The remaining profits were to be split between co-conspirators <strong data-start=\"1156\" data-end=\"1172\">Dusty Guidry<\/strong> and <strong data-start=\"1177\" data-end=\"1197\">Leonard Franques<\/strong>.<\/span><\/p>\n<p data-start=\"1200\" data-end=\"1342\"><span style=\"font-size: 20px;\">On Jan. 27, 2021, Montoucet directed the department to award DGL1 a <strong data-start=\"1268\" data-end=\"1287\">no-bid contract<\/strong> to provide online hunter and boater education courses.<\/span><\/p>\n<p data-start=\"1344\" data-end=\"1663\"><span style=\"font-size: 20px;\">After the Louisiana Division of Administration&#8217;s Office of State Procurement questioned the no-bid award, the department reopened the contract through a competitive bidding process. They agreed Franques would hold Montoucet&#8217;s share until after he left state employment and then pay him through a purported consulting <strong data-start=\"2010\"
