Eleven Gang Members Charged with RICO Conspiracy, Murder in Aid of Racketeering

Two Men Arrested for Allegedly Operating One of the Largest Synthetic Drug Smuggling Rings A federal grand jury in Minneapolis has indicted 11 alleged members of the Lows, a violent Minneapolis street gang, on 18 counts, including RICO conspiracy involving murder, attempted murder, gun trafficking, and drug trafficking.

The indictment alleges that the 11 defendants were members of the Lows, a Minneapolis gang active since about 2004, primarily in the city’s northside.

The Lows are accused of trafficking firearms and drugs, including fentanyl, and using threats, violence, and intimidation to maintain their territory, reputation, and profits.

The defendants are charged with a pattern of racketeering, including violent acts, gun and drug trafficking, and multiple murders and attempted murders involving ten victims.

“The Lows are an exceptionally violent criminal street gang that has terrorized north Minneapolis for nearly 20 years. Through threats and violence — shootings and murders — the Lows have long sought to establish dominion over large swaths of our city,” said U.S. Attorney Andrew Luger for the District of Minnesota. 

The following defendants face charges, including RICO conspiracy and conspiracy to distribute drugs:

  • Ashimiyu Alowonle II (aka Cash, 38) – RICO conspiracy and drug distribution.
  • Timothy Callender III (aka Lil’ Tim, 26) – RICO conspiracy and drug distribution.
  • Glenn Carter III (aka G5/Bossman Carter, 23) – RICO conspiracy, firearm possession resulting in death, drug distribution, and a murder on May 14, 2022.
  • Victor Collins (aka Vic, 22) – RICO conspiracy, firearm possession resulting in death, drug-related charges, and murder/attempted murder on February 27.
  • Damari Douglas (aka Mari, 20) – RICO conspiracy, felon in possession, machine gun possession, and murder on December 3, 2023.
  • Deontae Jackson (aka Leef, 35) – RICO conspiracy and drug distribution.
  • Shannon Jackson (aka Shakedown, 32) – RICO conspiracy, firearm possession resulting in death, drug charges, and murder on April 27, 2023.
  • Robert Knights Jr. (aka CMB Rob/Lil’ Rob, 19) – RICO conspiracy, drug charges, and firearm possession.
  • Albert Lucas V (aka Abk Sav, 20) – RICO conspiracy, firearm possession resulting in death, and murders/attempted murders on February 27 and May 6, 2021.
  • Kaprice Richards (aka Kap, 23) – RICO conspiracy, firearm possession resulting in death, attempted murder on May 29, 2022, and murder on April 27, 2023.
  • Cartrelle Smith (aka Poo Moe, 27) – RICO conspiracy, drug charges, and firearm possession.

If convicted, the defendants could face sentences up to life in prison. Unless proven guilty, they are presumed innocent.
