turn, sold Plasencia orally administered ketamine lozenges that he obtained after writing a fraudulent prescription in a patient\u2019s name without her knowledge or consent, and lied to wholesale ketamine distributors to buy additional vials of liquid ketamine that Chavez intended to sell to Plasencia for distribution to Perry.<\/span><\/p>\n<div class=\"flex max-w-full flex-col flex-grow\">\n<div class=\"min-h-[20px] text-message flex w-full flex-col items-end gap-2 whitespace-pre-wrap break-words [.text-message+&amp;]:mt-5 overflow-x-auto\" dir=\"auto\" data-message-author-role=\"assistant\" data-message-id=\"296c90b3-23ac-4835-b6c0-1773fcd011c6\">\n<div class=\"flex w-full flex-col gap-1 empty:hidden first:pt-[3px]\">\n<div class=\"markdown prose w-full break-words dark:prose-invert dark\">\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">During September and October 2023, Plasencia distributed ketamine to Perry and Iwamasa outside the bounds of professional practice and without a legitimate medical purpose on at least seven occasions. He facilitated this by teaching Iwamasa how to inject Perry with ketamine, selling ketamine to Iwamasa for this purpose, leaving vials of ketamine with Iwamasa for self-administration, personally injecting Perry with ketamine\u2014once even inside a car parked in a Long Beach parking lot\u2014without proper safety equipment, and failing to adequately monitor Perry after the injections.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Plasencia was aware that Iwamasa had no medical training and knew little, if anything, about administering or managing controlled substances.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">The superseding indictment further alleges that Plasencia conspired with Chavez regarding the inventory, pricing, and availability of ketamine for sale to Perry and Iwamasa.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Chavez, in turn, sold Plasencia ketamine lozenges for oral administration, which he had obtained by writing a fraudulent prescription in a patient\u2019s name without her knowledge or consent. He also deceived wholesale ketamine distributors to acquire additional vials of liquid ketamine, which he intended to sell to Plasencia for distribution to Perry.<\/span><\/p>\n<\/div>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Starting in mid-October 2023, Iwamasa began obtaining ketamine for Perry from Fleming and Sangha. After negotiating prices with Iwamasa, Fleming coordinated the drug sales with Sangha and delivered cash from Iwamasa to Sangha\u2019s stash house in North Hollywood to purchase vials of ketamine.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">On October 24, 2024, while waiting for Sangha\u2019s ketamine to arrive, Fleming informed Iwamasa that the ketamine was \u201con its way to our girl,\u201d referring to Sangha. Since at least 2019, Sangha has been distributing ketamine and other illegal drugs from her stash house in North Hollywood.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Sangha was aware of the dangers associated with ketamine. In August 2019, she sold ketamine to Cody McLaury just hours before his overdose death. After a family member of McLaury\u2019s texted Sangha, accusing her ketamine of causing McLaury\u2019s death, Sangha conducted a Google search for \u201ccan ketamine be listed as a cause of death[?]\u201d Despite this, the superseding indictment alleges that Sangha continued selling ketamine from her stash house.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Iwamasa administered multiple injections of ketamine obtained from Fleming and Sangha to Perry, following the instructions and using the syringes provided by Plasencia. This included an injection on October 28, 2023, when Perry passed away at his home in Pacific Palisades.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-15087 alignleft\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2015\/08\/U.S.-Postal-Inspection-Service-300x300.png\" alt=\"\" width=\"300\" height=\"300\" srcset=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2015\/08\/U.S.-Postal-Inspection-Service-300x300.png 300w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2015\/08\/U.S.-Postal-Inspection-Service-150x150.png 150w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2015\/08\/U.S.-Postal-Inspection-Service.png 477w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>Plasencia sold the ketamine to Iwamasa despite being warned at least a week earlier that Perry\u2019s ketamine addiction was spiraling out of control.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Following Perry\u2019s death, Sangha texted Fleming, instructing him to \u201cDelete all our messages\u201d after the news broke. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Federal agents and Los Angeles Police Department detectives subsequently executed search warrants at Sangha\u2019s residence, uncovering evidence of drug trafficking, including approximately 79 vials of ketamine, around 3.1 pounds of orange pills containing methamphetamine, psilocybin mushrooms, cocaine, and prescription drugs that appeared to be fraudulently obtained.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">In February and March 2024, in response to a legal request for documents related to the federal investigation, Plasencia submitted altered and falsified medical records, falsely claiming that he had a legitimate \u201ctreatment plan\u201d in place for Perry, with the intent to influence the investigation into Perry\u2019s death.<\/span><span style=\"font-size: 20px;\">\u00a0<\/span><\/p>\n<\/div>\n<\/div>\n<\/div>\n<p class=\"yiv0941204767MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">If convicted of all charges, Sangha faces up to life in prison.<\/span><\/p>\n<p class=\"yiv0941204767MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">\u00a0Plasencia faces up to 10 years in federal prison for each ketamine-related count and up to 20 years in federal prison for each record&#8217;s falsification count.<\/span><\/p>\n<p class=\"yiv0941204767MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">When they are sentenced in their federal cases, Iwamasa and Fleming will face up to 15 years and 25 years, respectively.<\/span><\/p>\n<p class=\"yiv0941204767MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">Chavez has been charged in an informational proceeding pursuant to a plea agreement and will be arraigned on August 30. <\/span><\/p>\n<p class=\"yiv0941204767MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">At sentencing, Chavez will face up to 10 years in federal prison.<\/span><\/p>\n<p class=\"yiv0941204767MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">The Los Angeles Police Department, the Drug Enforcement Administration, and the U.S. Postal Inspection Service are investigating this matter.<\/span><\/p>\n<p class=\"yiv0941204767MsoNormal\" style=\"text-align: center;\"><span style=\"font-size: 20px;\">Assistant U.S. Attorneys Ian V.
