Investigators later discovered he had transmitted <strong data-start=\"1048\" data-end=\"1087\">over 36,000 stolen EBT card numbers<\/strong> to an accomplice over three years.<\/span><\/p>\n<p style=\"text-align: center;\" data-start=\"1124\" data-end=\"1400\"><span style=\"font-size: 20px;\">Graur acted as part of a <strong data-start=\"1149\" data-end=\"1186\">transnational Romanian crime ring<\/strong>. <\/span><\/p>\n<p style=\"text-align: center;\" data-start=\"1124\" data-end=\"1400\"><span style=\"font-size: 20px;\">Agencies involved in the investigation include the <strong data-start=\"1239\" data-end=\"1246\">FBI<\/strong>, <strong data-start=\"1248\" data-end=\"1271\">U.S. Secret Service<\/strong>, <strong data-start=\"1273\" data-end=\"1319\">San Bernardino County Sheriff\u2019s Department<\/strong>, <strong data-start=\"1321\" data-end=\"1365\">California Department of Social Services<\/strong>, and <strong data-start=\"1371\" data-end=\"1399\">Romanian
