Prosecutors allege Holmes submitted fake bank records and balance sheets to secure <strong data-start=\"510\" data-end=\"558\">$25.9 million in state \u201cHomekey\u201d grant funds<\/strong> intended for homeless housing in Thousand Oaks. Investigators say he diverted at least <strong data-start=\"646\" data-end=\"662\">$2.2 million<\/strong> for personal credit card bills and luxury purchases. Mail fraud carries a maximum <strong data-start=\"745\" data-end=\"780\">20-year federal prison sentence<\/strong>.<\/span><\/p>\n<\/li>\n<li data-start=\"785\" data-end=\"1408\">\n<p title=\"\" data-start=\"787\" data-end=\"1408\"><span style=\"font-size: 20px;\"><strong data-start=\"787\" data-end=\"822\">Steven Taylor, 44, of Brentwood<\/strong>, was indicted on <strong data-start=\"840\" data-end=\"919\">seven counts of bank fraud, aggravated identity theft, and money laundering<\/strong>. From 2019 to 2025, Taylor allegedly used fake bank statements and false claims about cash holdings to obtain millions in loans and credit lines. He bought and flipped properties across Los Angeles, including a <strong data-start=\"1131\" data-end=\"1153\">Cheviot Hills home<\/strong> he purchased with fraudulent financing for <strong data-start=\"1197\" data-end=\"1214\">$11.2 million<\/strong> and resold to a homeless housing developer for <strong data-start=\"1262\" data-end=\"1279\">$27.3 million<\/strong>. If convicted, he faces up to <strong data-start=\"1310\" data-end=\"1343\">30 years per bank fraud count<\/strong>, plus additional time for money laundering and identity theft.\u00a0 <\/span><\/p>\n<\/li>\n<li data-start=\"785\" data-end=\"1408\">\n<p title=\"\" data-start=\"787\" data-end=\"1408\"><span style=\"font-size: 20px;\">Both men are presumed innocent until proven guilty.<\/span><\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1410\" data-end=\"1654\"><span style=\"font-size: 20px;\">Authorities say both schemes siphoned funds meant for housing California\u2019s homeless population. \u201cThis is only the tip of the iceberg,\u201d said Acting U.S. Attorney Bill Essayli, pledging aggressive pursuit of fraud tied to homelessness programs.<\/span><\/p>\n<p data-start=\"1656\" data-end=\"1854\"><span style=\"font-size: 20px;\">The\u00a0<strong style=\"font-size: 16px;\"><span style=\"font-size: 20px;\">FBI, IRS Criminal Investigation, and the Federal Housing Finance Agency Office of Inspector General are investigating the cases<\/span><\/strong>. <\/span><\/p>\n<p data-start=\"1656\" data-end=\"1854\">\n<hr data-start=\"1856\" data-end=\"1859\" \/>\n<p data-start=\"1861\" data-end=\"2069\" data-is-last-node=\"\" data-is-only-node=\"\">\n","protected":false},"excerpt":{"rendered":"<p>LOS ANGELES\u00a0 Federal prosecutors announced Thursday two criminal cases targeting fraud in California\u2019s public homelessness programs.
