Holdren also began using force, which included multiple knee strikes to Q.B.\u2019s body, which he acknowledged were unreasonable uses of force according to his training and experience. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Holdren and other officers then conspired to violate Q.B.\u2019s civil rights by unlawfully punishing Q.B. to retaliate against him for his attempt to push past officers and leave the pod. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-30806 alignright\" src=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2017\/05\/Kentucky-River-Regional-Jail-300x169.jpg\" alt=\"\" width=\"389\" height=\"219\" srcset=\"https:\/\/cjnotebook.com\/wp-content\/uploads\/2017\/05\/Kentucky-River-Regional-Jail-300x169.jpg 300w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2017\/05\/Kentucky-River-Regional-Jail-768x432.jpg 768w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2017\/05\/Kentucky-River-Regional-Jail-1024x576.jpg 1024w, https:\/\/cjnotebook.com\/wp-content\/uploads\/2017\/05\/Kentucky-River-Regional-Jail.jpg 1280w\" sizes=\"auto, (max-width: 389px) 100vw, 389px\" \/>As a part of that conspiracy, officers brought Q.B. to an interview room, where they continued to use unreasonable force against Q.B. Specifically, officers struck Q.B. in the head multiple times, kicked, knee-struck, pulled and twisted Q.B.\u2019s finger and sprayed Q.B. with O.C. spray, all while Q.B. was restrained, handcuffed, and posed no threat to anyone.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Holdren further admitted knowing that the interview room to which officers brought Q.B. was a \u201cblind spot\u201d at the jail\u2014meaning, there were no surveillance cameras to record what happened inside the room. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Holdren was aware that, prior to the assault of Q.B. on March 1, 2022, officers brought inmates and pretrial detainees who had engaged in misconduct to \u201cblind spots\u201d in the jail, where the officers could use unreasonable force without being captured on video. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Holdren admitted that he knew that it was improper for officers to use unreasonable force to punish inmates and pretrial detainees.\u00a0<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Holdren is one of six former correctional officers\u00a0<a href=\"https:\/\/www.justice.gov\/opa\/pr\/six-former-correctional-officers-charged-federal-offenses-following-death-inmate-west\">indicted<\/a>\u00a0by a federal grand jury in November 2023. Two defendants previously pleaded guilty in connection with the use of unreasonable force against Q.B. \u00a0<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">On Aug. 8, Ashley Toney and Jacob Boothe each\u00a0<a href=\"https:\/\/www.justice.gov\/opa\/pr\/former-west-virginia-corrections-officers-plead-guilty-federal-civil-rights-charges#:~:text=Ashley%20Toney%20and%20Jacob%20Boothe,assaulted%20by%20other%20correctional%20officers.\">pleaded guilty<\/a>\u00a0to violating Q.B.\u2019s civil rights by failing to intervene when other officers used unreasonable force. Sentencing hearings for Boothe and Toney are scheduled for Jan. 9, 2025.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Trial for the remaining three defendants is scheduled for Dec. 10.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Prior to the indictment, on Nov. 2, 2023, former Southern Regional Jail officers Steven Nicholas Wimmer and Andrew Fleshman each separately\u00a0<a href=\"https:\/\/www.justice.gov\/opa\/pr\/two-former-corrections-officers-plead-guilty-federal-civil-rights-charges-connection-death\">pleaded guilty<\/a>\u00a0to conspiring with other officers to use unreasonable force against Q.B in connection with this incident. <\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Sentencing hearings for Wimmer and Fleshman are scheduled for Feb. 7, 2025.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">According to his plea agreement, Holdren faces a maximum penalty of 30 years in prison and a fine of up to $250,000.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">The FBI Pittsburgh Field Office, Charleston Resident Agency, is investigating the case.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 20px;\">Deputy Chief Christine M. Siscaretti and Trial Attorney Tenette Smith of the Justice Department\u2019s Civil Rights Division and U.S. Attorney William S.
