Nielson Jr. ordered Garcia to pay $3.79 million in restitution and forfeit nearly $2.85 million.<\/span><\/p>\n<p style=\"text-align: center;\" data-start=\"857\" data-end=\"1011\" data-is-last-node=\"\" data-is-only-node=\"\"><span style=\"font-size: 20px;\">The IRS and the Environmental Protection Agency investigated the
