A complaint is only an allegation, and Fang is presumed innocent unless and until proven guilty in court.<\/span><\/p>\n<p data-start=\"811\" data-end=\"1053\"><span style=\"font-size: 20px;\">According to a criminal complaint filed July 9, <strong data-start=\"859\" data-end=\"898\">Ziheng &#8220;Tony&#8221; Fang, 30, of San Jose<\/strong>, made his initial appearance in federal court on <strong data-start=\"948\" data-end=\"959\">July 10<\/strong> in San Jose. Fang is pursuing a master&#8217;s degree in data science at San Jose State University.<\/span><\/p>\n<p data-start=\"1055\" data-end=\"1369\"><span style=\"font-size: 20px;\">Federal authorities allege Fang wrote a threatening message that was discovered <strong data-start=\"1135\" data-end=\"1151\">Nov. 5, 2025<\/strong>, inside a men&#8217;s restroom on the university campus. The message, displayed inside a plastic cover sheet taped to the wall, began with the words <strong data-start=\"1295\" data-end=\"1329\">&#8220;WARNING! MASS BOMB NEXT WEEK&#8221;<\/strong> and included multiple swastika symbols.<\/span><\/p>\n<p title=\"\" data-start=\"1371\" data-end=\"1625\"><span style=\"font-size: 20px;\">Investigators said Fang&#8217;s fingerprint was recovered from the document. A second message found in the same restroom allegedly threatened violence against multiple racial and religious groups and referenced planned mass bombings on <strong data-start=\"1601\" data-end=\"1624\">Nov. 11 and Nov. 12<\/strong>.<\/span><\/p>\n<p title=\"\" data-start=\"1627\" data-end=\"1912\"><span style=\"font-size: 20px;\">According to the complaint, university police documented <strong data-start=\"1684\" data-end=\"1733\">more than 20 hateful and threatening messages<\/strong> in men&#8217;s and gender-neutral restrooms across campus beginning in <strong data-start=\"1799\" data-end=\"1815\">October 2024<\/strong>. Many of the messages referenced bombs, shootings, knives or specific dates for planned attacks.<\/span><\/p>\n<p data-start=\"1914\" data-end=\"2260\"><span style=\"font-size: 20px;\">Authorities allege electronic key card records placed Fang inside buildings shortly before threatening messages were discovered in <strong data-start=\"2045\" data-end=\"2071\">16 of the 18 incidents<\/strong> where access records were available. Investigators also reviewed surveillance video that allegedly showed Fang entering or leaving restroom areas where some of the messages later appeared.<\/span><\/p>\n<p data-start=\"2262\" data-end=\"2680\"><span style=\"font-size: 20px;\">Federal prosecutors said the repeated threats prompted emergency alerts from the university president&#8217;s office, caused some professors to cancel in-person classes or switch to virtual instruction, and generated widespread concern among students, faculty and staff. According to the complaint, campus buildings identified in the threats were described as resembling a <strong data-start=\"2629\" data-end=\"2645\">&#8220;ghost town&#8221;<\/strong> on several of the specified dates.<\/span><\/p>\n<p data-start=\"2923\" data-end=\"3102\"><span style=\"font-size: 20px;\">Fang remains in federal custody. He was scheduled to appear in federal court on <strong data-start=\"3003\" data-end=\"3014\">July 13<\/strong> for identification of counsel before Chief U.S. Magistrate Judge <strong
